Work Experience

  • At least three years of experience in data management, analysis and reporting.

  • Experience producing quantitative analysis and reports.

  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.

  • Previous experience working with an NGO or INGO required, experience with protection programming preferred.

Language Preference

  • Good English communications skills both verbal and written.

  • People who have sound knowledge in Chittagonian dialect and culture will get preference.

Purpose

The Senior IMS Officer-PRoL will be responsible for supporting the development and implementation of regular monitoring and evaluation activities for PRoL activities and ensuring quality information management, including protection monitoring, case management databases, other relevant services, and reporting. The responsibility ensures the safety, confidentiality, and dignity of the refugee and host community people. The Protection Coordinator-PRoL will supervise the Senior IMS officer.

Major Responsibilities

  • Ensure all information collected through Protection Case Management (PCM) and Protection Monitoring (PM) activities is safely, accurately, and confidentially collected, documented, and stored in accordance with data protection and information management standards.

  • Oversee the Protection Information Management System (IMS) for both Protection Case Management and Protection Monitoring to ensure data integrity, accuracy, and timely updates.

  • Maintain high-quality data management processes by regularly reviewing and validating information submitted by Case Management Officers and monitoring caseload data within the case management database.

  • Manage and maintain the Protection Monitoring database, ensuring both quantitative and qualitative data are systematically recorded, analyzed, and reported.

  • Coordinate with the MEAL team to manage Protection and Rule of Law (PRoL) data, ensuring alignment with organizational monitoring, evaluation, accountability, and learning frameworks.

Data and Reporting Responsibilities

  • Lead the development, maintenance, and improvement of Protection Information Management Systems, including databases for Protection Case Management and Protection Monitoring.

  • Identify and implement strategies to improve data collection methodologies, data quality, and data management processes across PRoL activities.

  • Identify potential data protection risks affecting clients and staff during data collection, storage, and reporting, and propose mitigation measures.

  • Ensure proper filing and storage of hard copy case files in secure, lockable cabinets and manage the digitization and transfer of information into the database system.

  • Conduct routine data quality checks, data validation, and data cleaning to maintain accurate and reliable datasets.

  • Extract and share relevant case information from the database to support caseworkers in effectively managing their caseloads.

  • Compile and submit Protection Monitoring reports, including trend analysis and key protection concerns, to support program decision-making.

  • Prepare and submit Protection Sector reporting requirements, including 5W (Who, What, Where, When, for Whom) reports, ensuring timely and accurate data submission to coordination mechanisms.

  • Produce monthly, quarterly, and ad-hoc analytical reports on Protection Monitoring and Case Management data for internal and external stakeholders.

  • Analyze qualitative information collected through site visits, focus group discussions (FGDs), key informant interviews (KIIs), and other field monitoring methods to identify protection trends and emerging risks.

  • Contribute to weekly updates, program reports, and staff activity reports with accurate IMS data and analysis.

Monitoring and Accountability Responsibilities

  • Ensure the accuracy, completeness, confidentiality, and timeliness of all case management and protection monitoring data entry within the IMS.

  • Monitor compliance with data protection protocols, confidentiality standards, and ethical data management practices within PRoL activities.

  • Maintain comprehensive records of protection cases and compile weekly caseload summaries and analytical reports for supervisors and program management.

  • Support the implementation of client feedback and satisfaction surveys for closed cases under Protection Case Management services to strengthen accountability and service quality.

  • Monitor and analyze feedback from satisfaction surveys to identify service gaps and contribute to program improvement.

Coordination

  • Support timely information sharing regarding challenges and needs at the field level, Protection Sector and IRC’s MEAL team.

Other

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]

  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
