Job Responsibilities:
∎ Key Accountabilities:
∎ Leadership, Planning, Management and Development:
∎ Manage and develop staff performance effectively through setting SMART performance objectives, providing developmental feedback in monthly one to one meeting, providing orientation, training, coaching and support based on staff's performance needs, delegating authority where appropriate, and conducting annual appraisals based on the "PACE" framework.
∎ In coordination with relevant Teams/Units, build the capacity of staff in key project management principles, tools and approaches and ensure that these new skills are utilized on the job.
∎ Prepare and implement fit for purpose periodic work plans and budgets, and assist the Head of Programmes (HOP) in developing and implementing country strategy and objectives.
∎ Provide intellectual vision and strategic direction to ensure all projects under Humanitarian Programme are in line with MA strategic priorities and objectives.
∎ Support the implementation of CO Humanitarian strategy and maintain oversight of financial and people resourcing for the Humanitarian response.
∎ Assist the HOP and Country Director in the compilation of the Annual Report.
∎ Programme/Project Development, Implementation and Management:
∎ Manage and oversee the implementation (including scope, budget, action plans, timeline, staff, procurement, risks, communications, training, technical assistance, grant management, compliance, etc.) of all humanitarian projects in the country, to ensure programmes are meeting their proposed aims and objectives on time and within budget, with high quality outputs for beneficiaries, and satisfaction for donors and other stakeholders.
∎ Ensure the delivery of CO programmes with demonstrable positive impact, ensuring that programmes meet overall quality and learning standards, and implementation is adapted promptly to security developments in the country.
∎ Ensure that the design and implementation of CO's programmes/projects complies with all relevant policies and procedures, as well as legal and regulatory requirements.
∎ Ensure that programmes and projects are implemented in a consultative, participative and gender sensitive way, with particular focus on safeguarding requirements.
∎ Proactively offer and discuss solutions to problems that arise throughout the programme cycle, with the programme team.
∎ Conduct regular supervision of projects and provide technical support where necessary to ensure consistent quality and impact.
∎ Proactively propose suitable and effective projects based on needs assessments.
∎ Develop necessary programme policies and procedures to improve programme implementation.
∎ Programme/Project Monitoring and Evaluation:
∎ Work closely with the MEAL Manager / to ensure robust monitoring and evaluation (M&E) activities are planned and undertaken as part of all programmes/project implementation, and that evidence of impact is documented and disseminated to relevant stakeholders.
∎ Effectively lead the programme team and coordinate between programmes/projects in order to develop, finalise and closely monitor programme work plans and budgets, ensuring that all activities are appropriately budgeted and that costs are kept within agreed budgets.
∎ Programme/Project Reporting:
∎ Oversee and provide support in the preparation of monthly action plans and activity reports of projects and prepare monthly, quarterly and annual reports of the projects and programmes (both activity and financial).
∎ Arrange impact assessment initiatives, capture lessons and learning for replication, and ensure effective reporting and communications of project/programme impacts with stakeholders within and outside the country.
∎ Prepare and/or review draft proposals, reports, and other programme/project related documents to ensure quality, accuracy and confidentiality of sensitive information.
∎ Lead the programmes team in the development of sustainable programmes and quality proposals targeting institutional funding, using participatory approaches that involve all relevant stakeholders, ensuring that these are in line with MA strategic and thematic objectives as well as develop institutional capacity while minimizing programme cost and ensuring income from the projects.
∎ Ensure timely submission of all project proposals and reports to the relevant stakeholders, such as CD, HQ, Donors, and International Agencies.
∎ Maintaining and Building Donor and Partner relations, and Fundraising:
∎ Work closely with the HOP to diversify funding sources for ongoing activities and new programmes through developing existing or new relationships with donors and other key partners.
∎ Develop concept papers/project proposals in relevant areas.
∎ Maintain effective partner grants and reports monitoring system, ensuring adherence to CO's policies and procedures on partner management.
∎ Develop, facilitate and maintain links with civil society (including non-implementing partners), the private sector, academic/knowledge institutions and governments, which can be used to enhance CO's work, and identify key partners to collaborate with on programme delivery.
∎ Ensure excellent accountability and service delivery to beneficiaries, incorporating feedback and complaint mechanisms, and high levels of community participation in project designs, implementation and evaluation.
∎ Networking and Representation:
∎ Represent the organisation and proactively network at key forums/events in order to build credibility of CO through visibility of its work and a good network of key contacts in the government, donors, UN agencies, NGOs, the media, and other relevant stakeholders.
∎ Human Resource Management:
∎ Ensure all projects and positions are staffed and conduct proper induction of project staff on plan before posting job.
∎ Conduct staff appraisal and periodic review. Identify training development needs of staff and prepare staff development plan and coordinate with HR.
∎ Guide, coach, mentor, counsel staff and address conflict resolution, problem solving.
∎ Ensure congenial working environment (gender sensitivity, child protection, etc.)
∎ General:
∎ Maintain up-to-date knowledge of effective programme implementation and development.
∎ Maintain and store all records in hard and soft copy formats in line with the internal data management and IT policies.
∎ Comply with all policies, procedures, legal and regulatory requirements.
∎ Follow up on audit findings and provide recommendations.

∎ Perform any other duties commensurate with the accountabilities of the post.

Additional Requirements:
∎ Age at least 30 years
∎ At least 08 years of work experience in managerial position in humanitarian sector or humanitarian projects implemented by international/national development organizations.
∎ Proven experience in leading, developing and implementing development and humanitarian programmes in the region.
∎ Previous experience in working with Government agencies, NGOs and providing support to partners.
∎ Experience of developing and successfully implementing departmental work plans and budgets to accomplish organisational objectives.
∎ Experience in procurement.
∎ Proven experience of leading, managing and supervising a diverse programme team including distance management.
∎ A track record of capacity building, and promoting learning and development activities, including delivering training and coaching to staff.
∎ Substantial experience in managing resources and external relationships with a range of people and organisations, including promoting effective partnerships.
∎ Demonstrable experience of successfully growing funds from institutional donors, including EC, ECHO, UN and DFID.
∎ Knowledge or appreciation of the country in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region.
∎ Demonstrable experience of developing quality proposals and Project Completion Reporting with impact assessment for a variety of donors.
∎ Technical competence in needs assessments and report writing in English.
∎ Technical competence in project development, implementation, monitoring and evaluation.
∎ Knowledge of business development and resource management.
∎ Contemporary understanding of issues and challenges faced by international development and humanitarian organisations.
∎ Strong knowledge of CHS and SPHERE standards.
∎ IT literate with demonstrable knowledge of Microsoft Outlook, Word, Excel and PowerPoint.
