Job Context:
∎ Contract period: 1st March 2021 - 31st December 2021 with possibility of extension
∎ Line Manager: Grants and Compliance Manager
∎ Location: Cox`s Bazar with frequent field visits to all areas of Bangladesh where DCA has Programme work.
∎ Overall purposes of the role: DCA is looking for an energetic and experienced Programme and Reporting Officer. DCA (DanChurchAid) is a Danish humanitarian, non-government and non-profit organization working in Bangladesh since 1971. DCA is a non-missionary organization. The Programme and Reporting Officer is responsible for an assigned number of partner organizations working in partnership with DCA in Bangladesh in both Humanitarian Response and Development Programmes. The Programme and Reporting Officer oversees monitoring of project progress and generates reports and assessments for projects that are directly implemented and conducted by local partners. Strong English writing skills is a must.
Job Responsibilities:
∎ Planning and implementation:
∎ Writing high quality narrative reports to reflect the progress and status of both partner projects and DCA's self-implementation work.
∎ Writing reports in a transparent, timely and professional manner, in liaison with Grants and Compliance Manager, Localisation Manager, Programme Managers, local partners and finance team for internal and external communication.
∎ Ensuring the quality of plans and reports submitted by partner organizations to DCA. Support partners in improving quality where required.
∎ Facilitating organizational and capacity development of partner organizations based on their needs and priorities.
∎ Ensure that the operations of the partner organizations are in line with DCAs policies, regulations, and strategic focus in Bangladesh.
∎ Ensure partners' program work is in accordance with internal and external requirements and deadlines.
∎ Taking on a communications role and generating visual tools to track success.
∎ Closely working with DRR team and update actions in the Red Rose system.
∎ Contribute to developing methods of reporting on DCA project achievements in partnerships with partner organizations as well as DCA self-implementation.
∎ Supports Localisation Manager in conducting mapping for new partners, as well as conducting assessments, follow-up, monitoring, evaluating, and reporting partner organizations' interventions, results, and effective and efficient use of funds in accordance with DCA's approach to partnership.
∎ Any other task assigned by line manager.
Additional Requirements:
∎ Minimum 2 years' experience in report writing and conducting assessments
∎ Previous experience in writing donor reports. DANIDA, NMFA, UNICEF, UN Women and/or UNFPA would be a significant advantage
∎ Knowledge and experience of data collection systems and processes
∎ Experience working in partnership with local and national NGOs
∎ Experience working with refugees, women, and girls, and implementing programs in vulnerable communities
∎ Understands the challenges and obstacles women and girls face regarding cultural practices, norms, and society pressures.
∎ Understands sensitivities of conducting outreach and awareness on violence related issues.
∎ Ability to communicate sensitively and without judgment.
∎ Emotional maturity and stability to deal with conflict and confrontation in non-violent way and maintain appropriate boundaries.
∎ Displays cultural, gender, religion, race, ethnicity, and age sensitivity and adaptability.
∎ Good communication and facilitation skills to work with community members and leaders on sensitive topics.
∎ Knowledge of GBV and women's rights, Education, Livelihoods, and WASH programming would be an asset
∎ Fluency in written and spoken English and Bangla is a must, Rohingya local language is an advantage
∎ Key competencies:
