Reportable to: Hospital Superintendent, District Hospital, Cox’s Bazar
Accountable to: As an appointing authority, you will be accountable to PHD for legal and disciplinary procedures for which PHD will review your performances periodically. Team Leader of this project and senior officials will represent PHD.
Monitoring & Technical Assistants: PHD in collaboration with UNICEF will deploy a group of staff for round-the-clock monitoring and technical support. This may include spot check, review of performance reports and assessing technical competency.

Job Objective:
To lead operational activities under Inclusive Services and Opportunities for Host Communities and Displaced Rohingya Population (ISO), a project funded by the Government of Bangladesh and the World Bank is to manage investments primarily in District Hospital, Cox’s Bazar to the strengthening of Health and Nutrition services. As a part of human resource support, PHD and UNICEF propose to provide and strengthen SCANU services District Hospital, Cox’s Bazar to continue providing the neonatal health services. The SCANU Nurse will be responsible to deliver specialized neonatal nursing care—monitoring and stabilizing sick or premature new-borns, managing incubators and essential equipment, educating parents, and collaborating with SCANU teams, to support optimal infant outcomes and uphold national new-born care standards.
Key Responsibilities:
Under the technical supervision of UNICEF’s Health Section at Cox’s Bazar, and in collaboration with UHC and relevant government institutions, each nurse by staying in duty area, will undertake the following tasks, not limited to:
Evaluate incoming newborns, determine eligibility, admit into SCANU, and initiate care protocols
To check temperature, heart rate, respiratory status, oxygen saturation, and feed tolerance as per approved monitoring charts
Provide care based on national neonatal protocols—including thermal care, feeding support, antibiotic administration, and fluid management
Ensure strict aseptic techniques, hand hygiene, instrument sterilization, and maintain environment safety within SCANU
Record and manage the consumption of drugs, medical supplies, and nutrition commodities using SCANU documentation tools
Detect signs of deterioration and escalate care promptly to physicians or senior nurses
Assist the doctors with the ward rounds and post-operative cases.
Assist Medical Doctor in conducting health examination including history taking, measurement, treatment, medicine management and dispensing.
Provide nursing care to the patients admitted in the SCANU performing roster duties as and when needed to cover 24/7 services.
Maintain infection prevention and control (IPC) standards across all service areas.
Assist in preparing monthly, quarterly, and ad hoc reports (time bound ESS Performance Reporting, Accident/Incident Reporting), including those required for donor and government reporting other requests for information as required.
Should have willingness to receive awareness trainings related to ESS, CFM, PSEA and other applicable for the project
Assist conducting spot check, ESS monitoring by the auditor, UNICEF or donor
Take part actively during the missions conducted by UNICEF or donor
Support ESS focal to fulfill UNICEF and donor requirement
Provide quantification of SCANU logistics for ordering from the warehouse to avoid stock out.
Provide support to keep patient’s treatment and other documentation.
Maintain detailed patient registers, monitoring charts, and report data through Government-approved systems
Participate in regular SCANU oversight meetings, monitor service quality, and share findings during weekly clinical sessions
Active engagement with referral and management of transportation for the patients to higher facilities with proper documentation as required.
Coordinate with data entry operators to collect medical information and other details into DHIS2 with maintaining confidentiality.
Perform such other relevant duties assign by the Superintendent, RMO, Consultant, Medical Officer, Nursing in Charge.
Work with facility managers to integrate SCANU services and improve facility-level neonatal care
Maintain functional relation with and accountability to the in-charge of the respective SCANU
Any other assignment given by PHD management.
