Experience

• At least 5 years of working experience in project management as Project Coordinator, preferably in working with local govt. journalist, govt. officials and administration in coastal areas.
• Proven experience in team leadership, communication, and stakeholder engagement.
• Excellent facilitation, analytical, reporting, and presentation skills.Strong understanding of Climate action, climate, climate finance, SDG-13, climate adaptation and mitigation approach, climate governance, Nationally Determined Contribution (NDC) and climate policy i.e. NAPA, BCCSAP, MCPP of Bangladesh

Additional requirements Other Qualifications

• Age limit maximum 45 years. Can be relaxed for the candidates with relevant experience in Climate Governance Project.
• Knowledge of climate change, climate justice, rights & good governance, Advocacy, UP participatory budget Anticipatory Action, Early Warning System, SOD, Trigger Protocol, Participatory Vulnerability Analysis (PCVA), Community Risk Assessment (CRA, climate change adaptation, Youth mobilization, and climate resilient livelihood in the context of Bangladesh climate policy issues, particularly in coastal region.
• Skill for developing donor report in English and Bangla is essential.
• Must have a valid motorcycle driving license.Duration of the PositionJanuary, 2025 - October, 2025 (10 months) and extension depends upon the availability of fund

Background of the project

Bangladesh is considered as one of the most vulnerable countries due to climate change. While significant progress has been made over recent decades in formulating climate adaptation and mitigation policies and enacting environmental laws, there remains a lack of climate governance, strong coordination among relevant ministries, and departments, and CSO & grass roots stakeholders’ participation in decision making process. This has affected the effectiveness of implementation and monitoring frameworks.

Climate governance is intricately linked to national development and the well-being of both ecosystem and people. Effective governance requires participatory processes that uphold people's rights and prioritize regulatory frameworks for their protection. Bangladesh's Climate Action Plan 2021 (CAP21) outlines ambitious targets, aiming for a 51% reduction in greenhouse gas emissions by 2030 and achieving net-zero emissions by 2050. Additionally, the MCPP represents Bangladesh's ambitious initiative to transition from vulnerability to resilience and prosperity. However, despite robust policy frameworks, effective execution of these plans and policies remains a challenge.

Effective climate governance requires robust transparency, inclusive citizen engagement, and strong accountability mechanisms. In this context, WAVE Foundation has undertaken a multi-pronged approach to strengthen climate governance through the enhancement of civil society participation, community awareness, and capacity development of the Disaster Management Committee (DMC) of Local Government, promoting the role of media, and strengthening coordination among different stakeholders supported by World Resources Institute.

WAVE Foundation is a civil society organization established in 1990, has been implementing multifaceted activities for the socio economic development of the poor and marginalized as well as the establishment of universal human rights and good governance. Besides, the organization is conducting issue based policy advocacy and campaigns. WAVE is driven by its motto 'Together for Better Life’ towards the vision of establishing 'A just and Prosperous society’. WAVE has organized its activities into 6 programs: 1) Poverty Eradication and Livelihood Development 2) Community Financing and Entrepreneurship Development 3) Agri-Food System Transformation 4) Governance, Rights and Justice 5) Social Development and Youth Empowerment 6) Climate Justice and Renewable Energy Promotion. WAVE Foundation is going to implement ‘Strengthening Climate Governance with Grassroots Participation in Bangladesh - SCGGP”at 4 upazilla of Patuakhali and Barguna district under Barisal Division. For implementing the project WAVE Foundation is seeking qualified candidate for the position of the “Project Coordinator (PC)”

Key Responsibilities of Project Coordinator: 

• Provide overall leadership and management for the SCGGP project implementation at upazilla and district level.
• Frequent travel to Borguna sadar, Betagi, Patuakhali sadar, Kallapara upazilla to support the upazilla based project team under Borguna and Patukhali district
• Provide support to Project Officer and Program Focal for project implementation at local and national level;
• Develop and implement the project work plan, ensuring efficient and timely execution of activities.
• Oversee the performance of the Project Officer and Community Mobilizer
• Provide support to community mobilizer/facilitators/groups for effective implementation of project activities;
• Closely work with community and local government bodies and Upazilla & district administration
• Monitor and track project progress against objectives and indicators, identifying and addressing any challenges or deviations.
• Develop PPT presentation and organize and facilitate training and workshop at upazilla & district level as per plans.
• Build strong relationships with local policy makers and GOs, CSO and other outlets so that our stakeholders' efforts receive the best coverage for advancing their goals;
• Ensure efficient coordination with WRI & WAVE Management, partner NGOs, and other stakeholders.
• Liaise with relevant government department, Disaster Management Committee and local community, youth group to facilitate project implementation.
• Prepare and submit regular progress reports, financial reports, and other required documents in English for donor.
• Manage project budget and ensure sound financial management practices.
• Identify and implement strategies to ensure project sustainability beyond the project period.

Workplace

• Work at project office based in Patuakhali Sadar Upazilla under Patuakhali district with frequent field visit to other working areas

Monthly gross salary will be BDT 60,000/-

• Compensation & other benefits§ Two Eid bonus (50% of gross salary) and

• Mobile phone bill allowance will be provided monthly as per project provision.
