Responsibilities & Context:

Global Unnayan Seba Sangstha (GUSS) is implementing a project "WASH Assistance for the FDMN Refugee (RR) families in Bhasan Char Island". The project is funded by the Global Affairs Canada with technical support from BRAC.

Job Title: Finance & Admin Officer

Responsible to: Project Coordinator and Finance Coordinator

Job Location: Bhashan Char, Noakhali

Responsibilities

Planning and Financial Management:

  • To be the custodian of cash of the projects and to ensure that all vouchers, cash books, and ledgers are safe and secured.
  • Manage payment of Tax & VAT of the programme.
  • Prepare the financial reports on a monthly, quarterly, half-yearly, and yearly basis or as per reporting calendar and within the deadline.
  • Produce documents and reports to the GUSS Head Office as per requirement.
  • Prepare salary sheet, petty cash requisition, cheque (s) along with supported voucher (s) within the time frame.
  • Prepare and post vouchers (Debit, Credit, Transfer and Journal) supported by appropriate documents and comply with the administrative, personnel, and accounting manuals and relevant office orders/memos/letters with a "Paid" seal.
  • Keep the records of expenditures in the ledger that will comply with the budget line item.
  • Prepare the resolution of the purchase committee.
  • Check/review/ensure compliance with the approved budget for all kinds of procurement, collect quotations, comparative cost statements, and work orders when necessary according to the organizational procurement policy and procedures.
  • Ensure all stock items are procured as per procurement Support Project Coordinator in day to day operation.
  • Visit project area as per requirement.
  • Attend meetings and keep record of the meetings and prepare to do list.
  • Discharge any other responsibility as per project requirement.
  • Coordination, Collaboration and Networking:
  • Maintain effective communication, coordination and collaboration with vendors/suppliers. Participate in different meeting, training workshop organized by GoB, UN agencies, NGOs and other stakeholders when necessary.
  • Maintain the required coordination and communication with donor/partner agencies.
  • Ensure good relations with partners/ donor agencies and other relevant stakeholders in the programme locations.

Accountability and Safeguarding:

  • Represent the organization to key stakeholders and provide them with information about programme objectives, risks, constraints and progress.
  • Maintain gender-sensitive approach in all stages of programme implementation.
  • Maintain programmatic sensitivity to cultural norms.
  • Ensure active consultation and engagement with community people and community leaders.
  • Integrate protection safeguarding measures throughout programme design.
  • Any other task assigned by the Management.
