Responsibilities & Context:

Young Power in Social Action (YPSA) <www.ypsa.org> is an organization for sustainable development, working in the greater Chattogram division including Hill Tracts (CHT) since 1985 (International Youth Year). YPSA is going to implement a project titled “SheFarms” at Chakaria and Mathamuhuri in Cox’s Bazar. The project will be implemented with fund from the Federal German Ministry of Economic Cooperation and Development (BMZ) and technical support from Plan International Bangladesh.

Job Description/Responsibilities:

1. General Responsibilities

• Support the Plan International MERL Coordinator/Specialist in developing and operationalizing an effective MERL system covering both quantitative and qualitative approaches.

• Support the development and implementation of project monitoring tools, formats, guidelines, and systems to track project progress and results.

• Ensure effective implementation of monitoring tools by project staff and provide guidance on their proper use.

• Conduct regular field visits to observe project activities, assess progress, identify gaps, and recommend improvements.

• Provide timely monitoring information and analysis to the Project Coordinator to support effective project implementation and decision-making.

• Ensure timely completion of project deliverables through regular review, monitoring, and follow-up.

• Prepare regular MERL inputs and contribute to monthly, quarterly, annual, and donor reports.

• Contribute to learning and knowledge management by identifying, documenting, and disseminating evidence, lessons learned, gaps, and bottlenecks.

• Prepare case studies and other evidence-based materials for reporting, advocacy, learning, and communication purposes.

2. Technical Responsibilities

• Develop and operationalize the SheFarms-specific gender-disaggregated M&E framework within 60 days of project commencement, covering all four sub-objectives and the revised impact matrix.

• Design, develop, and administer data collection tools using KoboToolbox/ODK for baseline, midterm, and endline surveys across the five target Unions.

• Track progress against the 14 impact matrix indicators, including group formation, CSA adoption, market linkages, and Association establishment milestones.

• Conduct regular data quality checks and field-level spot-checks to ensure the accuracy, completeness, consistency, and reliability of collected data.

• Supervise and provide technical guidance to community mobilizers and field staff on data collection during group sessions and other project activities.

• Train project staff on the use of monitoring tools, guidelines, data collection procedures, and qualitative and quantitative data management.

• Manage the Community Feedback and Response Mechanism (CFRM) data log and verify the status and resolution of complaints raised by female farmer groups.

• Develop and maintain project databases and data-entry templates in coordination with Plan International Bangladesh (PIB).

• Manage day-to-day data entry, cleaning, validation, analysis, and maintenance of project databases.

• Conduct periodic quantitative and qualitative data analysis and prepare findings, presentations, and analytical summaries for project review and decision-making.

• Prepare quarterly and annual M&E sections of donor reports, including indicator progress tables, analysis, and variance explanations.

• Facilitate bi-annual learning review workshops with project staff, farmer group leaders, and other relevant stakeholders.

• Ensure that monitoring findings and lessons learned are shared with relevant project staff and stakeholders to inform programme improvement.

3. IT Competencies

• Proficient in KoboToolbox/ODK for digital data collection, form design, data management, and monitoring.

• Proficient in MS Excel for data entry, cleaning, analysis, database management, and reporting.

• Proficient in MS Word and MS PowerPoint for report writing, documentation, presentations, and dissemination of findings.

• Capable of maintaining electronic databases, data-entry templates, and organized digital records.

• Competent in using email, internet, and other common IT applications for communication, information management, and reporting.

• Able to generate tables, charts, summaries, and presentations from project data for management and stakeholder use.

4. Other Responsibilities

• Maintain effective coordination and linkages with relevant government, NGO, civil society, Plan International, and other stakeholders.

• Support the Project Coordinator and program team by providing timely evidence and information for effective and efficient project implementation.

• Participate in relevant coordination, review, learning, and stakeholder meetings as required.

• Ensure confidentiality, responsible management, and appropriate use of project and beneficiary data.

• Support the dissemination of monitoring findings, lessons learned, and good practices among relevant stakeholders.

• Contribute to strengthening a culture of evidence-based learning, accountability, and continuous program improvement.

Perform any other relevant duties assigned by the Project Coordinator or Management.
