Job Context:
∎ Type of Contract: Fixed term contract up to 31st December 2023, with opportunity for extension based on fund availability.
∎ Duty Station: Head Office-Dhaka, with 60% travel to programme areas
∎ Job Purpose: S/he is responsible for managing the SUFAL Project, delivering project activities, which - support communities and institutions to take Forecast-Based Action to protect lives, assets and livelihoods from the impacts of monsoon flooding in northwest Bangladesh.
Job Responsibilities:
∎ To ensure that the SUFAL Project is fully delivered with maximum efficiency and professionalism to bring a positive change to the lives of the project participants through technical guidance and support to the partner. Including, but not limited to:
∎ Ensuring that the Project Implementation plan is developed jointly with the consortium members and partners and delivered timely & effectively to ensure sustainability of the project interventions beyond project end.
∎ Guide the implementing partner NGO to ensure project beneficiaries have improved their knowledge on early waring and early action issues.
∎ Guide the project team and the project participants to build knowledge on household and community-based early actions.
∎ Ensure effective coordination and planning between the partners towards achieving objective of project.
∎ Ensure capacity-building support to partners when required.
∎ To ensure effective and efficient grants management to implement high quality project for bringing positive change in the life of beneficiaries. Including, but not limited to:
∎ Ensure that Concern Worldwide administrative, financial and resource management policies and regulation are understood, implemented and followed by partners working in the projects.
∎ Ensure regular monthly monitoring of project budget utilisation. Where variances between plans and actual expenditures arise, ensure justifications are provided and future planning is adjusted where required. Also monitor under and over spending in each budget and identify solutions. Take actions as per management advice.
∎ Coaching, mentoring and assisting partners to utilize budgets effectively and efficiently. Review Monthly Financial Report given by partner and give feedback, suggestions in order to ensure accuracy of expenditure reported.
∎ Taking the initiative to question unusual transactions; variations from established procedures or any practices that do not demonstrate transparency and accountability. Reporting any suspected or actual financial irregularities immediately to the line manager.
∎ Ensuring budgets and revisions are prepared and submitted to Grants and Partnership Team. Review
∎ Donor Report (financial report) prepared by Grants and Partnership Team in a monthly basis and give inputs.
∎ Share periodic Financial Reports to consortium-lead as per agreement in timely manner.
∎ Facilitate the grant review meeting in a monthly basis, execute suggestions made by the different departments/ individuals in order to improve program quality and efficient use of grant.
∎ Address and/ or ask partners to address observations, comments, suggestions made by Grants team, Internal Audit and Rick Management after monitoring visit.
∎ To ensure that a robust monitoring and evaluation system and framework is in place to critically analyse programme achievements. Capture the project learnings following a systematic approach. Including, but not limited to:
∎ Ensuring that the project MEL system is in place and projects are implemented in line with the MEL Framework and the project progress is prepare using the MEL information.
∎ To ensure documentation of best practices, innovative approaches and changes in approaches, which successfully impact in the lives of project participants. Work closely with the Concern's Communication Coordinator and MEAL Advisor to deliver on this.
∎ Work closely with the Humanitarian Programme Manager to produce high quality narrative report, using agreed format and share with management in a timely manner.
∎ To identify project related advocacy issues and seek assistance from the advocacy advisor to promote advocacy agenda.
∎ Work with the consortium members, partners, to identify advocacy issues relevant to the project objectives and seek support from Concern's advocacy expert as and where needed.
∎ To prepare Foreign Donations submission document to ensure donor funds; Including, but not limited to:
∎ In coordination with the Government Relation Department, Grants and Partnership Team of Concern Worldwide, prepare FD-6, FD-7 and submit to the department in timely manner. Review and check FD-4 and share with the mentioned departments in timely manner.
∎ To support the delivery of the organisations Preparedness for Effective Emergency Response (PEER) plan:
∎ Work closely with the Humanitarian Programme Manager in the delivery of the Country Strategic Plan (2022 - 2026) Goal 2 'People affected by natural disaster and human induced crisis are empowered to take action and build their resilience'
∎ Support the HPM to prepare and deliver PEER trainings at the organisational and partner level.
∎ Support the HPM to complete the Concern Annual Report.
∎ As needed, attend external cluster meetings and report back to Concern management.
∎ As a member of the Concern Emergency Response Team, as needed, support in organisational preparedness and response activities, this may include deployment to affected communities with short notice.
∎ Accountability:
∎ In line with Concern's commitments under the Core Humanitarian Standard (CHS):
∎ Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
∎ Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
∎ Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
∎ Adhere to the standards of conduct outlined in the Concern Code of Conduct and Programme Participant Protection Policy (P4). As part of the Concern P4 responsibility the position holder will: support and promote the standards outlined in the P4 and the Concern Code of Conduct to their team.
∎ In line with the Concern Country Strategic Plan, Goal 5, Strategic Objective 1 "SO1: Ensure a gender transformative approach throughout all our programmes and interventions", the PC must attend Gender Transformative trainings, and ensure SUFAL has a Gender Transformative Action Plan and is delivering on this, jointly with the HPM and the Gender Equality Coordinator.
Additional Requirements:
∎ Job related experience and knowledge:
∎ At least 05 years of experience in the areas of Disaster Preparedness, Response/DRR/ Flood Management/ Resilience Building of which at least 4 years of experience in managerial position.
∎ 1-2 years of experience in Anticipatory Action/Early Warning Early Action/Forecast-based Action or Financing.
∎ Demonstrated familiarity with grant management and compliance requirements of major institutional donors (e.g. ECHO, FCDO, USAID etc.).
∎ Experience of managing partners' (local/national NGOs) and consortium-led project.
∎ Solid experience of Project Cycle Management, including MEAL systems.
∎ Demonstrated experience of working on programmes that have a strong focus on gender equality, women's empowerment, inclusion, and transformative approaches
∎ Ability to communicate, correspond independently with consortium members, Senior Government Officials. Ability to represent the project at various levels, including local and national.
∎ Sound knowledge on computer (MS Word, MS Excel and MS PowerPoint). Have very good skills and expertise at communicating by email and internet.
∎ Key competencies:
∎ Strong partner management skills with sensitivity in dealing with government authorities on critical issues and ability to motivate others and promote accountability among staff
∎ Good facilitation skills (e.g. training, coaching). Experience of conducting trainings for DMCs and developing training modules and teaching-learning materials such as posters, VIPP cards.
