∎ Tdh has been present and active in Bangladesh since 1974 and focuses its work on child labour, health, child protection and humanitarian aid. We are currently working in Dhaka, Cox`s Bazar, Ukhia, Teknaf and Kurigram. All activities related to Rohingyas and host communities in Cox`s Bazar district are managed from Cox`s Bazar when those implemented in Kurigram and soon in Dhaka are managed from Dhaka.
∎ Tdh has been a key player in Kurigram during those past decades, notably on health and child protection but had to scale down in 2019 considerably its operations in this very district - some limited activities will continue to take place in 2020 in Kurigram.
∎ In parallel, Tdh is a member of a consortium led by the Institute of Development Studies (IDS) delivering a DFID-funded child labour programme in Bangladesh, Myanmar and Nepal: `Tackling the Drivers of Child Labour` (Clarissa). Clarissa is a highly innovative, child-centred and participatory programme. Programme design is based on principles of adaptive management, which are informed by ongoing processes of action research and iterative uptake of learning. The programme kicked off in September 2018 with a nine-month co-creation phase, which was used to inform the design of the programme`s implementation phase. The implementation phase, including set-up, started in July 2019 and is anticipated to run until 30 June 2023.

Job Responsibilities:
∎ Purpose of role: The purpose of this role is to lead on the operational delivery of cash transfers in slums in Dhaka city as part of the Social Protection Intervention of the CLARISSA consortium project in Bangladesh. S/he will be responsible for aspects of setting up and managing all operational areas connected to the cash delivery mechanism, including budget development, intervention monitoring and reporting, partners' coordination and external representation, security and protection, anti-fraud, logistics, and compliance with internal policies and procedures. The role is supervised by the CLARISSA Country Coordinator and involves strong collaboration with various sections within the Terre des hommes Delegation and with the Senior Social Protection Focal Point leading on Cash Plus activities. At the initial stage of planning and setting up the intervention, the role will have a strong functional link with the Terre des hommes Foundation Head Quarters supported expertise.
∎ Activities and tasks:
∎ Draft, negotiate, and establish agreements with the financial service provider and other intervention partners.
∎ Develop an implementation and delivery protocol and oversee beneficiary targeting, registration, and verification.
∎ Develop and conduct required cash transfer trainings of project staff.
∎ Setting up financial services for payment of cash transfers.
∎ Develop Standard Operating Procedures (SOPs) for the cash transfer intervention.
∎ Elaborate, oversee and update cash transfer intervention workplans.
∎ Put in place anti-fraud measures in intervention areas, including spot checks, external complaints mechanisms, whistle-blowing procedures, etc.
∎ Develop and oversee community public awareness and zero-tolerance for corruption sensitization campaigns in the intervention area.
∎ Set up community feedback and complaints/litigation mechanisms and process feedback and complaints.
∎ Supervise, monitor and report on progress/performance of cash transfer activities (including post distribution monitoring).
∎ Monitor and report on expenditures associated with the cash transfer intervention.
∎ Establish standardized data management, data sharing and data protection arrangements for the cash transfer intervention.
∎ Represent the consortium in cash transfer working groups/meetings, and towards relevant government departments.
∎ Provide technical inputs into Institute of Development Studies (IDS)/Brac Institute of Governance and Development (BIGD) evaluation activities.
∎ Establish and maintain a network of CTP strategic and operational partners.
∎ Coordinate activities (including monitoring) with the Terre des hommes Senior Social Protection Focal Point.
∎ Undertake any other duties that may be determined by the supervisor.
∎ Others:
∎ Accept new responsibilities as and when those are assigned by the line supervisor.

Additional Requirements:
∎ Operational experience in implementing cash transfer programmes (CTP), in particular in establishing and overseeing cash delivery mechanisms involving external financial service providers;
∎ Familiar with cash transfer systems and actors (including service providers) in Dhaka;
∎ Experience in using internal controls systems to support CTP delivery in the areas of financial management, logistics, and security and programme delivery;
∎ Experience in setting up community feedback and complaints mechanisms;
∎ Good knowledge of how-to set-up anti-fraud mechanisms for CTP interventions, including spot-checks, external complaints mechanisms, and whistle-blowing procedures;
∎ Understanding of field level representation with key stakeholders and co-ordination with other agencies;
∎ Demonstrable understanding of CTP M&E frameworks and systems and of beneficiary accountability approaches;
∎ Experience in developing CTP monitoring tools and monitoring and reporting on CTP interventions, including post distribution monitoring, and analyzing data;
∎ Experience in managing CTP budgets, including monitoring expenditure;
∎ Good experience in organizing technical trainings around CTP;
∎ Excellent planning and coordination skills;
∎ Politically and culturally sensitive with qualities of patience, tact and diplomacy;
∎ Fluency in Bangla and a high level of written and spoken English;
∎ Good teamworking and collaboration skills;
∎ Excellent skills in Microsoft office and programmes for data analysis;
