∎ Overall purposes of the role:
∎ Under the direct supervision of the Human Resource Manager this role will manage the Safeguarding functions in DCA`s Cox`s Bazar Office ensuring the implementation of Safeguarding policy and standards. S/he will ensure that the Safeguarding and accountability systems across the DCA`s Rohingya Response Programmes are high quality, responsive to change needs and are effective across all functions and program themes/sectors. Working with the concerned managers of the Country Office, s/he will ensure risk assessment for each project, ensure safeguarding, DCA policies, Core Humanitarian Standards (CHS) and humanitarian principles awareness raising programmess among staffs, partners, volunteers, vendors and beneficiaries and will make sure that all Safeguarding and accountability concerns and incidents are reported to the management following the set protocol. S/he will monitor the Safeguarding risk mitigation process of individual projects, will participate in domestic investigations, and deliver quality reports.

Job Responsibilities:
∎ Application of Safeguarding Standard:
∎ Coordinate with the Country Office Management Team to monitor the overall implementation of the DanChurAid's Child Safeguarding, PSEA, anti-corruption and Anti-harassment policies in the Rohingya Response Programme.
∎ Liaise and coordinate with Country Director and other field office relevant staff members.
∎ Liaise and coordinate with HQ team to include Safeguarding and CHS aspects in every proposal.
∎ Ensure that the safeguarding and complaints mechanisms in terms of awareness building, reporting, prevention and responding are in place and are subject to continuous monitoring/review
∎ Ensure that a mapping of service providers for children and adults is completed in DCA's operational areas and local procedures are developed and kept up to date.
∎ Ensure Child and Adult Safeguarding concerns and complaints are reported effectively in line with the policy and procedure, acting as the focal point for the DCA's Rohingya Response Programme.
∎ Act as the DCA focal point for complaints, determine the sensitivity of each complaint and where appropriate, undertake investigations or report through DCA global complaints reporting mechanism
∎ Deliver on-going refresher training and inductions as appropriate for all the DCA staff, volunteers, partners and rights holders to ensure that everyone associated with DCA receives training within the standard timeline.
∎ Strengthen the capacity of HR to deliver Safeguarding, CHS, anti-corruption and PSEA in recruitment and HR practices.
∎ Ensure all visitors to the Response receive a context specific briefing on Child and Adult Safeguarding upon arrival and prior to any visit to programme areas.
∎ Follow the safeguarding and complaints reporting procedure in case any reportable incident takes place, encourage others to do so.
∎ Safe Programming:
∎ Develop and maintain an in-depth understanding of DCA programmes and approaches adopted to deliver support to beneficiaries.
∎ Work with the programme teams and support them identifying potential risks to children and adults in all the project activities bi-annually and ensuring appropriate mitigating measures and actions.
∎ Support programme teams in ensuring that a Safeguarding approach is mainstreamed through programme design, monitoring and evaluation.
∎ Coach and support Field Focal Points to improve Safeguarding practices.
∎ Ensure that the Complaints and feedback mechanism is properly designed and that all relevant stakeholders (staff, rights holders, partners, contractors etc) are aware of the mechanism and policies and know how they can report into it.
∎ Regular visits to programme sites to collect complaints and feedback and ensure visibility of mechanisms
∎ Ensure that all DCA materials (leaflets, brochures, posters etc) contain information on CFM and safeguarding policies.
∎ Mainstreaming Child and Adult Safeguarding with Partners:
∎ Together with the Partnerships Manager, develop a plan to mainstream Child & Adult Safeguarding standards with DCA partner organisations.
∎ Work closely with partner organisations to develop and implement PSEA and Child Safeguarding procedures, including mandatory training for the staffs and volunteers.
∎ Plan and deliver training programs for the partner staffs with a strong focus on emergency/ humanitarian response.
∎ Ensure that non-implementing partners/vendors, suppliers and service providers understand their Child and Adult Safeguarding obligations.
∎ Women Safeguarding and Management:
∎ Act as the Safeguarding Case Management focal point for DCA's Cox's Bazar Office.
∎ Prepare Incident reporting form and other documents that are needed to be uploaded in DCA SharePoint folder.
∎ Draft TOR/other relevant documents as assigned by the Country Director, provide information to the investigation team for conducting the investigation.
∎ Lead/be part of the investigation panel, guide investigation team during case investigation and ensure deliver quality reports.
∎ Assist Human Resources (HR) Manager with proper documentation for closing individual cases.
∎ Coordinate with all the sectors for conducting lessons learned, exercises and following up the actions/recommendations.
∎ Analyse on monthly, quarterly, half yearly and yearly cases (Which category the case is? which sector has which type of case? which area has which case?)
∎ Include case analysis recommendations and findings for future training.
∎ Capacity Building:
∎ Orient the Human Resources (HR) team and build their capacity to achieve individual and team goals.
∎ Deliver a suite of mandatory core training workshops as to enable staff with key responsibilities to undertake their roles and mainstream safeguarding functions and Core Humanitarian Standards
∎ Develop and provide training and support to teams delivering programmes across all sectors of the Rohingya Response Programme.
∎ Be the point person for DCA's Cox's Bazar Office and build their capacity on managing safeguarding incidents and concerns.
∎ Develop information materials highlighting appropriate PSEA messages for different audiences.

Additional Requirements:
∎ Relevant 2 Years' experience in safeguarding/compliance/legal/ HR unit and practical experience to work with communities or community development project add value.
∎ Good understanding and commitment on Safeguarding policies and practices.
∎ Facilitating skills to conduct training, workshop and dialogue with various stakeholder.
∎ Can support others in capacity building on safeguarding, including consultations with programme participants at grassroots level.
∎ Skills on writing, developing messages, communication materials on safeguarding for various stakeholder.
∎ Excellent communication skills both verbal and written to deliver messages effectively.
∎ Skilled in report writing, preparing power point presentation and any form of written communication.
∎ Professional skills:
∎ Strong financial analytical skills.
∎ Ability and willingness to work in a team
∎ Excellent capacity building skills for local NGOs/partners
∎ Key competencies:
