Job Responsibilities:
∎ The Program Officer will maintain effective liaison with the Promotional Graduation Specialist and Upazila Graduation coordination committee to established appropriate networking, coordination, facilitate effective collaborative efforts for program implementation and reaching graduation target. Key responsibilities of Program Officer- Ultra Poor Graduation are -
∎ Assist and guide the partner NGO staff to select and register the extreme poor graduation program participants
∎ Oversee the implementation of entrepreneurial Literacy training and engagement of participants in producer group and support the team for adopting the graduation approach in the interventions
∎ Oversee the (i) selection of Income Generating Activities (IGAs) (ii) IGA training and mentoring plan, and (iii) organization of IGA training, including the development of a business plan for the participants. Also oversee the local NGO(s) providing cash transfer for them to purchase productive assets in support of the business plan developed.
∎ Oversee the implementation of community Savings and Lending group (CSLG) for the graduation participants
∎ Assist field staff to ensure the field implementation following the operation guideline of Nobo Jatra graduation approach.
∎ Keep update and orient field level staff, volunteer as well as participants on graduation program approach and way to reach the aim
∎ Identify the field issues and improvement area in collaboration with specific graduation components staff and support to solve and increase quality of implementation
∎ Provide support to Upazila Graduation Coordination committee for implementation of joint plan and to protect mismanagement /misappropriations /corruptions.
∎ Support to ensure coordination & integration between Shushilan, CODEC, Nobolok, WVB, WFP and Winrock as guided by Upazila Graduation Coordination Committee and Graduation Technical committee.
∎ Coordinate and work closely with MCHN, WASH, Gender, Good Governance and DRR components to reach the graduation criteria of the participants
∎ Maintain linkage and liaison with Government department and local government to keep the update on graduation program initiative and approach
∎ Work closely M&E team for ensuring quality of information, record keeping and keep MIS update
∎ Monitor the field activities to check quality of implementation and support to the implementing NGOs staff for using the standard monitoring and follow-up tools
∎ Coordinate with Learning partner (HDRC) at Upazila level and support to execute the evaluation, research and process documentation.
∎ Collect case studies, document lessons learned and best practices of graduation program
∎ Prepare report and submit monthly, quarterly and annually to adequately represent program achievements
∎ Prepare technical guideline, process and tools as guided by Promotional Graduation Specialist of WVB
∎ Keep update and regular communication with promotional Graduation Specialist on program technicalities, implementation and field management
∎ Job location: Dacope Upazila: Responsible for Dacope and Koyra Upazila of Khulna District or Shyamnagar Upazila: Responsible for Shyamnagar and Kaliganj Upazila of Satkhira District
Additional Requirements:
∎ Minimum of 5 years working experiences in livelihood development, especially in ultra-poor graduation program. Experience of working in USAID funded Food Security and Livelihood Development project in southern part of Bangladesh with NGOs /INGOs will be added advantage.
∎ Knowledge on extreme poverty dynamics, issues and contributing factors, ultra-poor graduation/livelihood programing
∎ Knowledge of resources and tools of ultra-poor graduation and livelihood programing
∎ Have a clear understanding and working experience with multi-partners and stakeholder to keep in a platform in a professional manner
∎ Demonstrated inter-personal, negotiation and multi-tasking skills.
∎ Good time management skill and ability to work with minimum supervision
∎ Practicing innovation/creativity and achieving quality results and service
∎ Good communication, networking and facilitation skills
∎ Good proficiency in English, both written and verbal
∎ Competent in using MS Word, MS Excel and PowerPoint presentation
∎ Competent in MIS database for Ultra-poor graduation program
∎ Good report writing and documentation ability
∎ Has strong team management skill
∎ Have able to drive motorcycle and will have valid driving license.
Salary: Tk. 38500 (Monthly)
