Job Context:
∎ Contract period: 31st December 2019 (with the possibility of extension)
∎ Line Manager: Procurement & Logistics Officer
∎ DCA (DanChurchAid) is a Danish humanitarian, non-government and non-profit organization. DCA has been working in Bangladesh since the 1970s, both through partners and self-implementing. DCA has one office in Dhaka, and one office in Cox`s Bazar. We work for the poor, vulnerable and socially excluded communities.
∎ Overall purposes of the role:
∎ Procurement and Logistics Assistant supports the Procurement and Logistics Officer to carry out the purchases of goods and services for the programs and structure for his/her assigned base. The assistant is required to temporarily take lead on basic tasks in the absence of the Procurement and logistics officer.
∎ He/she is supporting the implementation and respects DCA purchase procedures.
∎ He/she is responsible for filing and archiving logistics documents linked to purchases.
Job Responsibilities:
∎ Implementation of purchasing process:
∎ Take part in the analysis of the local procurement environment including vendor analysis
∎ Conduct market assessment for items requested by the DCA team to ensure the best value for money
∎ Update price lists and vendor data base on regular basis.
∎ Receive and process requests for quotes and PRFs after verification and approval by respective department heads
∎ Ensure timely procurement of materials respecting the rules and approval procedures established by donors and DCA.
∎ Negotiate prices, deadlines and methods of delivery
∎ Ensure the quantity and quality of materials while taking delivery from the vendors
∎ Maintain procurement files separately as per donor's requirement
∎ Upload and archive procurement documents in DCA intranet
∎ Assist to update PRFs electronically.
∎ Assist Procurement and logistic officer in preparing the procurement plan and dispatching the materials to field
∎ Assist Procurement and logistic officer to update procurement information soft copy the procurement tracker.
∎ Booking hotels for the meetings, training and workshop
∎ Arranging accommodation for the guest and staff
∎ Submit the bills to the finance maintaining all process and approvals from concern department.
∎ Management of supplies:
∎ Maintain stock of the available materials;
∎ Ensure the stock is updated on regular basis and submit the report to supervisor on weekly basis;
∎ Ensure all the DCA assets are labelled with the assets number and update in the DCA prescribed online ERP
∎ Supervise the maintenance and securing of warehouses
∎ Check with Admin assistant the availability of materials in the stock before procurement;
∎ Ensure proper documentation while providing materials to the staff and also taking over from the departing staff
∎ Ensure and maintain proper documentation of received and dispatched goods of donor and partners.
∎ Carry out stock checks and physical inventories and documentation with admin assistant on regular basis
∎ Advise timely to supervise if any materials have to be disposed of from the DCA records
∎ Supervise timely delivery of materials in the field
∎ Fleet Management:
∎ Ensure the vehicle checklist and properly maintained and recorded;
∎ Ensure vehicle is checked before deployed and drivers are well oriented about DCA norms, driving rules and security policy, and take initiative in coordination with DCA security focal person;
∎ Ensure that a complete breakdown kit is available on board all vehicles (safety kits, First aid kit box);
∎ Check that vehicle log books are in place and are used and filled up correctly;
∎ Assist in monitoring and consolidating fuel consumption and miles travelled for all vehicles;
∎ Coordinate with staff and arrange safety and security related training to the drivers in consultation with Supervisor;
∎ Monitor the administrative documents for all vehicles.
Additional Requirements:
∎ Must have knowledge on the procurement and logistics
∎ Willing to work hard and make frequent field trip to the camp
∎ Fluency in Chittagonian language
∎ Key competencies:
