Job Context:
∎ The Project Manager will be overall responsible for managing the project and will ensure timely implementation of the project with partners in Cox`s Bazar area with the Orbis team and partners. The major responsibilities of the Project Manager includes (but not be limited to) planning, coordination, review and monitoring programmatic and financial aspects of project implementation as envisioned in the project plan. S/he will directly report to Senor Program Manager and will closely work with Orbis program team and partner focal points/teams for partnership and grant management functions, plans and budget review, performance analysis and timely reporting. The Project Manager will work with the Senior Program Manager to ensure timely deliverables and reporting of the respective partners. The position is contractual. The position is based in Cox`s Bazar co-located at partner hospital.
∎ REPORTS TO: Senior Program Manager

Job Responsibilities:
∎ Plan and manage partner level all project activities including capacity building of partners for quality eye care and sustainable impact in accordance with rules and regulations, financial policies and procedures/ donor compliance, and all other local pertinent laws, rules and guidelines.
∎ Prepare Detail Implementation Plan, analytical report related to program and budget, quarterly reports, report for RRRC and responsible for follow up the progress on a monthly, quarterly and annual basis to track over-spending or under-spending of grant and work with Senior Program Manager and partners for taking corrective action.
∎ Represent Orbis at various forums, lead and coordinate the Cox's Bazaar working group in eye health to ensure effective liaison with all stakeholders including RRRC, UNICEF, IOM, UNHCR for leading eye care in Cox's Bazaar district.
∎ Lead Cox's Bazaar District Eye Care Planning, annual planning, review meetings, intelligence gathering for exploring opportunities and provide weekly updates, document all events and generate meeting notes including follow up actions for sharing with SMT
∎ Plan and conduct various assessments, provide inputs to various studies and share reports guided by the team
∎ Generate ideas and concept development based on field learning and experience including document and presentation at the SMT regularly
∎ Mapping of local and international development organization and donors including local NGOs , health care organizations and share the one pager document to SMT through direct report
∎ Regularly monitor data entry of project into Patient Information System (PIS). Conduct Data Quality Assessment and Data Validation at outreach, SSTP, CFS, vision centers and base hospitals on regular basis with the technical guidance from Senior M&E Manager.
∎ Closely work with partner to ensure quality of services supported by Senior Medial Specialist. Also, support partners for using Orbis technology/software to measure surgical outcomes as part of quality assurance system of the organization.
∎ Plan and coordinate with partners and closely work with Senior Program Manager and Media & Communication Specialist for IEC/BCC activities, awareness raising, event management, advocacy and QCV branding.
∎ Assist partners in the procurement process of consumables and equipment in accordance to Orbis standards, compliance as well as government and donor agency requirements.

Additional Requirements:
∎ At least 5 years' experience of working in international organizations and preferably some experience in Cox's Bazaar Rohingya community or a masters in social science / equivalent form a recognized university with 10 years of development and public health experience at the international organizations and preferably working in Cox's Bazaar for Rohingya population.
∎ Have proven progress track record of excellent communication, leadership and development mindset for contribution and program growth.
∎ Five years progressive work experience including 3 years' experience in the similar position in the International NGOs.
∎ Knowledge and skills on project cycle management, training cycle, donor compliance, partnership management, budget preparation and management, monitoring, documentation, report writing, communications and managing events.
∎ The incumbent should have exposure to filed work in public health and community development interventions.
∎ Willingness to work with Forcibly Displaced Myanmar Nationals (Rohingya) community in Cox's Bazar to implement the project.
∎ Ability to develop detailed implementation plan, analytical reports, variance analysis and understand development programs in humanitarian context
∎ KNOWLEDGE AND SKILLS:

∎ Good interpersonal and communication skills (excellent written & spoken English).
∎ Must understand and fluent speaker of Cox's Bazar's local language. Inhabitant of greater Chittagong area will be preferred.
∎ Ability to analyze and work independently for the partner level project deliverables.
∎ Demonstrable donor compliance knowledge and experience.
∎ Well conversant with computer programs and essential packages
∎ Demonstrable experience of project management and program activities, data interpretation and advocacy knowledge and skills including capacity for networking are required.
∎ Able to Utilize professional ethics to manage self, others, information, resources, and activities;
∎ Experience of developing and managing budgets and forecasts.
∎ Experience in building partners' capacity to make alternative decisions and solving problems.
∎ Ability to develop effective and constructive working relationship with colleagues, partners, donors and institutions.
∎ Willingness to work in the field and camps (70%) and to proactively act, learn and share lessons and other information with project management.

Salary:
∎ Tk. 100000 - 120000 (Monthly)
∎ Salary will be consolidated BDT 100,000 to 1,20,000 per month (inclusive Tax). No provident fund and gratuity are applicable. Only short-listed candidates will be contacted. Initial contract will be till 31 December 2020 with possibility of further extension subject to availability of fund.
