Job Context:
∎ Mission: The Senior Human Resource Officer - Recruitment is responsible for prospective employee recruitment in positions serving all areas of the organization. This will be achieved through the development of recruitment plans and resources as well as developing and harmonized job titles, job description for full mission.
∎ Report to: Programme HR Manager.
∎ Main internal interfaces: Programme Human Resource Manager, Senior HR Officers`, Line Managers` SSC, All staff of HI Bangladesh.
∎ Main external interfaces: Other NGOs and INGOs.

Job Responsibilities:
∎ Recruitment
∎ Ensure Employee Request Form (ERF) has been properly filled and approved by authorized signatories prior to moving forward for any job vacancy.
∎ Work with the Recruiter to develop job descriptions and announcements. Job descriptions need to reflect responsibilities and qualifications that are appropriate for the title of the position
∎ Publish job vacancy through online job portal, networks or other sources.
∎ Screen/review applications evaluating such factors as job experience, education, training, skills, knowledge, and send a short list of potential candidates to the Recruiter
∎ Coordinate pre-employment test schedules and conduct applicant preliminary interviews (in person and/or on the phone).
∎ Arrange interview and take part as a panel member as and when required
∎ Manage job offer process, negotiating compensation package including salary, start date and allowances. Accordingly prepare contract and job offer letter
∎ Complete a minimum of three (3) reference checks on selected candidates including at least 1 HR reference from the previous employer, as well as a background check.
∎ Announce new employee joining within the organization.
∎ Organizing and managing induction to new staff (policies, forms, JDs etc) with different department including HR
∎ Send all information related to candidates (resume, employment application, employment contracts, references, communication, other documents) to the Senior HR Officers' for software input
∎ Personal filing of the selected candidates (hard copy & scan copy)
∎ Keep track of recruitment matrix and share with the Programme HR Manager on a weekly basis
∎ Participate in Job Fairs or career events if needed.
∎ Compliance
∎ Implement the recruitment in compliance with HI-BGD employee recruitment procedures and best practices
∎ Develop harmonized job description for HI mission, and maintain a comprehensive recruitment materials database including, JDs, standard recruitment technical tests, interview questions and other material as needed.
∎ Provide support in managing the applications and maintaining statistical data/CV bank.
∎ Maintain database of qualified professionals to rapidly respond to talent management needs.
∎ Maintain all recruitment paper and electronic files including internal postings for all open positions.
∎ Maintain confidentiality of the recruitment process
∎ As needed, support the human resources information system (HRIS).
∎ This job description remains flexible and may evolve according to the programme's needs and to respond to additional tasks or changes as identified by the line manager.

Additional Requirements:
∎ At least 4 years' experience in human resource management especially in recruitment and development in INGOs or international organization.
∎ Knowledge about HR Software management.
∎ Computer Skill in MS excel, MSword, PowerPoint etc
∎ Proficiency in word processing, spreadsheets and databases including resume management systems.
∎ Excellent communications skills both in Bangla and English.
∎ Demonstrated ability to perform and prioritize multiple tasks
∎ Excellent organizational skills and strong attention to detail
∎ Strong interpersonal skills and the ability to work effectively both in groups as well as independently.
∎ Demonstrated sensitivity and discretion when handling confidential information
∎ Ability to travel, if requested from the field offices
∎ Desirable
∎ Demonstrated ability to develop positive working relationships with recruiter
∎ Demonstrated ability to be flexible, resilient, solution oriented, creative.
∎ Cross-cultural sensitivity, knowledge of and ability to work with people of diverse backgrounds.
