  • Working in chars & flood-prone, river erosion-prone, climate-vulnerable, or remote field locations will be an advantage.
  • Good knowledge of construction practices, basic surveying, measurements, estimates, BoQ, and quality control.
  • Ability to read and interpret engineering drawings, technical specifications, and construction-related documents.
  • Good understanding of water supply and tube-well installation practices.
  • Strong field supervision, communication, coordination, and problem-solving skills.
  • Ability to work independently and under challenging field conditions.
  • Proficiency in MS Office applications, particularly Word, Excel and PowerPoint.


Responsibilities & Context:

SKS Foundation in partnership with CARE Bangladesh is going to implement a new project titled Promoting Adaptive Nutrition and Infrastructure (PANI) Project. Following positions will be recruited for implementing the project's interventions:

JOB RESPONSIBILITY 1: WASH Infrastructure Planning, Design & Construction – 30%

  • Conduct technical site assessments, surveys, feasibility assessments, and site verification for proposed WASH infrastructure.

  • Prepare, review, and update technical designs, drawings, BOQs, cost estimates, technical specifications, bills of quantities, and implementation plans.

  • Supervise the construction and installation of flood WASH infrastructure.

  • Ensure all construction works comply with approved designs, BOQs, technical specifications, quality standards, safety requirements, environmental considerations, and climate-resilient principles.

  • Monitor construction materials, workmanship, measurements, construction progress, and contractor/supplier performance.

  • Verify site conditions and recommend appropriate technical solutions based on local context and climate risks.

  • Identify technical problems, construction defects, deviations, and implementation risks and ensure timely corrective actions.

  • Ensure appropriate consideration of gender, disability inclusion, child safety, accessibility, and user needs in WASH infrastructure design and implementation.

  • Support infrastructure commissioning, testing, completion verification, and handover.

JOB RESPONSIBILITY 2: Technical Quality Assurance, Monitoring & Reporting – 25%

  • Conduct regular field inspections, technical measurements, quality checks, and construction progress assessments.

  • Verify contractor and supplier quantities against approved BOQs, drawings, specifications, and actual completed works.

  • Check the quality and suitability of construction materials and workmanship.

  • Prepare and maintain measurement sheets, site inspection reports, technical progress reports, completion certificates, snag lists, photographic records, and other technical documentation.

  • Maintain complete, accurate, organized, and auditable technical records for all WASH infrastructure.

  • Monitor physical and financial progress against approved work plans and BOQs and identify deviations at an early stage.

  • Provide technical data, measurements, photographs, drawings, BOQs, progress updates, and other required information to SKS Foundation, CARE Bangladesh, and the project donor within agreed timelines.

  • Support project monitoring, MEAL activities, technical assessments, evaluations, audits, donor verification, and technical reviews.

  • Promptly report major technical, quality, safety, environmental, financial, procurement, or implementation risks to the appropriate authority.

  • Follow up on identified technical deficiencies and verify completion of corrective actions.

JOB RESPONSIBILITY 3: WASH Training, Community Capacity Building & Sustainability – 25%

  • Conduct and support capacity-building activities for Water User Associations, School Management Committees, community volunteers, local WASH entrepreneurs, caretakers, and beneficiaries.

  • Develop, adapt, and facilitate WASH training modules, facilitator guides, session plans, presentations, checklists, practical exercises, pre/post-assessment tools, and training materials.

  • Provide technical coaching and follow-up support to community WASH structures and facility caretakers.

  • Support the establishment and strengthening of community-based operation and maintenance mechanisms and WASH maintenance funds.

  • Promote sustainable, gender-responsive, disability-inclusive, safe, accessible, and user-friendly WASH services.

  • Conduct post-training follow-up and assess the application of knowledge and practices at community and institutional levels.

  • Support communities and institutions in developing sustainable O&M arrangements for WASH facilities.

JOB RESPONSIBILITY 4: Coordination, Compliance & Donor Accountability – 20%

  • Follow approved project designs, technical standards, implementation procedures, workplans, BOQs, specifications, donor requirements, and technical instructions.

  • Maintain close technical coordination with CARE Bangladesh and respond promptly to technical instructions, observations, monitoring findings, review comments, and corrective actions.

  • Provide technical information and documentation as requested by SKS Foundation, CARE Bangladesh, and the project donor.

  • Support donor and project field visits, monitoring missions, technical assessments, coordination meetings, workshops, reviews, and verification exercises.

  • Ensure project activities and documentation comply with SKS Foundation and donor policies, safeguarding, accountability, anti-fraud, environmental and social safeguards, and other applicable requirements.

  • Support infrastructure handover, government coordination, asset documentation, and sustainability arrangements.

  • Obtain appropriate approval before making or implementing any major changes to approved designs, BOQs, specifications, budgets, or implementation plans.

  • Maintain transparent, complete, accurate, and auditable technical records throughout the project.

  • Perform any other relevant technical responsibilities assigned by the supervisor or authorized project management.
