Job Context:
∎ HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis and is working in particular the sector of Site Management (CCCM) in the Camps of the Kutupalong-Balukhali Expansion Site, Cox`s Bazar.
∎ Line Management: The Senior engineer (DRR) will report to and operate under the guidance of Project Manager

Job Responsibilities:
∎ Preparing engineering documents by developing construction specifications, plans, and schedules;
∎ Undertaking technical and feasibility studies for new projects including site investigations and rapid assessments as required for the emergency;
∎ Working with the engineering team and using local laborers to construct infrastructure within camp settings;
∎ Capacity building of the engineering team and local laborers on new or improved construction techniques;
∎ Work with the Infrastructure admin team to ensure that all constructions are carried out using correct staffing;
∎ Technical design and development of Bill of Quantities (BoQ's) for constructions which include, but are not limited to: retentions walls, stairways, footbridges, walkways and drainage;
∎ Scheduling material and equipment purchases and deliveries to the sites;
∎ Assessing the sustainability and environmental impact of projects;
∎ Report on a daily, weekly and monthly basis as required by the line manager;
∎ Ensuring projects run smoothly and structures are completed within budget and on time;
∎ Any other duties as agreed with the Site Operations Manager or relevant line manager.
∎ Ensuring compliance to ACTED internal procedures and donor procedures
∎ Project Planning:
∎ Develop overall technical project plans and designs
∎ Develop BoQs
∎ Project Implementation Follow-up:
∎ Oversee and manage the implementation of the project ensuring that technical quality and standards are considered and respected during project(s) implementation
∎ Monitoring of plans and BoQ's- notify supervisor in case of any adjustments needed
∎ Conduct regular field meetings and provide advice and adjustments where needed
∎ Ensure effective utilization of materials and tools
∎ Ensure that the project is implemented in accordance with relevant ACTED technical guidelines and standards
∎ Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation- particularly on the time-frame
∎ Administration and Operational Management of Project Implementation
∎ Finance:
∎ Forecast of tools and materials needed
∎ Contribute to the development of Procurement plans
∎ Confirm quality of material selection if and when applicable
∎ Ensure a proper management and use of the project assets and stocks
∎ Participate in the recruitment of technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc)
∎ Follow-up the work plans and day-to-day activities of the field staff
∎ Manage the project staff in cooperation with Project Manager
∎ Transparency:
∎ Ensure project records and documents (Flat files, beneficiary list, donation certificates, attendance sheets etc) are adequately prepared, compiled and filed according to ACTED procedures
∎ Ensure staff awareness of, and respect of, ACTED's code of conduct and FLATS procedures
∎ Ensure that each member of the project team is aware of security issues, policies, SOPs and they follow them accordingly
∎ In cooperation with the relevant Security Officer, monitor the local security situation and inform the Country Director or Area Coordinator and Country or Area Security Officer of developments through regular written reports;
∎ Ensure all labours are equipped with relevant PPE and risks for the community are mitigated
∎ Contribute to the updating of the security guidelines in the project area of intervention;
∎ External Relations:
∎ Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation
∎ Cultivate good relations with key humanitarian actors - local and international, including government authorities, particularly the Camp in Charge, and non-state actors, through regular attendance at technical meetings and bilateral meetings
∎ Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner
∎ Where relevant, liaise with donors and work closely with partners on project updates and other communication
∎ Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon - rather than replicate - the work of others
∎ Quality Control:
∎ Assess the activities undertaken and ensure efficient use of resources;
∎ Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of project activities
∎ Ensure lessons learned are documented, shared and reflected in project planning and decision making
∎ Advise on, and assist with, project reviews conducted by AMEU
∎ Ensure quality control, analysis of added-value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development
∎ Reporting:
∎ Provide regular and timely updates on progress and challenges to supervisors and other team members
∎ Draft (internal) narrative reports and contribute to the development of financial reports through regular budgetary follow up.
∎ Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided

Additional Requirements:
∎ Fluent in English and Bangla (spoken and written) - knowledge of Chittagong dialect is preferred.
∎ Minimum of 3 years working in a similar position- preferably within NGOs
∎ Previous experience in any of the following construction projects: slope stabilization, temporary bridges, pathways
∎ Previous experience in team management
∎ Experience with Autocad
∎ Excellent liaison and communication skills
∎ Experience in using MS Office (Excel, Word, PowerPoint) essential
∎ Should have knowledge on humanitarian principals and attitude to work in Refugee Camps
∎ Experience in previous implementation of CfW based construction projects is an added advantage
∎ At least 4 years proven construction and engineering experience;
∎ At least 2 years' experience in using AutoCAD, Microsoft Office (Excel, Power Point, Word);
∎ Prior evidence of managing staff; with excellent leadership skills including challenging, motivating and developing a team
∎ The ability to think methodically and to manage projects using strong problem-solving skills;
∎ Ability to work to deadlines and within budgets;
∎ The ability to take the initiative and work independently as well work as a team player - supporting other departments is essential
∎ Excellent interpersonal and communication skills;
∎ Flexibility and capacity of adaptation to a changing working environment;
∎ Willingness to live and work in a challenging environment with limited resources;

Salary:
∎ Salaries will be based on qualifications and experience with a range between 73,900-78,200 BDT per month.
