Job Context:
∎ JOB SUMMARY
∎ Cowater is recruiting one National Nursing Specialist (NNS), who will be located in Dhaka and responsible for conducting an overall assessment and situational analysis of the status of nursing education and regulatory environment and identifying training needs for professional development in Bangladesh. The NNSs will work closely with the ProNurse Team Leader (TL), Senior Technical Advisor (SnTA), Bangladesh Nursing & Midwifery Council (BNMC), to provide technical assistance to counterparts with respect to the strengthening of nursing education in Bangladesh. They will also be responsible for day-to-day implementation of project activities in consultation with SnTA and provide technical support on project matters to the BNMC and Ministry of Health, Education section.
Job Responsibilities:
∎ Review and analyze background documents, such as, MOHFW's Bangladesh Health Workforce Strategy, Nurse Midwifery Act, Nurse Midwifery Operations Plan, Report from the National Task Force for Future of Nursing or any other document assigned by supervisor;
∎ Under the guidance of TL/STA, lead/participate in stakeholder/counterparts consultations, KIIs and gather baseline information and conduct needs assessment for strengthening BNMC roles;
∎ Under the guidance of TL/STA, work closely with Canadian Association of School of Nursing (CASN) and BNMC and review/revise/update all available curriculum and training materials including addition of epidemic/ pandemic management;
∎ Establish a Technical Working Group with experts to review the existing materials and adapt for inclusion in the curriculum and assist to convene national consultation meeting to present the content and gain concurrence from MOHFW and BNMC;
∎ Ensure that the content is incorporated in the Diploma and graduate nursing curriculum and NNTTI Certificate Training Program so that teachers are trained on the subject to deliver the courses at the Nursing Institute level;
∎ Work with DGNM and BNMC to establish and implement a standardized final exam including assessment of knowledge and capacity in epidemic/pandemic management for Diploma nursing;
∎ Work closely with BNMC/DGNM to develop and pilot a preceptor guided internship program for Diploma nursing including internship at hospitals/institutes specializing in infectious diseases;
∎ Provide TA and logistic support to BMNC to establish and support a credible Bangladeshi examination committee with terms of reference to operationalize a quality licensing exam
∎ Work closely with CASN and BMNC to develop and operationalize a quality Licensing exam for Nurses including establishment of an advisory final exam committee;
∎ Provide technical assistance and training to develop a blueprint for the development of a final examination for Nursing Institutes;
∎ Working with CASN Accreditation Expert, provide inputs to strengthening BNMC capacity in accreditation and contribute to planning and advisory efforts on accreditation of nursing education programs both in public and private sector;
∎ Provide inputs to strengthening BNMC capacity in establishing strong regulatory mechanisms, monitoring, supervising and accrediting nursing training institutes;
∎ Act as a core trainer for NNTTI Certificate Training Program delivery;
∎ Contribute to the development of the Project Implementation Plan, Annual Work Plans and Progress Reports of the assigned Outcomes;
∎ Any other tasks assigned by the supervisor.
Additional Requirements:
∎ At least 10 years of experience of different nursing & midwifery programs and services in Bangladesh;
∎ Experience in teaching, curriculum development, continued professional development, preceptorship program, designing and delivering nursing & midwifery training;
∎ Experience working with Bangladesh Nursing and Midwifery Council and Ministry of Health and Family Welfare;
∎ Experience of accreditation of nursing education programs and licensing of nurses; and
∎ Experience in other developing countries nursing system (outside of Bangladesh) is an asset.
∎ Essential Skills:
∎ High quality technical knowledge and demonstrated experience on nursing sector development;
∎ Fluency in English and Bengali; and
∎ Mastery of computer tools: Internet, Office Suite (Word, Excel, Outlook, PowerPoint), etc.
