• Minimum 4–6 years of relevant professional experience in public health, healthcare programme implementation, hospital/clinic operations, NGO or development sector.

• Practical experience in maternal healthcare programme implementation, satellite clinic supervision, CSP/community worker monitoring, field coordination and reporting is required.

• Experience in eye healthcare programme coordination, outreach camp support, referral follow-up, vision centre / eye hospital coordination will be considered an advantage.

• Candidates having experience in both facility-based and community-based healthcare programmes will receive preference.



Responsibilities & Context:

Position Summary

The Program Officer (Sr. Executive) – Maternal & Eye Healthcare will be responsible for supporting the planning, implementation, monitoring, supervision and reporting of Quasem Foundation’s maternal and eye healthcare programmes. The position will work closely with hospitals, satellite clinics, PSPs,CSPs/community field teams and programme management to ensure smooth programme coordination, field-level monitoring, service quality improvement, reporting and stakeholder communication.

The role requires strong experience in programme operations, field supervision, healthcare service monitoring, documentation and coordination across facility-based and community-based healthcare interventions. Candidates with experience in maternal healthcare, satellite clinic management, CSP monitoring, outreach service delivery and eye healthcare programme coordination will be given preference.

Major Job Responsibilities

1. Programme Planning, Implementation & Coordination

• Support the planning, implementation and day-to-day coordination of QF’s maternal and eye healthcare programmes.

• Assist in preparing programme work plans, implementation schedules, monitoring plans and follow-up actions.

• Coordinate with hospitals, field teams, satellite clinics and management to ensure smooth programme execution.

• Track progress against programme targets and identify implementation gaps for timely action.

• Support service improvement initiatives, community awareness activities and programme expansion tasks as assigned by management.

2. Maternal Healthcare Programme Monitoring

• Monitor maternal healthcare service activities under QF-supported facilities and community programmes.

• Follow up antenatal care, postnatal care, safe delivery-related programme activities, maternal referral support and community outreach initiatives.

• Coordinate with facility teams to track service delivery performance, patient referrals, field challenges and programme outcomes.

• Assist in preparing maternal healthcare programme updates, summaries and performance reports.

3. Satellite Clinic Supervision & Monitoring

• Monitor and supervise satellite clinic operations under maternal and eye healthcare programmes.

• Conduct regular field visits to satellite clinics to review attendance, patient flow, service delivery, documentation, reporting and referral practices.

• Ensure satellite clinics maintain proper records, service registers and reporting formats.

• Identify operational gaps in service delivery, logistics, documentation or coordination and recommend corrective actions.

• Strengthen linkage between QF HQ, hospitals, satellite clinics and field teams.

4. CSP / Community Field Team Monitoring

• Monitor the activities and performance of CSPs / community-based field workers / outreach teams engaged in maternal and eye healthcare programmes.

• Review field-level service delivery, beneficiary follow-up, patient counselling, referral practices and reporting quality.

• Conduct regular coordination meetings with CSPs / field teams to review progress, challenges and action points.

• Ensure timely submission of field reports, attendance, service data and referral information.

• Support capacity-building, supervision and performance improvement of CSPs in coordination with programme management.

5. Eye Healthcare Programme Coordination

• Support coordination of QF’s eye healthcare activities, including hospital/vision centre linkage, outreach support, patient referral follow-up and community-level awareness initiatives.

• Assist in monitoring eye camps, screening programmes, referral pathways and service utilization trends where applicable.

• Coordinate with eye hospitals, vision centres and project teams regarding programme progress, patient support and reporting requirements.

• Support documentation of eye healthcare programme outcomes, referrals, camp performance and service data.

6. Field Visit, Monitoring & Reporting

• Conduct regular field visits to programme locations, hospitals, satellite clinics, CSP points and outreach activities as per approved monitoring plan.

• Prepare field visit reports, monitoring findings, issue logs and follow-up recommendations.

• Maintain updated programme data, service summaries, supervision records and monitoring trackers.

• Support monthly, quarterly and donor/management reporting with accurate information and documentation.

• Assist in preparing presentations, meeting notes, programme briefs and official updates for management.

7. Data Management, Documentation & Compliance

• Maintain proper programme documentation, official files, monitoring tools, service data and communication records.

• Ensure timely compilation of programme data from facilities, satellite clinics and field teams.

• Support data quality review, verification and consolidation for reporting purposes.

• Maintain confidentiality and proper documentation standards in line with organizational policy.

• Ensure programme activities and records comply with organizational requirements and reporting standards.

8. Stakeholder Coordination & Communication

• Coordinate with programme managers, doctors, field teams, hospital authorities, satellite clinic staff, local stakeholders and partner representatives as required.

• Support internal communication between QF HQ and project sites regarding programme progress, field challenges and operational needs.

• Assist in organizing meetings, review sessions, training events and programme coordination activities.

• Represent the programme professionally during field visits, meetings and coordination activities when assigned.

Required Skills & Competencies

• Strong programme coordination and implementation capacity

• Experience in field monitoring, satellite clinic supervision and CSP coordination

• Sound understanding of maternal healthcare and community health programme operations

• Familiarity with eye healthcare / outreach / referral coordination will be an added advantage
