Educational Requirements:
∎ Master of Development Studies (MDS), Master of Social Science (MSS), Master of Law (LLM)
∎ Masters' degree in organizational development, development studies social/political science, law, or a related field
∎ Minimum of seven (7) years of experience leading evidence-based advocacy efforts at the national and sub-national levels and providing technical assistance to civil society organizations to apply best practices for governance strengthening initiatives.
∎ Prior experience conducting field-based work across multiple divisions in Bangladesh.
∎ Prior experience designing capacity building (e.g. training; workshops) activities for diverse stakeholders.
∎ Demonstrates a deep understanding of Bangladesh's political environment and current development goals and issues.
∎ Robust understanding of CSO legal rights and the challenges and opportunities that CSOs face when operating in Bangladesh.
∎ Demonstrated ability to collaborate and coordinate activities with multiple stakeholders including civil society, government, and private sector entities, including experience establishing cross-sectoral partnerships, and civil society networks
∎ Demonstrated experience working on gender and social inclusion issues on donor-funded projects.
∎ Excellent training, presentation and communication and report writing skills
∎ Oral and written fluency in Bangla and English required
Job Context:
∎ The Program Specialist is a full-time position based in Dhaka under USAID and UKAID-funded program in Bangladesh `Promoting Advocacy and Rights (PAR)`, Bangladesh but requiring frequent travels to other districts where the project is implemented. This position will report to the PAR Senior Program Specialist. The Program Specialist will support the creation of a more inclusive, resilient, and evidence-driven Bangladeshi civil society. The project`s goal is to provide civil society with the skills, technology, financial resources, and connections to global networks that will enable it to work in partnership with the Government of Bangladesh (GOB) to advance good governance.
∎ The position supports all program initiatives of PAR Civil Society partners including regional events, training, and network developing.
Job Responsibilities:
∎ Under the direction of the Senior Program Specialist, provide support and technical assistance to PAR CSO partners and grantees to initiate, plan, implement and evaluate evidence-based advocacy campaigns and build issue-based CSO networks in PAR working districts.
∎ Through regular contacts and frequent field visits, support PAR CSO partners' advocacy activities including regional events, training, and platforms. Help CSO partners understand the PAR Political Economy Analysis (PEA), Gender Analysis (GA) and Thinking and Working Politically (TWP) framework and support them in conducting their activities in line with these frameworks
∎ Coordinate with partners and grantees and provide them with organizational capacity development assistance and advocacy technical assistance by developing tools and providing training, and support them in embracing and practicing collaborating, learning and adapting (CLA) approach
∎ Draft on designing, planning and implementing advocacy strategy and campaigns for PAR
∎ Organize seminars, workshops and different type of events; shall spend of the time in correspondence with partners/subgrantees, facilitators, and invitees
∎ Draft event reports and other programmatic reports as guided by Sr. Program Specialist and assist on background analysis of events and their potential implications on the closing civic space situation at the sub-national and national levels.
∎ Prepare budgets and logistics planning for organizing events, and liaising with partners, subgrantees and other CSOs including keeping abreast of the in-house analysis, correspondence, meetings with partners/subgrantees as well as other stakeholders.
∎ Coordinate with public officials and government departments at the district and sub-district levels to help advance the advocacy initiatives of CSO partners and sub-grantees and secure government support and enhance collaboration between government and CSOs.
∎ Perform other duties as assigned by the Sr. Program Specialist that is consistent with the overall focus of this position.
