Job Context:
∎ JOB SUMMARY

∎ Cowater is recruiting one National Nursing Specialist (NNS), who will be located in Dhaka and responsible for conducting an overall assessment and situational analysis of the status of nursing education, public sector management of nurses including in service training needs assessment, training needs for professional development in Bangladesh. The NNS will work closely with the ProNurse Team Leader (TL), Senior Technical Advisor (SnTA), Directorate General of Nursing & Midwifery (DGNM) to provide technical assistance to counterparts with respect to the strengthening of professional nursing services in Bangladesh. They will also be responsible for day-to-day implementation of project activities in consultation with SnTA and provide technical support on project matters to the DGNM.

Job Responsibilities:
∎ Review and analyze background documents, such as, MOHFW's Bangladesh Health Workforce Strategy, Nurse Midwifery Act, Nurse Midwifery Operations Plan, Report from the National Task Force for Future of Nursing or any other document assigned by supervisor;
∎ Under the guidance of the STA, lead/participate in stakeholder/counterparts consultations, KIIs and gather baseline information for designing activities related to strengthening DGNM;
∎ Conduct training needs assessment and design management training and mentorship support to clinical and education Nurse Managers;
∎ Support institutional strengthening of DGNM and related activities to improve the position of DGNM within the MOHFW;
∎ Work closely with DGNM, under guidance of TL, to develop a divisional/ regional Nursing Institute Monitoring and Evaluation (NIME) System and provide consultation and advice in institutionalizing the NIME program within DGNM;
∎ Provide TA to MOHFW (Education) and BNMC in co-ordination with the Local Gender Specialist to develop and implement a system of continued professional development, including awareness raising on sexual harassment and Sexual Gender based Violence (SGBV);
∎ Lead the development of the Continued Professional Development program and approval of the same by the BNMC and MOHFW;
∎ Design subject-based, specialized clinical skills training courses including evidence-based clinical guidance on Covid-19 prevention, control, diagnosis and treatment for frontline nurses;
∎ Work closely with the TL/STA to assist the DGNM Line Director to develop /revise the Nursing Education and Services Operations Plan;
∎ Support efforts to make recruitment, deployment, and working conditions for nurse / midwives more equitable, effective, gender-sensitive and in use;
∎ Design and plan delivery of in-service training for nurses on nursing management, leadership International Council of Nurses (ICN) and technical/clinical skills improvement for selected female Nurse Managers in close consultation with the TL/STA and DGNM;
∎ Ensure that all training program/delivery follows a competency-based, pedagogical approach;
∎ In consultation with the STA/TL, liaise with various Bangladeshi /international stakeholders working in the nursing sector, as well as other donors and donor-funded programs to create synergies, collaborate and share lessons;
∎ Act as a core trainer for NNTTI Certificate Training Program delivery;
∎ Contribute to the development of the Project Implementation Plan, Annual Work Plans and Progress Reports of the assigned Outcomes;
∎ Any other tasks assigned by the supervisor.

Additional Requirements:
∎ At least 10 years of experience of different nursing & midwifery programs and services in Bangladesh;
∎ Experience in continued professional development, and delivering nursing & midwifery in service training;
∎ Experience working with Director General Nursing and Midwifery;
∎ Experience in other developing countries nursing system (outside of Bangladesh) is an asset.
∎ Essential Skills:

∎ High quality technical knowledge and demonstrated experience on nursing sector development;
∎ Fluency in English and Bengali; and
∎ Mastery of computer tools: Internet, Office Suite (Word, Excel, Outlook, PowerPoint), etc.
