Responsibilities & Context:
  • End-to-End Delivery: Provide strategic direction and oversight for the entire lifecycle of solar PV projects (Utility-scale IPP and large cluster rooftop) from feasibility, design, and procurement to construction and commissioning.

  • EPC & Vendor Management: Lead the selection, negotiation, and management of international and local Engineering, Procurement, and Construction (EPC) contractors. Ensure strict adherence to contractual terms, timelines, and quality benchmarks.

  • Risk Mitigation: Identify and mitigate critical project risks specific to Bangladesh, including hydrological risks (flooding/monsoon), supply chain disruptions, and local site-level challenges.

2. Regulatory Affairs & Stakeholder Relations

  • Government Liaison: Serve as the primary high-level interface with government entities, including the Ministry of Power, Energy and Mineral Resources (MPEMR), BPDB, SREDA, PGCB, and BREB.

  • Permitting & Agreements: Drive and expedite the signing of crucial project agreements, including Power Purchase Agreements (PPA), Implementation Agreements (IA), Land Lease Agreements, and Generation Licenses.

  • Environmental Compliance: Ensure all projects strictly comply with the Department of Environment (DoE) regulations and international ESG benchmarks (e.g., IFC Performance Standards).

3. Land Acquisition & Grid Interconnection

  • Land Management: Oversee the complex process of securing contiguous, non-arable land parcels, managing fragmented ownership, and navigating local zoning laws.

  • Grid Evacuation: Lead the technical and administrative processes for Grid Impact Studies, transmission line routing, substation integration, and Right-of-Way (RoW) negotiations with PGCB and local communities.

4. Financial & Commercial Management

  • Financial Closure: Partner with corporate finance teams to facilitate project financing and due diligence with international lenders (e.g., ADB, IFC, IDCOL, JICA) and local syndicates.

  • P&L and Procurement: Maintain ultimate accountability for project budgets (CAPEX/OPEX). Optimize procurement strategies for key components (Tier-1 modules, inverters, trackers) to maximize Project IRR.
