Experience:
MS (Agri) from a recognized public university. MS in Agriculture extension and rural development/ horticulture/ agronomy/Soil Science will be preferred
Minimum 8 years of professional experience in development sector, including at least 3 years in project management or a similar coordination role, preferably with a national or international development organization.
Sound knowledge and practical experience in project cycle management, including planning, implementation, monitoring, reporting and coordination.
Working experience in Agriculture and value chain projects in different agro-ecological zone specially in coastal area
Strong planning, analytical, organizational, problem-solving and decision-making and negotiation skills
Ability to establish and maintain effective working relationships with colleagues, partners, government authorities and other stakeholders.
Excellent written and verbal communication skills in English.
Proficiency in common IT applications, including MS Word, MS PowerPoint, internet browsing and email communication.
Young Power in Social Action (YPSA) <www.ypsa.org> is an organization for sustainable development, working in the greater Chattogram division including Hill Tracts (CHT) since 1985 (International Youth Year). YPSA is going to implement a project titled “SheFarms” at Chakaria and Mathamuhuri in Cox’s Bazar. The project will be implemented with fund from the Federal German Ministry of Economic Cooperation and Development (BMZ) and technical support from Plan International Bangladesh.

Job Description/Responsibilities:
General Responsibilities
1. Provide overall leadership and coordination for the SheFarms Project across five target unions of Chakaria and Mathamuhuri Sub-district, ensuring achievement of project objectives in line with the approved proposal, work plan and budget.
2. Lead project cycle management, coordination, problem-solving, quality assurance and adaptive management in compliance with YPSA, donor and government requirements.
3. Maintain effective coordination with Plan International Bangladesh, Department of Agricultural Extension (DAE), Union Parishads, the Multi-Stakeholder Coordination Committee (MSCC), government agencies, NGOs and other relevant stakeholders.
4. Represent YPSA in relevant coordination meetings, workshops and forums and ensure effective implementation of project partnership agreements.
5. Ensure effective internal communication, teamwork and coordination among project staff.
B. Core Project Execution
6. Lead timely, effective and quality implementation of all project activities in accordance with the approved proposal, work plan, budget and implementation guidelines.
7. Develop and update project implementation and activity plans and facilitate project training, meetings, workshops, advocacy and capacity-building activities.
8. Coordinate the work of technical, field, MEAL and Finance & Admin staff to ensure effective project delivery.
9. Provide managerial guidance and facilitate timely resolution of implementation challenges.
10. Maintain approximately 70% field presence for activity monitoring, supportive supervision, stakeholder engagement and quality assurance.
11. Facilitate documentation of project achievements, good practices, lessons learned and success stories.
C. Human Resources
12. Supervise project staff, assign responsibilities and monitor performance in accordance with approved JDs and delegated authority.
13. Provide regular guidance, feedback and supportive supervision and facilitate performance reviews and performance improvement.
14. Identify staff capacity-building needs and facilitate training, coaching, orientation and on-the-job learning.
15. Promote a positive, respectful and collaborative working environment, teamwork, accountability, inclusion, and problem-solving culture within project implementation teams.
D. Coordination, Partnership, and Stakeholder Engagement
16. Establish and maintain strong coordination with local government institutions, technical departments, community leaders, and private-sector actors.
17. Coordinate closely with Department of Agricultural Extension (DAE), BADC, Bangladesh Agriculture Research Institute (BARI), Bangladesh Rice research Institute (BRRI), Bangladesh Meteorological Department (BMD), Department of Youth Development (DYD), and Union Parishads.
18. Facilitate coordination with community groups, producer groups, women’s groups, Market management committees.
19. Lead organization of coordination meetings, stakeholder consultations, community dialogues, campaigns, learning events, and market linkage activities.
20. Represent the project in local-level meetings, workshops, technical discussions, and coordination platforms.
21. Strengthen collaboration between communities, local institutions, and market actors to support sustainability and local ownership of interventions.
E. Monitoring, Reporting, Learning and Documentation
22. Monitor project progress against objectives, indicators, targets, work plans and timelines and initiate corrective actions as required.
23. Lead periodic project progress reviews and coordinate with the MEAL Officer for data collection, analysis, learning and management decision-making.
24. Participate in baseline, mid-term, progress measurement, final evaluation and other relevant studies.
25. Prepare and/or consolidate timely, accurate and quality monthly, quarterly, annual and donor reports and event/activity reports.
26. Ensure systematic documentation and maintenance of project records, achievements, lessons learned, case/success stories and other supporting documents.
F. Financial Management
27. Ensure project funds are utilized efficiently and in accordance with the approved budget, work plan, YPSA policies and donor requirements.
28. Review project expenditure, procurement requests and supporting documents in coordination with Finance & Admin and in accordance with the approved Delegation of Authority (DoA) outlined in the YPSA Financial Policy and Procedure Manual, and YPSA Procurement Policy.
29. Monitor budget utilization, identify significant variances and facilitate timely corrective action.
30. Provide programmatic inputs to budget preparation and revisions and coordinate with Finance & Admin Officer on financial reporting and budget management.
31. Oversee project inventory and assets in accordance with YPSA policies and procedures.
G. Safeguarding, Compliance and Partnership Management
32. Ensure compliance with YPSA, Plan International Bangladesh and relevant government policies, contractual requirements and applicable standards.
33. Ensure adherence to safeguarding, PSEA, protection and other relevant standards throughout project implementation.
34. Monitor implementation of the DAE MoU and other project-related partnership agreements accorded between YPSA and the respective agencies relevant to this project interventions.
35. Ensure timely reporting and escalation of safeguarding concerns, incidents, compliance issues and significant project risks through appropriate channels.
H. Other Responsibilities
36. Participate in relevant project meetings, consultations, workshops, studies, assessments, audits and monitoring visits.
37. Provide required project information, presentations, briefings and documentation to YPSA, Plan International Bangladesh, government authorities and other authorized stakeholders.
