Experience: Minimum 10 years work experience of which 7-8 years of relevant experience in PMER within the development sector. At least 4 years’ experience in team/people management.

Knowledge: Extensive experience in designing and managing M&E systems, evaluations, and reporting for large programs in participatory M&E and gender-sensitive indicators.

Skills:

• Skilled in PMER tools and software (e.g., Excel, Power BI, Kobo Toolbox, SPSS).

• Strong analytical, data interpretation, and donor reporting skills.

Competencies

• Possesses excellent communication skills in both Bangla and English, complemented by strong interpersonal, facilitation, and presentation abilities.

• Exhibits proactive leadership, creativity, and a positive attitude, with the ability to manage teams, solve problems effectively, and work independently under pressure.

• Willingness to travel to project sites.

About the role

The PMER Lead will strategically oversee all Planning, Monitoring, Evaluation, and Reporting (PMER) functions to ensure alignment with WaterAid Bangladesh’s Country Programme Strategy and global standards. As the head of the Quality Assurance team, S/he will manage the full PMER cycle, oversee data systems (e.g., mWater, WAPS), coordinate key reports and evaluations, and build capacity among staff and partners. The role focuses on using evidence and learning to drive continuous improvement and impact.

In this role, you will:

• Develop and implement PMER frameworks and coordinate strategic planning processes (e.g. business planning, PIMS, mid-term reviews, and evaluations) aligned with WaterAid’s country and global strategies.
• Create and annually update RACI matrices to define PMER roles, responsibilities, and communication flows.
• Design, manage, and ensure quality of evaluations (baseline, midline, endline, impact, and country programme), in line with global and donor standards.
• Facilitate Programme Performance Reflections, after-action reviews, and learning workshops to drive adaptive management.
• Translate evaluation findings and project data into actionable recommendations and decision-making tools for planning, reporting, and senior-level strategic decisions.
• Track implementation and use of evaluation findings across programmes.
• Prepare and ensure timely, high-quality donor and internal reports, including progress updates and impact documentation.
• Maintain a central repository of PMER tools, templates, reports, and learning resources.
• Design and deliver PMER capacity-building initiatives for staff and partners, including training, mentoring, and technical support.
• Promote a culture of learning and evidence-based decision-making across the organization.
• Liaise with donors, government bodies, and partners on PMER-related matters and represent WaterAid Bangladesh in relevant networks and forums.
• Contribute to strategic discussions and broader organizational development initiatives.
• These responsibilities will be reviewed with the line manager from time to time.

Salary: Monthly gross salary BDT 210,000/- with excellent benefits (Flexible for deserving candidates with strong track record and demonstrated credentials)
