Job Context:
∎ Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. About three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted to the changing situation and provided the most time-bound services, especially for the poor and disadvantaged. A community-focused and people-centered approach has been adopted by ESDO, while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 331 Upazilas under 51 districts of Bangladesh, covering over 10 million poor and vulnerable people.
∎ As a Program Manager, you will need to lead the project and to ensure that all components of the Integrated Nutrition Program are functioning properly, providing quality care to all the beneficiaries while respecting guidelines and principles of good practice. Require to play an important role on implementation of the key components of the programme delivery on technical grounds of CMAM, IYCF-E, CMAMI initiative and other nutrition sensitive programming as well as strengthening the community outreach through Care Groups for SBCC.
∎ As partnership with UNICEF & WFP, ESDO will implement the Integrated Nutrition Interventions for Malnutrition Treatment and Prevention Project at Rohingya Camp`s Cox`s Bazar district. ESDO is inviting applications from interested qualified candidates for the position.
∎ The project duration is total 06 months started from July 2023.
∎ Managerial hierarchy : Executive Director/Deputy Director-Health and Nutrition
∎ Supervised by: Deputy Director-Health and Nutrition, technical reporting line to Nutrition Expert

Job Responsibilities:
∎ The Program Manager is responsible for the OVERALL planning, implementation, supervision, monitoring, and follow-up of whole functions of the nutrition project in the FDMN camps or host community, under the direct supervision of the Deputy Director-Health and Nutrition:
∎ - the staff
∎ - the building and their maintenance
∎ - the equipment’s
∎ - the stocks and supplies
∎ - the hygiene
∎ - the beneficiaries and their caregivers
∎ - the application of the admission and discharge criteria, the correct application of the protocols, and the preparation of the food using correct recipes.
∎ Responsibility # 1: Lead and manage the operational and strategic planning and implementation of the nutrition program in the FDMAN camp and host community in Cox’s Bazar district.
∎ - Develop concept notes and project proposals as per program needs.
∎ - Prepare the detailed implementation plan and budget of the project in line with the donor’s requirements and SHED's programming principles.
∎ - Provide strategic and tactical guidance to the project staff members to ensure the effective and efficient delivery of the project.
∎ - Ensure that the implementation process/strategies and relevant policies/procedures are properly followed at every stage of the project implementation.
∎ - Develop timely budget forecasts, monitor budget utilization, and manage the budget and other resources in line with the approved plan.
∎ - Ensure all necessary government approvals for the project with the support of SHED management.
∎ - Review progress, constraints, challenges, scopes, and opportunities and initiate necessary steps for effective implementation of nutrition project.
∎ - Ensure necessary administrative, logistic, and other support in a timely manner to maintain an equable operation of the project.
∎ - Ensure that engagement with local government and other stakeholders is maintained.
∎ - Ensure adequate and appropriate communication and coordination with all other projects under the dignified work of SHED operating in that area.
∎ - Work closely with backbone partner, and other partners of the nutrition sector working in Cox’s Bazar District.
∎ - Monitor field implementation to identify gaps and ensure the quality of implementation.
∎ - Develop a contingency plan to implement the project in an emergency situation or any outbreaks.
∎ Responsibility # 2: Ensure the standard quality of nutrition program, performance management of staff and create conducive positive work culture within the project.
∎ - Ensure that the project staff members have a clear understanding of the nutrition project, i.e. objective, outcomes, outputs, activities, implementation methodologies, etc.
∎ - Make sure that the staff of the nutrition program is following their job description and are able to fulfill required tasks timely and efficiently.
∎ - Make sure proper attendance and presence of nutrition centre staff and respecting of working hours.
∎ - Build the competencies of the project team in line with the project objectives.
∎ - Identify staff’s capacity improvement areas, and take steps to address those in an appropriate way.
∎ - Ensure quality of services provided through nutrition programs, for example, the outreach activities and facility-based activities e.g., CMAM, CMAM-I, GMP, Cooking demonstration, Mukhe Bhaat Ceremony, and Micronutrient supplementation.
∎ - Take initiatives to ensure cleanliness and hygiene of the integrated nutrition facility (INF) in the camps.
∎ - Support the team in the proper planning and implementation of different campaigns (MUAC mass screening, VAS and deworming campaign etc.)
∎ - Supervise the implementation of standard treatment protocols in the nutrition centre.
∎ - Create/nurture the environment that respects and promotes gender equity, diversity and inclusion.
∎ - Nurture positive and supportive attitudes among project staff.
∎ - Supervise staff's performance and provide constructive feedback for development.
∎ - Ensure that the performance management system of SHED is implemented at the project level.
∎ - Initiate and manage staff recruitment as per requirement.
∎ - Report timely any problem related to the quality of the nutrition program to the hierarchy and funding agency.
∎ Responsibility # 3: Make sure adequate and proper supplies and utilization of food, non-food items and medications in nutrition centre.
∎ - Ensure that procurement of project resources (vehicle rental, furniture, equipment, stationaries, etc.) is done in compliance with SHED’s and donor’s policies and procedures.
∎ - Ensure the supply request is placed to the funding agency in a timely manner
∎ - Ensure the requested order for food and non- food items and medications prepared by nutrition centre supervisors are adequate according to the need of the program (OTP, TSFP, BSFP, Cooking demo, Mukhey Bhat Ceremony, and Micronutrient distribution).
∎ - Ensure the proper utilization and use of food and non-food items according to the standard protocols in the nutrition program.
∎ - Ensure the proper stock management at camp level for food, nonfood and medications are in place.
∎ - Make sure that the beneficiaries are receiving and consuming the ration according to the standard protocols.
∎ - Report timely any problem related to the supply chain and utilization of food, nonfood, and medications in the nutrition program to the hierarchy and funding agency
∎ Responsibility # 4: Knowledge Management, Program development, and Reporting
∎ - Provide overall guidance to plan, coordinate and manage key monitoring and evaluation events including situation analysis, baseline and end line assessment, mid-term review and need-based studies which is in close collaboration with SHED senior management and donor agencies.
∎ - Ensure that the project-wise M&E framework is developed, and the relevant staff are well oriented and practicing M&E plan, learning and development procedure, and their roles in knowledge management.
∎ - Ensure that adequate resources and systems are in place to capture and document best practices and lessons learned by the implementing project.
∎ - Ensure that project learning including achievement and bottlenecks are shared with internal and external stakeholders upon management and donor review.
∎ - Review monitoring findings of the project regular basis and initiate necessary actions for the improvement of program in consultation with SHED management and donor agencies.
∎ - Prepare project reports, factsheets and newsletter (quarterly/six-monthly/annual/final narrative reports and other reports) as per need of the project/donor/organization requirement and disseminate to the audience as appropriate.
∎ - Update quarterly progress on PSEA action plan and monthly analysis on AAP findings as per donor requirement.
∎ Responsibility # 5: Ensure the good Coordination, communication and collaboration with all the partners at the camp and sector level.
∎ - Establish good working relationship with all the nutrition sector partners (MoH, ACF, CONCERN, CARE, SCI, SARPV, GK, and RI) and the official authorities CIC.
∎ - Timely communication of program-related progress with them.
∎ - Make sure that a close follow-up and feedback system is in place for the referral cases (nutrition centre, SC, OPD, IPD).
∎ - Make sure proper communication, and collaboration with other programs (mental health, WASH, child protection, Education, food security) at the camp level.
∎ - Attend and represent SHED during coordination meetings at camp level and Upazila NGO coordination meetings.
∎ - Attend and represent SHED in the CMAM and IYCF Technical Working Group meeting and comply with the sector decision.
∎ - Keep updated the hierarchy and funding agency about the brief minutes of the meeting that take place at the camp and Upazila level.
∎ Responsibility # 6: Safeguarding

Additional Requirements:
∎ Age at most 45 years
∎ Both males and females are allowed to apply
∎ Minimum 05 years practical experience in NGO/INGO at same or similar positions.02 (two) year experience must be in Rohingya Response
∎ Should have good knowledge about the Rohingya camp context as well as Rohingya response program.
∎ Substantial experience and a track record of success in delivering high quality emergency nutrition programs (including CMAM and IYCF-E) including monitoring and evaluation.
∎ Demonstrated experience in designing and leading IYCF-E assessments
∎ Proven capacity to supervise, train and coach staff;
∎ Strong skills in coordination and the ability to work effectively with a range of stakeholders, including nutrition clusters, partners and the Ministry of Health
∎ Highly developed writing skills (English) - both at a programmatic level (assessment reports, proposals) and a policy level (policy papers, guidance notes)
∎ Strong communications skills (both written and verbal Bengali and English) at a level appropriate for high-level external representation (lobbying, presentations)
∎ Ability to analyze diverse information and develop recommendations for an appropriate response to emergencies
∎ Demonstrated capacity in delivering high quality training in CMAM, IYCF-E, GMP and other nutrition sensitive activities
∎ Willingness and capacity to be flexible and accommodating when faced with difficult and
∎ Practical experience in CMAM, IYCF-E, CMAMI and other related nutrition programming
∎ Practical experience of the cluster approach at country and global level.
∎ Pro- active with an ability to think analytically, identifying opportunities and mechanisms to broaden programming,
∎ Strong team player who is results oriented with excellent planning and organizational skills
∎ Ability to problem solve and good decision-making skills
∎ Ability to work in challenging environments.
