Responsibilities & Context:
∎ The Sector Manager -Protection and Education role aimed at supporting to develop strategy consistent with the BRCRP, the organization and the overall child protection and education plan; coordinates the implementation, monitoring and assessment of the projects carried out; writes donor reports and strengthens the child protection and education skills in internal teams and local stakeholders Sector Manager– Child Protection and Education needs to be specialized in; case management, children separated from their families, psychosocial support work, child labor, gender-based violence and apply INEE and humanitarian standards (including CPMS) to EiE programmer design, implementation and monitoring.
∎ S/he will work closely with CP & Education coordinators, Education Coordinators, CP & Education Officers, and Education Officer to provide relevant technical expertise and informed support to quality programming with particular emphasis on CP and Education mainstreaming in other sectors, CP case management, child friendly spaces, Early childhood development, basic literacy, Youth Programme and CP documentation based on evidence of impact and organizational learning.
∎ The Sector Manager– Child Protection and Education will support strategic positioning of the WVI CP and Education programming through provision of relevant, information, data and report for strategic external and internal networking and targeted resource mobilization and have vast knowledge and skills of coordinating the CP & Education programme in the field of crisis and CPHA context.
∎ Support DME to plan and conduct internal initial rapid assessment /represent WVI and contribute to interagency assessment processes.
∎ Design of CP & Education program based on needs assessment findings of secondary and/ or primary data) and analysis that reach out to the most vulnerable children and develop and implement detailed CP & Education plan·         Develop CP & Education procurement plan and provide technical support to POs(for) or develop CP & Education proposals, budget for donor submission.
∎ Technical guidance for mainstreaming and integration of CP & Education with other sectors and lead CP & Education programme in consortia.
∎ Provide technical support for CP & Education staff recruitment and partner selection, CP & Education supervision and capacity building through training and on job coaching.
∎ Support CP & Education staff recruitment /partner selection and build their capacity through training and on job coaching.
∎ Coordinate, represent WVI and contribute to the CP & Education response coordination system with UN agency or government and INGOs and regular collaboration with CHPA expert of WVI.
∎ Guide the overall response in managing CP information and CP & Education response according to internal and external minimum standards and use assessment and other general trend data and information about children for advocacy with donors and other decision makers according to child information management Interagency Minimum.
∎ Ensure that CP and Education Coordinators, Case management Coordinator and all CP & education Officer are providing proper leadership and management for their teams.
∎ Provide opportunities for capacity building to all the CiE & EiE team in consultation with the Human Resources Department to ensure proper technical, managerial and personal development.
∎ Ensure grant/donors regulations compliance and build the capacity of his/her team in ensuring that CPiE & EiE projects meet grant requirements including time frame, resource allocation, scope and risk management.
∎ Take lead in implementation of CPiE & EiE program interventions, manage and support the CPiE Program Implementation Team including Coaching with clear standards of accountability.
∎ Create and implement professional Development Plan for all direct reports.
∎ Ensure cross-sectoral approaches and their relevance in CPiE & EiE is taking place between Education team, Child protection, GBV and the respective World Vision Support Departments.
∎ Work with the Human Resources team on recruitment and orientation for new program team staff.
∎ Provide opportunities for technical capacity building to all CP and Education staff in consultation with the Advisor and Human Resources Department to ensure proper technical, managerial and personal development.
∎ Collaborate with Finance to review financial reports and maintain accurate spending reports and up-to-date budgets.
∎ Lead and evaluate education projects’ budgets, projects’ funding, expenditures and accomplishments of ministry objectives.
∎ Develop, Monitor and submit projects budgets, financial reports, cash flows, carry forwards, etc.
∎ Provide relevant information from CPSS coordination, project review and monitoring for new grant initiatives (new projects, new donors) in collaboration with the Program Team considering the global and national mandate.
∎ Implement lessons learnt exercises to adapt and improve response interventions based on feedback received by affected populations and the use of rigorous evaluation methods.
