Job Context:
∎ JOB SUMMARY
∎ Cowater is recruiting one National Nursing Specialist (NNS), who will be located in Dhaka and responsible for conducting an overall assessment and situational analysis of the status of nursing education, public sector management of nurses and identifying training needs for professional development in Bangladesh. The NNS will work closely with the ProNurse Team Leader (TL), Senior Technical Advisor (SnTA), Directorate General of Nursing & Midwifery (DGNM), and College of Nursing to provide technical assistance to counterparts with respect to the strengthening of nursing education in Bangladesh. They will also be responsible for day-to-day implementation of project activities in consultation with SnTA and provide technical support on project matters to the DGNM and Ministry of Health, Education section.
Job Responsibilities:
∎ Review and analyze background documents, such as, MOHFW's Bangladesh Health Workforce Strategy, Nurse Midwifery Act, Nurse Midwifery Operations Plan, Report from the National Task Force for Future of Nursing or any other document assigned by supervisor;
∎ Under the guidance of the TL/STA, lead/engage in stakeholder/counterparts consultations, Key Informant Interviews (KIIs), gather baseline information and conduct training needs assessment for the nurse instructors working in the Nursing Institutes;
∎ Work closely with the STA and University de Montreal (UdeM) to assist DGNM to prepare a proposal including needs assessment, teachers training content based on diploma curriculum, faculty requirements, operational plan and budget, to establish a new National Nursing Teachers Training Institute (NNTTI) as per GOB regulations;
∎ Work closely with the STA and UdeM to develop the Certificate training program and pedagogical model for nurse instructors to deliver the teachers training program at the NNTTI;
∎ Assist to organize a national consultation meeting (WHO, BRAC, JICA, KOICA, UNFPA, GAC, FCDO) to present the content and gain concurrence from MOHFW and BNMC;
∎ Facilitate placement of human resources in the NNTTI (teaching, administration and support staff) as per proposal;
∎ Develop a list of teaching learning materials, through a consultative process and work closely with DGNM to develop those materials and strengthen effective utilization of teaching/learning facilities, such as labs, library at the College of Nursing;
∎ Work with NNTTI, under the guidance of the STA and UdeM experts and act as a trainer /mentor for the national trainers for NNTTI and continue to mentor them for smooth transitioning to government;
∎ Design and roll out the certificate training program for newly placed nurse instructors on improved pedagogy and teaching methodology;
∎ Conduct needs assessment for College of Nursing (CoN) (academic and logistical) to develop a plan for strengthening CoN and work with the STA and lead efforts to improve pedagogy and learning/teaching conditions in CoN;
∎ Contribute to the development of the Project Implementation Plan, Annual Work Plans and Progress Reports of the assigned Outcomes;
∎ Any other tasks assigned by the supervisor.
Additional Requirements:
∎ At least 10 years of experience of different nursing & midwifery programs and services in Bangladesh;
∎ Experience in teaching, curriculum development, continued professional development, preceptorship program, designing and delivering nursing & midwifery training;
∎ Experience working with Director General Nursing and Midwifery, Bangladesh Nursing and Midwifery Council and Ministry of Health and Family Welfare;
∎ Experience in other developing countries nursing system (outside of Bangladesh) is an asset.
∎ Essential Skills:
∎ High quality technical knowledge and demonstrated experience on nursing sector development;
∎ Fluency in English and Bengali; and
∎ Mastery of computer tools: Internet, Office Suite (Word, Excel, Outlook, PowerPoint), etc.
