Job Context:
∎ Under the direction of the Operations Coordinator, the CASH-FOR-WORKS (CFW) project officer will be responsible for the timely and qualitative implementation of the CASH-FOR-WORKS (CFW) activities for Cox`s Bazar District according to the approved project approach funded by BPRM and in compliance with HI (and donors) procurement rules.
∎ He/She will ensure detailed planning, implementation and follow up of CFW activities, including beneficiary selection, technical assessment of accessibility works; planning of materials delivery on sites, organization of workers rotations, workers supervision and payment schedule of beneficiaries. S/he will be liaise with the Fields Coordinators as well as the rehabilitation and the Mobile Units project Managers working under the same grant. S/he will directly manage the CFW Log/Finance assistant also based in Ukhyia.

Job Responsibilities:
∎ Project planning and implementation
∎ In close collaboration with the Accessibility Advisor (Technical Unit team) participates in the sites selection, and technical assessment.
∎ Under the supervision of the line manager, select the locations, the number and the type of accessibility works to be constructed or rehabilitated through CFW activities, based on beneficiaries' needs and project constraints (accessibility of the sites, rains, short timeframe etc.) to ensure that all selected works will be timely completed by the end of the project.
∎ Develop detailed implementation activities plan including sites location, duration of works, materials delivery and team organization and keep it up-to-date throughout the project period.
∎ Participates in the CFW beneficiaries selection (skilled and unskilled workers) in close collaboration with the MU Project Manager based on vulnerability and gender-based criteria.
∎ In collaboration with the Accessibility Advisor, organize and facilitate a team leaders (skilled workers) training before the start of the works to ensure they are aware and understand well their roles and responsibilities
∎ Ensure that the works conducted through CFW meet the minimum engineering standards through sites supervision/visit and team coaching on site. Flag any major construction issue with the Accessibility Advisor so the detected flaw can be rectified and the works amended before the end of the project.
∎ Finance and budget management
∎ Prepares Purchase and Service Request (PSR) based on budget availability and technical information provided by the Accessibility advisor for the purchase of training materials, tool kits and construction materials necessary for the works to be carried out.
∎ Prepares planning of beneficiaries payments (fields' payment) based on an agreed payment schedule/frequency and share it with the HI finance department.
∎ Prepares payment of CFW beneficiaries through the verification of the Commitment of Authorization and the supporting documentation (beneficiaries attendance sheets, approved list of selected beneficiaries etc.) prepared by the CFW Log/Fin assistant before submission to the line manager for approval.
∎ Liaises with the HI finance team to facilitate the field payments once the documents are approved and processed.
∎ If requested by the line manager, participates in BFU meetings for appropriate budget monitoring
∎ Communication, Reporting and Accountability
∎ Liaises with the Field Coordinator and the two other project managers working under the same grant (rehab and MU PMs) to ensure a smooth flow of information amongst the different components of the grant.
∎ Participate in weekly internal coordination meeting.
∎ Ensure a good communication with the project's direct beneficiaries, community leaders and relevant external actors.
∎ Updates the line manager on a weekly basis on the project progress against activities plan and reports any challenges faced in the project implementation
∎ Organize weekly planning and objectives of the CFW log/Fin assistant and closely supervise him/her on a daily basis.
∎ Participates in the preparation of any internal and donor report by providing timely and relevant project inputs to the grants officer based on agreed reporting schedule
∎ Ensure relevant project documentation (such as activity plans, approved list of beneficiaries, CFW workers agreements, attendance list, donation certificates etc.) is properly recorded and archived.
∎ Provide proper orientation and follow up to the team and the volunteers on protection issues in direct link with the technical unit, how to engage with beneficiaries, especially with children, adolescent and women, in line with HI and donor PSEA, child protection and other relevant policies
∎ Immediately report to the line manager or other relevant HI staff any suspicion of breach of the PSEA and child protection policy within the CFW activities
∎ Support any other duties requested by the line manager.

∎ Desirable
∎ Previous experience with an INGO is a strong asset
∎ Experience in the design/construction/rehabilitation of accessibility works is an asset

∎ Experience in humanitarian context, preferably in the field of construction, civil engineering and/or cash-for-work is preferable;
∎ Knowledge of disability and development issues in Bangladesh;
∎ Communication skills in both verbal and written Bangla is necessary
∎ Desirable
∎ Strong team work approach
∎ Strong planning and organisation skills
∎ Communication skills in both verbal and written English is preferable;
∎ Knowledge of Chittagonian and / or Rohingya languages a strong asset
∎ Sensitized on issues related child protection, protection of gender based violence etc.;
