Educational Requirements:
∎ Bachelor in Physiotherapy or Occupational Therapy. A Master's degree in Rehabilitation Science, Public Health, Disability Management will be an added advantage.

Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, build capacities of local stakeholders, and reduce the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staffs: Around 292 National staffs and 08 international staffs
∎ The Rehabilitation Technical Specialist contributes within the country to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of sound management and successful functioning of the global organization, through paradigm changes.
∎ Job Location: Cox’s Bazar for an initial period of 5 months, after that position might be based in Dhaka with 60% - 70% travel to different project locations/ field bases.
∎ Line Manager: Technical Unit Manager
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: As early as possible to 30th June 2022 with the possibility of extension.

Job Responsibilities:
∎ Objective-1: Expertise
∎ Contributes to the country strategies in line with the global strategies
∎ Provides sectorial technical inputs to the STRATOPs of the Programmes under his/her scope and in his sectorial scope, in line with the global STRATECH and ensures relevant follow up.
∎ Ensure technical support to projects in line with the global technical frameworks and standards on his sectorial scope.
∎ Provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards, and mandatory transversal approaches.
∎ Ensure adequate support to multi-sector responses within projects, in line with the other Specialists.
∎ Ensure a local sectorial watch, best practice capture on his sectorial scope.
∎ Contribute to recruitment and briefing when relevant.
∎ Ensure technical learning from projects.
∎ Contribute to projects’ capitalization and ensure technical learning from projects in his sectorial scope.
∎ Ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under his scope.
∎ Ensure regular technical quality control of projects and programmes and issue warnings and recommendations.
∎ Monitor the implementation of audit recommendations, if applicable, in his sectorial scope.
∎ Ensure compliance of the technical proposition with nexus stakes.
∎ Contributes to the development of research and innovation projects in the region when relevant, in his sectorial scope.
∎ Suggest and steer technical innovation projects.
∎ Identify the priorities of Research and Studies and steer R&S.
∎ Contribute to the Technical Divisions professional channel animation.
∎ Contribute to the global animation of the professional channels under his sectorial scope coming from the Technical Divisions (community of practice…).
∎ Animate a local talent pool in his sectorial scope (carry out technical interviews of candidates and produce recommendations, identify the needs regarding training).
∎ Objective-2: Influence
∎ Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope.
∎ Represent the technical expertise of HI throughout the local relevant networks.
∎ Contribute to advocacy on specific themes in line with the global advocacy priorities.
∎ Contribute to communication messages locally in line with the global communication priorities.
∎ Objective-3: Business Development
∎ Ensure the development of major opportunities or new projects in the region under his sectorial scope.
∎ Contributes to the context analysis in his sectorial scope.
∎ Contributes to the design and writing of new projects in the region and when asked in other countries within the Geographic Division.
∎ Identify & transform major opportunities in the region under his scope.
∎ Contributes to the conception of major projects (multiple countries, one theme) or of new projects in the region.
∎ Identify & develop local partnerships and/or consortium with NGOs, Institutions, and Companies on technical priorities or important topics in the region under his sectorial scope.

Additional Requirements:
∎ Age at least 30 years
∎ KNOWLEDGE:
∎ At least 5 years of experience in providing technical support to programmes in the field of Rehabilitation in a humanitarian context in a Senior Position.
∎ Strong experience in emergency response: acute injury management, setting-up. rehabilitation point in the refugee camp, prescription, and provision of assistive devices, etc.
∎ At least 3-4 years of experience as a rehabilitation professional (OT, PT) in providing technical support to programme, including the capacity to design and facilitate training and on-the-job coaching.
∎ The different schools of thought and explanatory models of disability and the application of certain tools.
∎ International human rights frameworks.
∎ Frameworks and mechanisms of international development cooperation and humanitarian assistance.
∎ Strategies for fighting exclusion and discrimination.
∎ The technical issues concerning his/her service sector, and the stakeholders and professionals in his/her service sector.
∎ Full knowledge of at least one profession in his/her sector.
∎ KNOW HOW:
∎ Producing written and oral institutional communication in English, producing clear, concise, and responsible communication suited to the interlocutor (adult or child); adapting communication and messages to an intercultural environment, and remotely.
∎ Negotiating and managing problems and conflicts.
