Responsibilities & Context:
∎ The Technical Officer-Training & Development under the Green Workforce Development project will be based on field office assist to ensure the capacity building initiative, guideline/module preparation, procurement planning, quality, efficient and effective delivery of project activities. The position will responsible for the direct field implementation of all kinds of integrated agricultural activities in for training, gap analysis and procurement of Green Workforce Development Project. Assist to coordinator to do including the liaison with the Government Department, liaison with other WVB projects to ensure the services are well integrated and well-coordinated.
∎ The Technical Officer-Training & Development will work closely and assist the Coordinator to establish humanitarian accountability feedback mechanisms in all activities. The Technical Officer will assist the PC to ensure that all monitoring systems are in place and are functional, and that the feedback from the monitoring system is being utilized to improve program implementation. The Officer will assist coordinator for documenting success stories from group/individual and works closely with the Communications and Advocacy to report on the success stories.
∎ Prepare detailed training implementation plan, training module/guideline, training needs, procurement and supply chain management of project activities in the camps and host.
∎ Organize the orientation and training of staff and volunteers and farmer in close link with project staff.
∎ Develop IEC materials as per needs of Green Workforce project
∎ Support procurement to the project staff as per WVB standard
∎ Provide technical guidance and support to field staff to ensure field level training, session, demonstration and others interventions
∎ Monitor progress through field visits, plotting or demos and meetings with staff, communities, and other stakeholders.
∎ Provide technical support to enrich their knowledge and skills support field team in all level of operations, including capacity building of staff.
∎ Assess the quality of program implementation and take necessary initiative for continuous improvement of the program; Resolve and avoid the conflict of community development interventions
∎ Keep informal/formal network with other organizations doing similar program in the refugee camps
∎ Maintain strong relationship with field level Volunteers, Farmers Groups, CiC, Site-Management and Other stakeholders of the camps;
∎ Ensure proper documentation of project success stories and case studies and other meeting reports.
∎ Assisting the Project Manager in controlling the project budgets by budget monitoring. Assist in the efficient and effective delivery of project’s services:
∎ Assist the PC to develop plans and develop schedules. Assist to Identify and select training need for agriculture/aquaculture/WASH Organize capacity building initiative of staff, farmers, volunteer. Capacity building of staffs with the assistance of DAE, DFO, DPHE. Take prime role on deliver on specialized training. Ensure training reporting. Assist to ensure inputs. Fully functional, well maintained, all the interventions. Well developed and planned utilization of services and activities Adequately equipped all the front line staffs and centers for training delivery. Assist the PC in overseeing the implementation of MEAL structures and systems for the project:
∎ Assist the PC in working with the MEAL team to develop the MEAL structures and system. Assist the PC to ensure that feedback from HA structures and system and feedback from Monitoring systems is used to improve the quality and implementation of the interventions. Assist the PC to update partners, and relevant stakeholders on required DME process, standard and systems. Well structured, coordinated, MEAL structures and systems that inform program quality and implementation. Assist in the Coordination and integration of other WV services:
∎ Assist the PC in overall coordination and leading the discussion on integrating other WV services/activities. Assist the PC in developing the schedules for integrated services/activities to improve the impact of WVB emergency response programs. Well-integrated services for greater impact and output. Assist the PC in Reporting and Accounting:
∎ Assist the PC in reporting and tracking all commodities, non-food items and inputs for the BnFs. Assist the PC for internal weekly, monthly and quarterly donor reporting. Assist the PC in working in collaboration with the Communications Unit to document success stories. Well-coordinated reporting structures and verified reports from the projects Well-tracked movement of the community assets. Assist the PC to ensure Sustainability and Exit Strategy:
∎ Assist the PC to Lead the sustainability and exit strategy discussions with the Community / Government Leaders and World Vision Sectors. Well continuation of certain project interventions in the Rohingya camps.
