Background:

Friends in Village Development Bangladesh (FIVDB) is a national development organization committed to promoting the dignity, rights, and well-being of vulnerable populations. To strengthen safeguarding systems and ensure a safe environment for staff, volunteers, partners, and program participants, FIVDB seeks to recruit a qualified and experienced Officer- PSEA and Safeguarding for its SBC Program in Cox’s Bazar. The position will play a key role in ensuring compliance with safeguarding standards, prevention of sexual exploitation and abuse (PSEA), child safeguarding policies, and effective incident management in accordance with national legislation and international humanitarian standards.

Job Purpose:

The Officer- PSEA and Safeguarding provides technical leadership and operational support to strengthen safeguarding, PSEA, and Child Safeguarding across the SBC Programme of FIVDB. The position will lead safeguarding prevention initiatives, strengthen safeguarding capacity among staff and a large volunteer workforce, coordinate safeguarding case management and response, and ensure compliance with organizational policies, donor requirements, and survivor-centered safeguarding standards.

Key Responsibilities:

Safeguarding Program Implementation:

  • Serve as the programme-level focal point for Protection of Sexual Exploitation and Abuse (PSEA), Child Safeguarding, and safeguarding across all SBC programme activities.

  • Lead the implementation, monitoring, review, and periodic updating of FIVDB’s Safeguarding, PSEA, and Child Safeguarding policies and procedures.

  • Conduct safeguarding risk assessments and support the development and implementation of mitigation measures.

  • Manage and maintain safeguarding databases, documentation, and case management systems while ensuring strict confidentiality and data protection.

Prevention, Capacity Building and Community Engagement

  • Develop and facilitate regular training, orientation, and awareness sessions on PSEA, Child Safeguarding, Code of Conduct, and related safeguarding standards for staff, volunteers, consultants, and partners.

  • Strengthen safeguarding awareness among programme participants and communities by supporting the development and dissemination of appropriate IEC materials and communication initiatives.

  • Support supervisors and other staff in promoting safe programming and fostering a culture of accountability and zero tolerance for misconduct.

Safeguarding Case Management and Response:

  • Serve as the designated focal point for receiving, referring, documenting, and managing safeguarding and PSEA complaints and allegations.

  • Conduct initial assessments of safeguarding allegations and coordinate timely case management in accordance with organizational procedures. Coordinate safeguarding investigations, ensuring a survivor-centred, confidential, impartial, and timely process.

  • Ensure appropriate risk assessment, referral pathways, and support services for survivors and affected individuals.

  • Maintain accurate case files and monitor the implementation of investigation recommendations and corrective measures and actions. Liaise and coordinate with relevant government authorities, law enforcement agencies, legal service providers, Women and Children’s Desks, Victim Support Centers, CID, and other stakeholders, as required.

Compliance, Coordination and Reporting:

  • Monitor compliance with safeguarding policies, donor requirements, and organizational standards across programme operations. Conduct regular field monitoring visits to assess safeguarding implementation and compliance across programme locations.

  • Coordinate with programme teams, partners, and relevant stakeholders to strengthen safeguarding implementation. Monitor compliance with safeguarding standards and recommend corrective actions where necessary.

  • Prepare periodic reports, analyses, and updates on safeguarding compliance, risks, trends, and case management status for senior management.

  • Support safeguarding audits, assessments, donor compliance requirements, and organizational learning initiatives.

Other Responsibilities:

  • Promote a culture of accountability, respect, inclusion, and zero tolerance toward sexual exploitation, abuse, harassment, and child abuse.

  • Perform any other safeguarding-related duties assigned by management.
