Education:
∎ Graduation / Master's or MBA in relevant field (e.g. BBA / MBA in Finance / Accounting / Supply Change Management from recognized university.

∎ Age 25 to 40 years
∎ Working in Humanitarian Assistance and Emergency Response Program.
∎ Experience in procurement and warehouse management within humanitarian or development projects, preferably in site development /infrastructure /DRR /Environment projects.
∎ Proficiency in MS Office and KOBO or Google sheet.
∎ Strong knowledge on steps of procurement/ITB and process of new vendor enlistment.
∎ Must have clear idea of effective warehouses management and reporting process vis KOBO/google sheet/others.
∎ Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural team environment including dealing with vendors.
∎ Fluency in English and Bengali; knowledge of the Rohingya language is an advantage.
∎ Willingness to travel to field locations (refugee camps in Teknaf) in challenging conditions.
∎ Dynamism and computer skill/Data Management.
Responsibilities & Context:
∎ The key purpose of this position is to carry out the duties and responsibilities to ensure meaningful procurement of construction materials and warehouses management effectively. In this circumstance, NGO Forum is looking for a qualified individual to carry out the duties and responsibilities of Site Development in camp 22, 24 and 25 at Cox’s Bazar District.
∎ This position holder will be responsible to Procurement and Logistic management of the SD project as per the guideline.
∎ Duties & Responsibilities:
∎ Data Collection and Monitoring:
∎ Vendor selection for procurement purposes and update their profile.
∎ Invitation the ITB or tender for procure construction materials.
∎ Assist to Procurement committee for a Comparative Statement of quotations (comparing prices, specifications) to determine the best bid among potential suppliers for evaluation.
∎ Assist to Procurement committee for the purpose order/work order upon ensuring all documents such as PR, RFQ, CBA, PO, GRN, Note for Record and others necessary documents.
∎ Prepare, maintain, and review purchasing files, register, and price lists.
∎ Receive the goods/materials from the selected vendors and logistics department as per the challans, specification and quality.
∎ Ensure the entry of materials list in the stock register/ KOBO/Google sheet as per challan and maintain the Bin cards accordingly.
∎ Store the received materials in the warehouse by proper identification and traceability and ensure its quality, safety and security.
∎ Distribute the materials to warehouses as per store requisition and update the register and Bin cards accordingly.
∎ Prepare the monthly stock balance report based on physical present status and share with respective person end of the month.
∎ Ensure the physical inventory need basis and share the inventory report with respective person.
∎ To ensure effective and continuous control over stocking and under stocking through review physical inventories periodically.
∎ Maintain liaison with external stakeholders such as suppliers, courier services, transportation vendors, etc.
∎ Collect information from different markets, verify markets and pass the correct information to project teams to ensure the best goods with the approved amount.
∎ Regular update PO tracker, check the tracker on PO end date; prepare extension if any PO/work order date has to expire and prepare necessary justification note for this purpose.
∎ Ensure all kind of logistics in due time to support project team.
∎ Ensure the stock register verification at every end of the month by logistics officer and other assign person.
∎ Ensure the field verification physically about the use of materials as per store requisition and share the observation comment with WASH engineer. Safety & Quality Assurance:
∎ Maintain the well decoration and storage system in the warehouse and ensure cleanliness.
∎ Ensure that all activities are compliant with relevant standards, including humanitarian guidelines, environmental regulations, and safeguarding protocols.
∎ To protect and safeguard material items from wastage, pilferage, theft, fire, and others.
∎ Need basis check the product expiration date and ensure the proper utilization before the expiration of materials.
∎ Reporting Data Management:
∎ Ensure to prepare and submit timely and accurate reports daily.
∎ Compile warehouse report for daily bi-weekly, monthly, and quarterly reports, ensuring that all reports are comprehensive and meet donor and organizational requirements.
∎ Assist in preparing visual data presentations, including charts and graphs, to effectively communicate project progress.
∎ Maintain an organized database of procurement related information, warehouse related information.
∎ Ensure data integrity and security, adhering to organizational data management policies and guidelines.
∎ Other Duties:
∎ Perform any other duties as assigned by the Project Coordinator in line with the overall objectives of the site development project.
