Job Context:
∎ Job Title: Programme Manager (Cox’s Bazar Operation)
∎ Responsible to: CEO/Programme Coordinator
∎ Project Duration: August 2023 to June 2024 (with high possibility of extenison)
∎ Job Location: Ukhiya, Cox’s Bazar

Job Responsibilities:
∎ Planning and Leadership
∎ Develop project plan, budget projection, project implementation guideline & training module, Facilitate staffs capacity development initiative through meeting, training, and workshop and on job training
∎ Provide day to day strategic and technical guidance and support to the project team members to implement emergency and social projects
∎ Provide need-based support to Finance officer, provide leadership and support in problem solving, key decision making, quality control, technical input and advice as well as planning, executing, monitoring of the project activities
∎ 70% time given to field for activity monitoring and provide supportive supervision when and as required for quality delivery of the activities
∎ Supervise, monitor and evaluate the projects’ work and performance of staff and take concrete steps to improve job performance
∎ Participate in different studies i.e. baseline survey, mid-year survey, progress measurement survey and final evaluation etc. and other stakeholders’ studies in this relevant field
∎ Coodinate all emergency and social projects of GUSS implementing in Cox’s Bazar
∎ Project Management
∎ The Programme Manager will be responsible for managing and facilitating the activities of the project at the field level, and ensuring an integrated approach in project implementation in achieving the project objectives
∎ Ensured effective mechanisms for information sharing and cooperation among project team at field level, including active participation in coordination meetings in field locations and sector level
∎ Provide positive feedback on staff performance and project activities when appropriate
∎ Ensure budget management for effective execution of the projects as stipulated in the project documents and provide technical support to the team in implementation
∎ Coordination, Collaboration and Networking
∎ Maintain effective communication, coordination and collaboration with GoB/NGOs officials like RRRC Office, CiC, relevant sectors, DC/UNO office and government departments (Under Ministry of MoDR, MoSW and DSS etc.) and local representatives
∎ Participate in different meeting, training workshop organized by GoB, UN agencies, NGOs and other stakeholders
∎ Maintain effective coordination and communication with donor agencies
∎ Organize and conduct regular staff meetings (weekly, Monthly and need basis)
∎ Ensure good relations with govt. agencies and other relevant stakeholders in the project locations
∎ Monitoring and Supervision:
∎ Develop the monitoring tools and monitor overall project implementation and propose adaptations needed to achieve objectives, improve integration of approaches, or improve coordination with external stakeholders
∎ Monitoring of the project funds are spending correctly and as per wok plan and ensured inventory management
∎ Develop monitoring tools in line with project proposal and ensure the quality
∎ Guide field team in procurement of goods and equipments as per specification mentioned
∎ Financial Management:
∎ Ensure proper and smooth financial management in the project in compliance with GUSS policy and standards
∎ Monitoring of the project funds are spending correctly and as per wok plan and ensured inventory management
∎ Provide need-based support to Finance officer, provide leadership and support in problem solving, key decision making, quality control, technical input and advice as well as planning, executing, monitoring of the project activities
∎ Mitigate financial risks through appropriate management of funds and supervise accounting activities
∎ Accountability and Safeguarding:
∎ Represent the organization to key stakeholders and provide them with information about project objectives, risks, constraints and progress
∎ Support the development and implementation of the organizational advocacy strategy in line with the goals and objectives of the project and the wider aims of the organization
∎ Maintain gender-sensitive approach in all stages of programme implementation
∎ Maintain programmatic sensitivity to cultural norms of FDMN and Host Community
∎ Ensure active consultation and engagement with beneficiary communities and community leaders
∎ Create CRM for all areas of programme activity
∎ Integrate protection and safeguarding measures throughout programme design
∎ Branding, Documentation and Reporting
∎ Prepare some special report as and when required such as incident reports, harassment report and generate case story and success story etc.
∎ Produce clear and quality project reports in English, prepare all events report, and weekly monthly, quarterly and annual reports and submit to the line manager as per reporting calendar and within deadlines
∎ Produce presentation/briefings of field level data/information for the different visits made by donor, relevant Govt. officials and other stakeholders.
∎ Ability to produce concept notes and project proposals for the organization
∎ Any others

Additional Requirements:
∎ Age 30 to 40 years
∎ Both males and females are allowed to apply
∎ At least 5-6 years experience in managerial position at the humanitarian and development field along with similar project management experience.
∎ Good understanding & knowledge about Humanitarian architecture of the Rohingya Response its operating and regulatory environment.
∎ Sound knowledge of project cycle management and implementation projects for the Camp and Host Community level in Cox’s Bazar
∎ Familiar with local level coordination with Government cluster and site management agencies
∎ Excellent planning, analytical, managing and decision-making skills
∎ Excellent monitoring, documentation and reporting skills
∎ Good working relationships with colleagues, partners, external actors and allies
∎ Excellent communication skills including a high level of written and spoken in English
∎ Conversant in common IT applications (MS word, MS power point, internet browsing & e-mail communications)

Salary: Tk. 69000 - 70000 (Monthly)
