Job Context:

Job Responsibilities:
∎ Proposal Development and Coordination (50%)
∎ Possess complete knowledge of Orbis International, country strategy, eye health eco-system, program priorities and opportunities to collaborate/facilitate National Eye Care plan.
∎ Update country program portfolio status, scan and analyze new opportunities, concept notes and projects (single and multi-year) in the pipeline.
∎ Collaborate with program team, SMT and OI develop new ideas, contextual analysis, drafting concepts and proposals and share with Devo and finance for finalization and donor submission.
∎ Lead proposal development process to ensure that adequate number of quality concept notes/proposals are ready on an annual basis.
∎ Generate ideas, write appealing concept notes/proposals in consultation with program team, partners and stakeholders that are aligned with program priorities and plans.
∎ Gather information on partner selection, geographical locations, experience, sustainability and ownership, partner management/operation costs and other facilities such as training, additional contributions that could be leveraged from partner.
∎ Provide team members with required support including but not limited to, textual input, review, completing forms, follow up with team members to ensure timely responses.
∎ Draft, review, and finalize concept notes, proposals including budgets in line with OI program/Devo and donor priorities and guidelines.
∎ Review and finalize documents such as similar project experience, description of partners, project organogram, LF/results framework, target sheet, work plan/Gantt chart, MEL plan, budget, and as per donor templates.
∎ Coordinate draft proposal review by senior program management team (if required by external/consultants) and OI team members as per need/schedule to incorporate inputs/comments to deliver final proposal along with all annex/attachments from country team.
∎ Collect and track proposal-related information and sharing information to program team and provide inputs/clarifications including queries/questions of OI/donors.
∎ Work with country program and OI teams to finalize, track progress of proposal development schedules, provide inputs, review/finalize proposals for OI/Devo for submission.
∎ Follow up with Devo on the submission status and tracking award status, feedback and lesson learnt of unsuccessful proposals.
∎ Contribute to develop country annual and multi-year program strategies and plans aligned with OI strategic priorities through regular engagement with OI level (Devo, program, and finance) and SMT members.
∎ Grant Management (30%)
∎ Ensure smooth transition of awarded proposals to the partners through project focal, which may include first-run revisions/negotiations to text and budgets for newly awarded projects.
∎ Facilitate orientation and training of partner key management and coordinators including service providers to ensure that all are aware of the project details, deliverables, documentation, reporting and donor compliances.
∎ Following Notification of Award: Ensure program team notified of the proposal result. Coordinate final proposal debrief and compile summary notes, including recommendations for process improvements.
∎ Support program team members to use OI template to collect/develop monthly/quarterly case stories and finalize from the field. S/he should also write appealing case stories, content gathering through program and partner support and share with Devo and Communication regularly.
∎ Support to plan, develop and conduct review of internal and external evaluations of the projects. As required, provide direct support to case story collection and content gathering for Devo and communication for innovative project proposal development and funding opportunities for expansion/new projects.
∎ Supervise the small grants program and ensure that it is implemented as per program objectives and design.
∎ Ensure that Counterpart and donor rules and regulations vis-à-vis grants management are properly followed and adhered to.
∎ Support the preparation reporting as per donor template and review the inputs and analyze the progress to be able to feedback and comments for action through project focal and program team.
∎ Keep track of restricted funding information, review and ensure submission of narrative and financial reports to fundraising team/donor as per requirement/donor compliance,
∎ Coordinate program and finance team to analyze project plans and budgets to identify reasons and actions/measures in terms of alternative plan or target revision/change including amendment
∎ Ensure to develop a project closure plan in collaboration with program and finance team.
∎ Develop and update project and research proposals/CNs including case stories as compendium to be used as resource library for reference and sharing.
∎ Capacity Building on Project Management (10%)
∎ Build capacity of program team on proposal development process and analytical tools, standard guidelines, steps of concept note and proposal development including budget and review process.
∎ Support Director Finance and Ops to facilitate NGOAB application, review, and approval process.
∎ Plan and organize preparatory activities and support team to complete donor requirements prior to partners orientation.
∎ Facilitate program team and the project focal to kick start the project implementation
∎ Positioning and Partnership Activities (10%)
∎ Conduct annual stakeholders mapping and capacity analysis including project/intervention specific stakeholders' analysis to develop proposals following step by step process.
∎ Review partnership status periodically and able to identify potential new partners to expand the coverage and contribute to deliver OI program priorities and in overall program operations.
∎ Support partners in the implementation of quality controls and proper, NGOAB and ethical compliance, functional program management.
∎ Provide analytical report to SMT about sustainability and exit strategy and support in developing and implementing need based training modules and ensuring quality training materials.
∎ Support the leadership/management of partner organizations to maintain operating standards and ensure accountability.
∎ Participate in the development and testing of tools, procedures, and processes in collaboration with partners to document innovative ideas/concept to develop and scale up through concept note sharing with Devo and program teams.
∎ Lead/participate in lessons learning and sharing meetings, dialogue, and advocacy meetings as and needed.
∎ Maintain strong relationship with country team, SMT, OI level relevant team members (Program, Devo, Communication, Clinical team etc.) to leverage expertise and ensure compliance and guidance of OI
∎ Other: Assist Country Director and the country team in performing other tasks as required.

Additional Requirements:
∎ 10+ years' similar experience of working in NGO and private sector including international NGOs out of which 3-5 years worked in developing strategic plans, business /proposal development, fund raising, grant management and report writing at senior level/lead position.
∎ Competency /skills in writing winning proposals, budget preparation.
∎ Competency /skills in grant management , grant reporting , monitoring, documentation, and report writing.
∎ Knowledge on compliances of different institutional donors like DFAT, SIDA, FCDO, EC, USAID, QFFD, UN, etc.
∎ The incumbent should have knowledge and skills in project cycle management and program review and evaluation including research exposure to public health and community development interventions.
∎ Willingness to spend 40% time in the project areas to work with program team and implementing partners
∎ Ability to track, analyze and review plans, results, and produce quality reports.
∎ Comprehensive knowledge of relevant software (Windows, Word, Excel, Outlook, Databases, Referencing).
∎ KNOWLEDGE & SKILLS:
∎ Highly organized with excellent oral and written communication skills (excellent written & spoken English).
∎ Excellent in communication, report writing in English, problem-solving, teamwork and leadership skills.
∎ Ability to analyze and work independently on concept note and proposal development and grant management roles.
∎ Well conversant with computer programs and packages.
∎ Demonstrable experience in developing program portfolio, fund raising, coordinating with various teams.
∎ Experience in building partners' capacity to constantly explore program growth and planning.
∎ Ability to develop effective and constructive working relationship with colleagues, partners, development and program team, communication with grant managers/donors and institutions.
∎ Confidence in decision making and problem-solving in a team environment while working under pressure.

Salary:
∎ Salary range monthly gross BDT 150,000-200,000 depending on experience and skill. Benefit package will include provident fund, gratuity, festival bonus, comprehensive family health insurance and other benefits as per organization`s policy.
