Experience:

  • Minimum 5 years of work experience and at least 4 years of experience as Program Manager/ equivalent position in managing nutrition Program in Refugee Camps.

  • Working experience with ACF / Refugee camp will be benefit.

  • Strong understanding and field level experience of Refugee camps and recommended implementation guideline.

  • Proven experience in management (team management, supervision, activity planning, reporting, budget follow up, procurement follow up)

Skill:

  • The ability to manage complex and emergency response

  • Flexible, Creative & Team player with strong capacity to lead;

  • Training and staff capacity development skills & Ability to work under pressure

  • Knowledge of informatics: Word, Excel, PowerPoint, ENA, BFU, etc.



Responsibilities & Context:

The Program Manager-Health, Nutrition & Surveillance will be responsible to oversee the Integrated Nutrition Intervention for malnutrition treatment and prevention in Rohingya camps. The implementation will prioritize of malnutrition prevention and treatment in eight Rohingya camps through 10 Integrated Nutrition Facilities, in collaboration with UNICEF and WFP. The role will ensure equitable access to quality services for children 0–59 months, adolescent girls, and PLW, adhering to Nutrition Sector guidelines, SPHERE standards, ACF Standard quality and approved budgets. Responsibilities include coordinating activities, managing budgets, preparing reports, building team capacity, and ensuring timely, quality delivery of services across all the targeted beneficiaries. The program manager will be responsible day-to-day collaboration with stakeholders and other sectors, monitors program impact, and addresses service gaps to enhance equitable access and effectiveness.

Objective 1: Nutrition service providers are capacitated to provide comprehensive maternal, child and adolescent nutrition service package in Camp.

  • Design and Facilitate Training Programs: Develop and implement capacity-building plans, ensuring staff and volunteers are trained on Maternal Infant and Young Child Nutrition (MIYCN), management of SAM and MAM, MtMSG, Early Childhood Care and Development (ECCD), Psychosocial Support (PSS), Social Behavior Change (SBC), and cross-cutting issues (PSEA, child safeguarding, CFRM, and disability inclusion).

  • Monitor and Evaluate Training Effectiveness: Oversee post-training evaluations to assess knowledge retention and skill application, identifying gaps and providing refresher sessions as needed.

  • Promote Knowledge Integration: Ensure staff and volunteers apply learning through active program activities and provide ongoing mentoring for service quality and adherence to standards in collaboration with Head of Department.

Objective 2: Strengthen the community-based nutrition programme to improve the coverage and quality of maternal, child, and adolescent nutrition in Rohingya camps.

  • Program Implementation and Quality Assurance: Oversee the implementation of community-based nutrition activities such as GMP sessions, cooking demonstrations, and IYCF counseling, ensuring they meet quality standards.

  • Monitor and Report Program Progress: Track key indicators like GMP coverage, nutrition sensitive –e voucher, counseling coverage, and beneficiary feedback, preparing timely reports to assess program impact and identify improvement areas.

  • Stakeholder Engagement and Complaint Management: Foster collaboration with community leaders and caregivers, ensure active participation in program activities, and establish an efficient multi-loop Complaint and Feedback Mechanism to address concerns promptly. Ensure time-to-time information and consultation with Head of Department.

Objective 3: Ensure effective management of severe acute malnutrition (SAM) and Moderate Acute Malnutrition (MAM) through the community and facility-based management of severe acute malnutrition in camps.

  • Program Coordination and Oversight: Lead the management of SAM and MAM through integrated facility-based services, ensuring the seamless provision of screening, assessment, and treatment for children 6-59 months, Pregnant and Breastfeeding Women and infants under six months at risk.

  • Data Management and Monitoring: Ensure the information/documentation follow standard template and regular analysis of program data, including SAM/MAM admissions in OTP/TSFP and disability screenings, ensuring timely reporting and evidence-based decision-making in consultation with Head of Depatment.

  • Resource and Staff Management: Ensure adequate resources, staff training, and adherence to protocols for SAM/MAM management, coordinating with key stakeholders like UNICEF and WFP for effective service delivery.

  • Lead timely procurement, supply chain, budget follow up and supplies request for the integrated nutrition facilities.

Objective 4: Children, adolescents and PLW have access to adequate supplementation for the prevention of micronutrient deficiencies in Rohingya Refugee Camps.

  • Program Oversight and Coordination: Ensure the successful implementation of Blanket Supplementary Feeding Program for children and Pregnant and Breastfeeding women, micronutrient supplementation programs (Vitamin A and IFA) for children, adolescents, and pregnant/lactating women, coordinating the distribution and awareness activities with relevant stakeholders.

  • Monitoring and Quality Assurance: Track supplementation coverage and ensure accurate data collection and analysis, implementing corrective actions as needed to maintain program quality.

  • Staff Capacity Building and Support: Train and support field staff and volunteers, equipping them with the necessary knowledge to deliver effective supplementation services and nutrition education to target populations.
