Job Context:
∎ Purpose of the Assignment is to support and work for LGED to develop the Project Readiness Assistance (PRA) to prepare an agreed project design and Feasibility Study, inclusive of the preparation of a sizeable number of infrastructure sub-projects for the 4th Urban Governance and Infrastructure Improvement (Sector) Project.
Job Responsibilities:
∎ The duties and responsibilities of the Resettlement Specialist will include, but not limited to the following:
∎ i) Work with group under Project Management;
∎ ii) Provide technical support for formulating project preparation including implementation of the ADB approved Resettlement Framework (RF), Indigenous People Planning Frame work (IPPF) and other social safeguards related guidelines for specific types of the sub-projects;
∎ iii) Co-ordinate all resettlement and indigenous people issues and ensure that all sub-projects comply with Involuntary Resettlement (IR) and Indigenous People (IP) safeguards requirements of GoB and ADB;
∎ iv) Assess government policies, experiences, institutions, and the legal framework for involuntary resettlement and indigenous peoples to address any gaps with ADB's safeguards policy;
∎ v) Assess capacity of the executing agencies and sample Pourashavas with regard to social safeguards and recommend measures for strengthening;
∎ vi) First prepare a resettlement framework and indigenous peoples framework, as applicable, for the project to facilitate agreement of key policy requirements with the government;
∎ vii) Prepare ADB's resettlement checklists for all subprojects that prepare feasibility studies to identify resettlement issues and ascertain the nature and degree of the project's impact on affected households; Then for subprojects involving resettlement and/or impacts on indigenous peoples. Draft resettlement plans and indigenous peoples plan, as appropriate, for sample subprojects during project design phase, and additional resettlement plans and indigenous people’s plans during project start-up phase. The above framework documents and plans may be combined respectively, if potential impacts on indigenous peoples are confined to impacts related to land acquisition and resettlement;
∎ viii) More specifically, prepare resettlement framework/plans as follows: (i) identify the people likely to be affected through a survey/census and asset inventory that identifies all types of loss; (ii) through consultation with people who will be affected, ascertain preferential relocation areas, compensation, and livelihood restoration; (iii) establish an entitlement cutoff date and estimate requirements for financial resources, comparing with resources made available within the country;
∎ (iv) provide options for relocating housing and other structures, including transfer to established new sites and options for livelihood restoration and mechanisms for addressing grievances; and
∎ (v) define institutional responsibilities for approving, implementing, managing, financing, and monitoring the framework/plans, implementation schedules, capacity building, cost estimates and financing plan, and plan for internal and external monitoring and evaluation;
∎ ix) Conduct consultations with project affected people at the draft stage and incorporate their views in the resettlement plans, and ensure that the government endorses all social safeguards due diligence documents.
∎ x) Assist in preparing draft RP(s) and preparing new Resettlement Plan (RP) as required in accordance with the RF and submit to ADB for approval prior to implementation;
∎ xi) Assist in preparing indigenous people planning (IPP) in the event IP issues are identified in any project towns in accordance with the approved IPPF and submit to ADB for approval prior to implementation;
∎ xii) Prepare terms of reference for engagement of NGOs to assist implementation of RPs and assist in the process of recruitment of such NGOs;
∎ xiii) Assist in all activities related to preparation, screening and finalization of resettlement plan (RP) and indigenous people plan (IPP) including budget allocation, approval and internal monitoring, etc.;
∎ xiv) Assist in monitoring, coordinate and provide technical guidance to regional resettlement/social safeguards specialists;
∎ xv) Support and facilitate the implementation of project grievance redress mechanism and safeguards related corrective action for policy compliance;
∎ xvi) He will contribute significantly in survey, selection of sub-projects, preparation of design, drawing & engineers estimate, BoQ, environmental and social safeguards reports, preparation of SPARs and tender documents etc.;
∎ xvii) Perform in a strictly time bound manner in total adherence to the qualitative and quantitative requirements of the project vis a vis consulting assignment and ought to remain cautious so as to ensure that there is no unjustified time or cost over-run.
∎ Perform any other relevant duties as may be required by the management.
Additional Requirements:
∎ Minimum 10 years of direct involvement in social safeguards, including involuntary resettlement and indigenous peoples related to implementation of development projects.
∎ He/she must have familiarity with the preparing and implementing in voluntary land acquisition and resettlement plans as well as on indigenous people issues in Bangladesh for development projects funded by international organizations. He/she is also required to have a close familiarity with the GoB’s land acquisition rules and regulations and ADB’s Safeguard Policy Statement (SPS) (2009) on involuntary resettlement and indigenous peoples.
∎ Experience in working with international organizations/agencies and LGED is highly preferred
Salary:
∎ Practical Action will pay a consolidated amount for the whole contract, including VAT, Tax to Individual Consultant(s) and associated field travel including food, accommodation, per diem and consultation meetings and workshops. The consulting Firm(s)/ Individual Consultant(s) will be paid 5% of the agreed amount upon signing contract and remaining 90% over 18 instalments through period upon completion of deliverables and rest 5% upon completion of the assignment / or as stated by the donor.
