Job Context:
∎ The Project for Strengthening Health Care Systems for Preventing Non-Communicable Diseases, implemented by the Ministry of Health and Family Welfare and supported by JICA, is aimed at improving quality of essential NCD prevention and care services in rural and urban areas in Bangladesh.
∎ Workplace Dhaka (with visit to Comilla, Cox`s Bazar and Narsingdi as part of business trip).

Job Responsibilities:
∎ The Consultant shall perform services for the following purposes as a technical consultant on community health for Output 3 of the Project Design Matrix.
∎ Output 3: The functions of the "Core Team" at the district and Upazila level are strengthened and/or revitalized to promote community clinics-based awareness-raising activities for the prevention of NCDs.
∎ Activities planned under Output 3 are:
∎ To investigate and analyses the status of operation and management of CCs by community groups (CGS), provision of services by CCs, and current status and challenges of activities of community support groups (CSGs) in their activities such as encouraging community residents to receive medical examinations at CCs, raising awareness about NCDs prevention, etc. in the target sites of the Project.
∎ To investigate and analyses the current status and challenges of monitoring and supervision by District Core Teams (DCTs) to Upazila Core Teams (UCTs) as well as monitoring and support by the UCTs for CC-based basic health services (especially NCDs prevention and control measures) in the target sites of the Project.
∎ To re-examine and revise the Conceptual Framework of the Core Team Strategy (particularly, internalization of external facilitation for Core Teams and consequent streamlining of monitoring procedures) under the initiative of CBHC division for strengthening and/or revitalizing DCTs and UCTs on the basis of the analysis results of the Activity 3-1 and 3-2.
∎ To nurture trainers for strengthening and/or revitalizing UCTs functions by providing DCTs with TOT.
∎ To support training for UCTs by the trainers of DCTs in each target districts.
∎ To make up an Operational Guidelines of the Core Team Strategy under the initiative of the CBHC division on the basis of the results of monitoring and evaluation of performances of DCTs and UCTs.
∎ To share and examine the evaluation results of the revised Conceptual Framework of the Core Team Strategy in the Management Team regularly, and if needed, to reflect the results in the revision of NCDs Management Model.
∎ To support the UCTs, under the initiative of DCTs, in managing the operation of CCs by CGs as well as in planning and implementing training related to NCDs prevention and control in their communities (e.g., nutrition, referral/counter referral, etc.) by CSG, on the basis of the analysis results of the Activity 3-1 and the monitoring of CC (CGS and CSGs).
∎ The consultant has responsibilities:
∎ Coordinate Output 3 related activities with relevant counterparts and related officials of project target area (to be settle before beginning of 2024).
∎ Facilitate communication and build successful relationships between experts of the Project, counterparts, development partners, other stakeholders, and other project staff for the management of Output 3.
∎ Promote smooth implementation of the Project by providing technical assistance based on the professional practices and on-site experiences of Output 3.
∎ Report situations on time to Project Director, CBHC officials, and JICA experts.
∎ Support for preparation of the project document anvd preparation for the Joint Coordination Committee Meeting.
∎ Assist for the meetings and conferences related to Project activities.
∎ Provide technical assistance to DGHS and CBHC and Community Clinic Health support Trust (CCHST) office to implement their Operational Plan (in particular, related to Community Health management/implementation), and other organizations (such as donors, NGOs, etc.)
∎ Conduct field visits for the monitoring and supervision of project activities in the community.
∎ Provide technical assistance and coordination with related counterparts to develop advocacy/social mobilization tools.
∎ Conduct other necessary activities related Output 3.
∎ Monthly activity report.
∎ Event report (meeting records, workshop/seminar/training report, etc.)
∎ Another deliverable requested by the project.

Additional Requirements:
∎ At least 4 year(s) for health-related project
∎ Experiences in working in working on Community Health
∎ Experiences in working with Ministries and government officials
∎ Excellent communication, rapport building, and team player
∎ Good verbal and written communication skills in English and Bangla.
∎ Computer skills (MS Ward, MS Excel, PowerPoint, SPSS, Bangla typing, etc.)
