Job Context:
∎ Duty Station: Cox`s Bazar, Bangladesh
∎ Report To: Country Finance Manager
∎ Expected Start Date: At Earliest
∎ Contract length: Up to 31st of December 2020 (With possibility of Extension subject to funding, program needs and performance of incumbent)

Job Responsibilities:
∎ Financial Accounting and cash flow management

∎ Responsible for day-to-day administrations and booking of expenditures in financial systems in coordination with field finance officers. Preparing monthly financial accounts and finalize them in coordination with CFM.
∎ Preparing Debtors and creditors reconciled with Country Program and COVID-19 Response Project Accounts in BDT and USD currencies.
∎ Making sure correct GL codes has been used based on RI chart of account and guidelines.
∎ Verifying all Bank and Petty cash reconciliations
∎ Work with HR to prepare monthly salaries for all programs, Incentive to volunteer ensuring appropriate documentation and oversight.
∎ Month End reporting, Consolidation of Dhaka, Cox accounts and COVID-19 Project Account and clearance of all intercompany transactions.
∎ Ensure to maintain adequate cash for Country Program, COVID-19 Response Project and consolidate Cash Projections.
∎ Vendors and Payment approval direct into NS system for daily record for both Dhaka and Cox Program
∎ Support CFM to in preparing BVA analysis of Country Program and COVID-19 Response Project as monthly Basis
∎ Support CFM to advise Budget Holder for budget follow up, Projections, Pipeline for Financial Monitoring of RI Partner and COVID-19 Response Project
∎ Support CFM to develop Financial Management tool for RI Partner and adapt to establish efficient accounting for COVID-19 Response Project.
∎ Grant Management and Financial Accounting of Local Partners;

∎ Supporting CFM in preparing proposal budgets in coordination with program team as needed.
∎ Setting up the project in NS system in coordination with Regional Officer.
∎ Prepare budget modifications, No cost and cost extension budgets in close coordination with Project Managers and CFM as needed.
∎ Supporting CFM in preparation of all donor reports and review them with the project Manager before submission to the Regional Finance Manager for approvals.
∎ Making sure that co-finance for all has been identified and tracked.
∎ Tracking receivables of all Grants, updating receivables file and submitting to regional office based on timelines shared.
∎ Supervising all cash programing wards and cash cards and being responsible to review and approve the reconciliations on monthly basis internally and with Banks.
∎ Supporting CFM to develop local partners capacity to maintain donors and Local Compliance
∎ Supporting to provide coaching and Mentoring to Local partner financial and accounting
∎ Make sure local partner to adapt legal and VAT /Tax compliance as per donors regulation
∎ Internal Controls and Audit:

∎ Ensure all purchases follow RI procurement and selection policies.
∎ Ensure proper paperwork on financial transactions of any kind between RI and other parties or partners (accounts receivables, payables, etc.).
∎ Assist Project Managers in ensuring compliance with RI procurements and field accounting policies and procedures, compliance with donor agreement and audit requirements.
∎ Ensure all financial records and files are compliant for, but not limited to, audit, tax, legal, US federal contracting, all donors and UK statutory and regulatory requirements.
∎ Ensure that all financial records and backup documentation have been archived to cloud server electronically on monthly basis.
∎ Support CFM to oversee all internal and external audits including ensuring that all financial records and backup documentation are ready and available.
∎ Ensures compliance with local government Tax Law and tax reporting
∎ Policy, Strategy and annual budget Development

∎ Works closely with the COVID-19 Response Project Team, Project Team, and Senior Management Team, other program staff to implement, improve and maintain administrative and financial management policies, systems, structures, and procedures. Documentation of all controls, SOPs and procedures; finance training for in-country finance staffs and partners as necessary; segregation of finance duty within Country Office.
∎ Ensure effective resource management and maximize cost effectiveness and value for money throughout the program.
∎ Directly being responsible for annual financial operational planning process in close collaboration with the COVID-19 Response Project, Program Team, Senior Management Team and supported by the Regional Finance Manager ( if necessary) with monthly follow ups and updates.
∎ Human Resources and Development

∎ Managing Finance Coordinator, finance officers, Finance Assistants, Subordinates and supporting them in their daily works.
∎ Proactively identify and act upon deficiencies and areas for improvement in the in-country Finance team, providing training and other capacity-building where necessary to ensure that finance staff capacity is continuously developing.

Additional Requirements:
∎ At least 7 years minimum work experience with NGO/INGO/UN Agencies
∎ Experience in writing quality Financial reporting
∎ Advance skill in MS Word, Excel, and Power point
∎ Good skill in accounting software, Quick Book and Net suit.
∎ Willingness to make frequent trips to hard to reach areas
∎ Ability to work under stressful conditions and work environment.
∎ Excellent communication skills, both written and spoken, in both English and Bangladeshi
