  • At least 4 years of professional experience in accounting and administrative functions, preferably with a reputed national or international NGO.

  • Sound knowledge and practical skills in accounting, procurement, inventory management, VAT/Tax compliance and financial reporting.

  • Adequate knowledge of and practical experience with accounting software.

  • Proficiency in common IT applications, including MS Word, MS PowerPoint, internet browsing and email communication.

  • Excellent interpersonal and communication skills, with the ability to establish and maintain effective working relationships with colleagues, partners and other stakeholders.

  • Ability to prioritize tasks, work under pressure, meet deadlines and manage multiple tasks effectively.



Responsibilities & Context:

Young Power in Social Action (YPSA) <www.ypsa.org> is an organization for sustainable development, working in the greater Chattogram division including Hill Tracts (CHT) since 1985 (International Youth Year). YPSA is going to implement a project titled “SheFarms” at Chakaria and Mathamuhuri in Cox’s Bazar. The project will be implemented with fund from the Federal German Ministry of Economic Cooperation and Development (BMZ) and technical support from Plan International Bangladesh.

Job Description/Responsibilities:

A. General Responsibilities:

1. Provide financial and administrative support to the Project Coordinator to ensure effective, efficient and compliant implementation of the SheFarms project.

2. Ensure that project financial and administrative activities are carried out in accordance with the approved budget, YPSA policies and procedures, Plan International Bangladesh and BMZ requirements and applicable rules and regulations of Govt.

3. Coordinate with the Project Coordinator, Finance Manager, Project Focal, HR/Admin and other relevant units to ensure timely financial and administrative support to project implementation.

4. Ensure proper documentation, filing, confidentiality and safe custody of financial and administrative records.

5. Provide orientation to the project team on documentation and procedures of expenditures.

B. Core Project Execution

5. Provide timely financial and administrative support for project activities, including meetings, trainings, workshops, events and other field-level activities.

6. Review financial requirements of project activities and ensure that necessary arrangements are made within the approved budget and applicable procedures.

7. Provide financial and administrative advice to the Project Coordinator and project team to facilitate smooth implementation of planned activities.

8. Support the project team in ensuring value for money and efficient utilization of project resources.

C. HR and Administrative Responsibilities

9. Maintain project staff personnel files and ensure their proper security, confidentiality and updating.

10. Maintain and consolidate staff leave records and provide relevant information for payroll and administrative purposes.

11. Provide administrative support during recruitment, onboarding and orientation of project staff in accordance with YPSA policies and procedures.

12. Prepare or facilitate payroll-related documents, including salary sheets and other required supporting documents, in coordination with the relevant Finance and HR/Admin personnel.

13. Provide necessary administrative and logistical support to project staff and facilitate timely resolution of routine administrative matters.

D. Monitoring, Documentation and Reporting

14. Monitor project expenditures against approved budget lines and provide regular updates to the Project Coordinator and Finance Manager on budget utilization and potential variances.

15. Maintain accurate and up-to-date financial records, ledgers and supporting documentation for all project transactions.

16. Prepare monthly, quarterly, six-monthly, annual and other financial reports in accordance with the project reporting calendar and organizational/donor requirements.

17. Prepare monthly bank reconciliation statements and ensure that discrepancies, if any, are identified and resolved promptly.

18. Ensure that all financial transactions are properly supported by relevant documents and appropriately recorded and authorized.

19. Support financial monitoring, audits, donor reviews and other compliance processes by providing required documents and information.

E. Financial Management and Control

20. Ensure that project expenditures are incurred in accordance with the approved budget and operational plan and that expenditure does not exceed approved allocations without proper authorization.

21. Review and process payment documents, including petty cash requisitions, cheques, vouchers and other financial documents, in accordance with YPSA's financial policies, procedures and Delegation of Authority (DOA) outlined in the YPSA Financial Policy and Procedure Manual, and YPSA Procurement Policy.

22. Prepare and post appropriate accounting entries, including debit, credit, transfer and journal vouchers, with complete supporting documentation and required authorization.

23. Maintain proper custody and control of project cash, cheque books and financial records in accordance with established financial control procedures.

24. Ensure timely processing and payment of applicable Tax and VAT related to project transactions, as required.

25. Monitor budget utilization and advise the Project Coordinator and Finance Manager on significant variances, emerging financial risks or required budget adjustments.

26. Support the preparation and revision of project budgets by providing accurate financial information and inputs.

F. Procurement, Inventory and Asset Management

27. Review procurement requests and supporting documents to ensure compliance with the approved budget and YPSA procurement policies and procedures.

28. Ensure that required quotations, comparative statements, purchase/work orders, purchase committee documentation and other procurement records are properly prepared and maintained, as applicable.

29. Ensure that procured stock items are properly documented and recorded in the relevant stock/inventory registers.

30. Maintain and update the project fixed asset register and coordinate periodic physical verification of assets in accordance with YPSA procedures.

31. Ensure that project assets are appropriately tagged/numbered, recorded and properly maintained.

G. Other Responsibilities

32. Participate in project meetings, reviews, trainings, workshops, audits and other relevant events as required.

33. Maintain effective coordination with relevant YPSA departments and project stakeholders on financial and administrative matters.

34. Perform any other relevant duties assigned by the Project Coordinator, Finance Manager or management in accordance with the position's responsibilities.
