Job Context:
∎ The Project for Strengthening Health Care Systems for Preventing Non-Communicable Diseases, implemented by the Ministry of Health and Family Welfare and supported by JICA, is aimed at improving quality of essential NCD prevention and care services in rural and urban areas in Bangladesh.
∎ Workplace: Dhaka (with visit to Comilla, Cox`s Bazar and Narsingdi as part of business trip)
Job Responsibilities:
∎ The Contractor shall perform services as a technical consultant with the purpose of quality improvement and urban community health for Output 2 and Output 4 of the Project Design Matrix, and shall also provide services as a project leader.
∎ Output 2: The quality improvement committees (QICs) and the work improvement teams (WITs) in District Hospitals (DHs) and Upazila Health Complexes (UzHCs) are strengthened and/or revitalized for the improvement of NCDs clinical services.
∎ Activities planned under Output 2 are:
∎ To investigate DHs and UzHCs on the establishment and performances of Quality Improvement Committees (QICs) and analyse issues in the quality management mechanism of hospital services by QICs and Work Improvement Teams (WITs).
∎ To develop intervention plan(s) (e.g., the revision of monitoring implementation procedures by streamlining its operations, the provision of training, etc.) based on the analysis results in the Activity 2-1 to strengthen and/or revitalise the QICs/WITs function, under the initiative of the National Quality Improvement Technical Committee (N-QITC) of the DGHS.
∎ To nurture trainers on strengthening and/or revitalising hospital QICs/WITs functions by providing District Quality Improvement Committees (D-QIC) and Upazila Quality Improvement Committees (Uz-QIC) with Training of Trainers (TOT).
∎ To provide hospital QICs/WITs with technical assistances for strengthening and/or revitalising hospital QIC as well as for preparing action plans of the improvement of NCDs clinical services by the trainers.
∎ To evaluate the effectiveness and challenges of the intervention (especially for the streamlining of monitoring operation) by the N-QITC, on the basis of the analysis results of monitoring of QIC/WIT activities of health facilities under the jurisdiction by the trainers of D-QIC and Uz-QIC.
∎ To share and examine the analysis results of the interventions for strengthening and/or revitalising QIC/WIT function in the Management Team regularly, and if needed, to reflect the results in the revision of NCDs Management Model

∎ Output 4: An implementation framework of NCDs prevention and control measures in urban communities is validated.
∎ Activities planned under Output 4 are:
∎ To conduct a survey on the Government Outdoor Dispensaries (GODs) in Dhaka City concerning the status of their activities and challenges for the improvement of community health.
∎ To investigate and analyze the types and functions of existing resident organizations, problems concerning urban residents' knowledge of NCDs, prevention activities, etc. in the communities under the jurisdiction of or surrounding each GOD.
∎ To propose a draft conceptual framework for the implementation of NCDs prevention and control in urban communities, under the initiative of the Upazila Health Complex (UzHC) Operational Plan (OP) of the Ministry of Health and Family Welfare (MoH&FW).
∎ The pilot implementation of the proposed implementation / conceptual framework and the expected achievements (deliverables) by this initiative will be discussed among the parties involved and proposed within one (1) year following the commencement of the Project.

∎ The consultant has responsibilities:
∎ Coordinate all project activities with relevant counterparts and related officials of the project target area.
∎ Facilitate communication and build successful relationships between Japanese experts of the project, counterparts, development partners, other stakeholders, and other project staff.
∎ Support for the preparation of the project document and preparation for the Joint Coordination Committee Meeting and other related project meetings.
∎ Preparation and providing the presentation.
∎ Support and assist with the meetings and conferences related to the Project activities.
∎ Participating in the meetings and conferences related to project activities including activities of Output 2 and Output 4
∎ Reporting the result of the meetings and conferences
∎ Formulate suggestions and recommendations to guide necessary actions to be taken for enhancing Project activities including the activities of Output 2 and Output 4
∎ Provide technical assistance to DGHS to implement their Operational Plans, and other organizations such as development partners, NGOs, etc.
∎ Conduct field visits for the monitoring and supervision of project activities.
∎ Provide technical assistance and coordination with related counterparts to develop advocacy/social mobilization tools.
∎ Support for collection of the data for PDM indicators and any necessary information.
∎ Support for management of area project office and activities of area managers
∎ Promote the smooth implementation of the project by providing technical assistance based on the professional practices and on-site experiences of Output 2 and Output 4.
∎ Report situations on time Project Director and JICA experts.
∎ Conduct other necessary activities related to Output 2 and Output 4.
