∎ Masters in Accounting / MBA / Management/Statistics

Experience Requirements:
∎ At least 3 year(s)

Job Context:
∎ Duty station: Bhola, Barisal, Bangladesh
∎ Reportable to: Project Manager (ILPWDVD Project)
∎ Language Required: Both English and Bengali
∎ Duration: Initially 12 Months with 06 months` probation period (Subject to renewal based on performance)

Job Responsibilities:
∎ Record of financial/accounting data on time.
∎ Writing of cheque and maintenance of cheque books.
∎ Maintains project Financials and accounting files.
∎ Data Entry in Tally software, report generate and share with authority
∎ Monthly physical inventory (Included department wise work in progress, finished goods & material)
∎ Good communication skill both on Bengali & English
∎ Reviews all kind of invoices and ensure all documents are following project policies and prepare the relevant voucher for payment
∎ Before any payment make sure expenses are allowable, approved properly before processing, verifying documentation, have enough supporting documents, and appropriate exchange rate and cash management in place
∎ Maintenance of Bank Register and Cash Book
∎ Preparation of petty cash vouchers and maintenance of petty cash register
∎ Prepare salary, benefit and honorarium sheet/register and submit it to bank with necessary instructions
∎ Ensure payments are made after fulfilling of all the required formalities
∎ Ensure safe custody of the cash in hand and cheque books of the office
∎ Reimburse travel expenses to the project office staff
∎ Collect and reconcile bank statements as and when required
∎ Ensure that each and every staff duly sign salary and benefit register and honorarium sheet
∎ Procurement and Stock Maintenance
∎ Maintain the staff movement register for all the project office staff
∎ Maintain both Consumable and Fixed Asset Register
∎ Maintain personal files and records of all staff
∎ Arrange procurement as per procurement policy and budget provision
∎ Assist project Manager in preparing required reports and documentation
∎ Record all correspondence received in register on a regular basis
∎ Carry out other related duties as and when assigned by the Project Manager
∎ Financial Management -
∎ Prepare monthly and quarterly financial plan following annual approved budget and YPO/APO of the project under the guidance of Project Manager
∎ Carryout responsibilities of day-to-day financial management and maintain daily transactions' books of accounts
∎ Ensure timely deposit of VAT, Tax to the government Treasury
∎ Prepare Financial plan/projection of the project and submit cash call/requisition to counterpart
∎ Follow IAS and BAS Accounting system in project accounts operation
∎ Follow updated VAT, Tax/Revenue, and other applicable compliance according to Bangladesh government law
∎ Ensure that purchases/procurements have been processed following policy and compliances properly, before payment
∎ Formally or informally orient the project team colleagues on financial policy, norms, mandatories, and compliances for quality financial management
∎ Reporting and Audit -
∎ Independently prepare all kinds of financial report of the project and submit to counterpart through proper channel
∎ Timely prepare VAT, Tax report and submit counter part
∎ Prepare on-demand financial report as required by the PCC Finance management and other counter parts
∎ Independently face internal and external audit
∎ Prepare draft of Management response upon Audit observation and submit to organizational management through immediate supervisor
∎ Asset Management, Record Keeping and Custodians -
∎ Maintain personal file of the project staffs, leave, sick and other registers
∎ Preserve all documents related to project financial issues including-Bill-voucher, cash-ledger books, files, register, reports and other documents
∎ Maintain store and stocks of different goods under the project
∎ Preserve master copies of different form, format, template, proforma regrading financial management of the project issued by the partner, PCC or other counter part
∎ Maintain Asset/inventory Registers and update the same regularly following organizational policy
∎ Safeguarding of petty cash, Bank cheque books, FDR, audit report and other valuable documents of the project
∎ Safeguarding of different agreement, deed, contract papers, certificates(insurance) related to project and staff
∎ Safeguarding of copies of additional keys of motorcycles, password/PIN numbers of different equipment's (mainly computer, printer etc.) related to guarantee condition
∎ Maintain confidentiality of related information of the project
∎ Coordination, Linkage and Communication -
∎ Keep regular coordination with other staff members of the project regarding programmatic, financial, and human resource management issues
∎ Periodical project activity visit for expenditure verification and monitoring
∎ Participate in staff coordination meeting, share budget and financial plan, progress, backlogs, and plan accordingly in team
∎ Regular coordination with organizational higher management and PCC counterparts
∎ Assist MEAL office-based project's Monitoring through providing relevant information, data/statistics as required
∎ Policy adheres -
∎ All financial transaction guided by the PCC Finance and Admin policy.
∎ All procurement guided by the PCC purchase policy.
∎ All staff provisions guided by the PCC HR policy.
∎ Other policy of PCC adherence in any project activities is essential.

Additional Requirements:
∎ Minimum 3 years experience in related position

Salary:
∎ Tk. 40,000-43,000 (Monthly)

Compensation & Other Benefits:
∎ As per project budget.
