B.Sc. in Civil, Mechanical, or Electrical Engineering from a reputable university.
MBA in Supply Chain / Finance or professional certifications (CIPS, CSCP, PMP).
Experience Requirements:
Minimum 8 to 12 years of experience in heavy industrial procurement and construction contracting.
Minimum 5+ years of direct experience in Cement Industry expansion projects, EuroSilo / Silo construction, Vertical Roller Mill (VRM) installation, or large-scale EPC heavy industrial power/process plant projects.
Functional Skills:
EPC/EPCM Contracting: High expertise in FIDIC/custom EPC contracts, split-contract structures, liquidated damage terms, and warranty/guarantee drafting.
Cement Plant Technical Sourcing: Familiarity with VRM, Coal Mills, Silo Extraction & Aeration, Bulk/Barge Loaders, Packing Plants, and 132/33KV Sub-stations.
Civil & Structural Procurement: Deep knowledge of steel grades, cement/aggregate sourcing, BOQ analysis, shuttering/piling works, and rate benchmarking in Bangladesh.
Financial & Import Expertise: L/C structuring, HS code classification, C&F oversight, 1% duty benefit compliance, and Incoterms (CFR/CIF/DDP).
Systems: ERP proficiency (SAP / Oracle / iBOS), MS Project / Primavera P6, and Advanced Excel.
1. EPC & Package Contract Management: Lead techno-commercial negotiations and drafting for lump-sum EPC, EPCM, and split-contract packages (Supply, Erection, Civil & Fabrication) for the VRM-3 plant.
2. Cement Silo & Heavy Mechanical Package Sourcing: Execute high-value procurement for EuroSilo / Clinker
Silo extraction systems (USD 20.4M/BDT 251.8 Cr package), Silo aeration/lifting equipment, Packing Plant (USD 4.7M), Auto Truck Loaders, and Barge Loaders (USD 1.67M).
3. Civil Works & Construction Contracting: Direct procurement of civil construction packages, ground
improvement, foundation piling, and structural steel fabrication for the VRM-3 grinding station, sheds, and utility buildings.
4. Power & Utility Infrastructure Procurement: Sourcing, tendering, and contracting for the 132/33KV Electrical
Sub-Station, high/low voltage power cabling, earthing/lightning systems, and compressed air/cooling systems.
5. Capex Cost Control & TCO Optimization: Enforce strict Total Cost of Ownership (TCO) evaluation—incorporating import duties, ocean freight/inland transport, performance guarantees, energy efficiency, and lifecycle spare pricing.
6. Import, Foreign Sourcing & L/C Management: Partner with Foreign Procurement & Treasury teams to structure overseas L/Cs, Bank Guarantees (ABG/PBG), LC terms, delivery milestones (Incoterms 2020), and
customs clearance to prevent demurrage/port detention.
7. Subcontractor & Vendor Governance: Prequalify, evaluate, and manage civil contractors, mechanical
erection/fabrication vendors, and electrical contractors; enforce running-bill audits, retention money, and defect
liability periods (DLP).
8. Delay & Risk Mitigation: Implement milestone-linked payment schedules, advance bank guarantees,
liquidated damages (LD) clauses, and performance bonds to protect project timelines and budget targets.
9. Cross-Functional Alignment: Interface with Project Directors, Civil/Mechanical Engineering Consultants, Plant Technical Teams, Finance, and Legal to align Technical Specifications and BOQ requirements.
