∎ A. Objective:
∎ The objective of hiring the Consultant is to provide logistics support to DGHS on timely implementation MR Campaign in February 2020. This consultancy will greatly contribute to leveraging United Nations Agency`s priority results through DGHS.
∎ B. Background:
∎ Bangladesh has achieved high routine measles-rubella vaccination coverage since last MR catch-up campaign conducted in 2014. EPI coverage evaluation surveys from 2014 to 2016 found national MCV1 coverage has remained at 86-88% for the past three years and MCV2 coverage 70-83% United Nations Agency estimates and inadequate to provide a sufficient level of population immunity to prevent transmission of measles virus. Recent outbreaks of measles have proved that there is an increasingly wide distribution of unvaccinated children whose number varies by district and city corporation. In view of this, Bangladesh has made the decision to conduct an MR follow-up campaign in February 2020.
∎ The estimated target children for up-coming campaign is approx. 33,567,364, which is requiring procurement and storage of 36,924,100 doses of MR vaccine from Gavi and non-Gavi funding sources. At present EPI, DGHS is using 3-tier storing & distribution system of supply chain, comprising central store, 64 District stores and 488 Upazila stores.
∎ EPI Central store does not have adequate storage volume to store all the campaign vaccines at a time. A need for hiring additional reliable Cold Room for storing MR vaccines are foreseen. At the same time, a huge quantity of vaccines needs to be stored at the Central store and distributed gradually to available WICs at the District level. This is a great challenge in view of the fact that multiple agencies such as United Nations Agency, EPI, CMSD, BADC are in storing the MR campaign vaccines. Successful implementation of these activities also needs additional staff to coordinate with United Nations Agency SD and country level concerned staff of EPI, DGHS.

Job Responsibilities:
∎ C. Scope of Work:
∎ The consultant will perform the specific tasks in collaboration with EPI, DGHS and other partners on vaccine, cold chain and logistics management of up-coming MR campaign scheduled in February 2020. Will provide support for successful management of vaccine cold chain & logistics during measles-rubella follow-up campaign. The major assignments are:
∎ Review the availability of cold chain space and availability of vaccines transport equipment at national, district and upazila level and develop detailed plan of receive and distribution of vaccines & associated logistics throughout the campaign period
∎ Work with counterpart to promote standardization and quality assurance on equipment and other related products and monitor the performance of existing equipment and provide appropriate feedback to relevant authorities
∎ Provide on the job training to key staff in vaccine and cold chain management for both campaign and routine vaccines.
∎ D. Deliverables and Schedules:
∎ The assignment is designed for the duration is of 6 months, where below tasks are expected:
∎ To assist the government to review the availability of vaccines transport equipment for the MR campaign at national, district and upazila level.
∎ To assist the government to prepare the report of gaps of cold chain equipment and facilitate in hiring additional cold space at central level
∎ Maintain contacts with CMSD, Customs authority for smooth clearance of the vaccine. Provide support to the relevant clearing & forwarding agents for rapid clearance of vaccines from the National airport.
∎ To assist the government to review the availability of dry space for storing syringes, safety boxes and other essential logistics at national, district and upazila level for the campaign.
∎ Manage and monitor timely distribution of vaccines from Primary Store to Lowest Distribution Points, including arrangement of delivery trucks, Cold Boxes with Ice Packs, ensuring that Cold Chain is maintained at all stages of distribution.
∎ Maintain quality of vaccines by storing of vaccines at central level. Ensure that VVM status of the vaccines are recorded, temperature of WIC is noted and well maintained and monitored.
∎ To assist the government to prepare the vaccine and logistics management plans for the MR campaign. The plan will include but not be limited to the following: receiving vaccines and supplies, storage, handling, distribution, training of staff etc.
∎ To assist in implementation and monitoring of vaccines and other logistics distribution plan for the nationwide MR campaign in February 2020.
∎ E. Reporting Requirements:
∎ The Consultant will report to the Immunization Specialist and will provide -
∎ Report on storage and distribution plan for MR vaccines for the 2020 Campaign.
∎ Report on contacts with CMSD, Customs authority for smooth clearance of the vaccine from the National airport.
∎ An Activity report on Coordination between EPI and BADC warehouse (at the airport) for ensuring storage of MR Vaccines
∎ A report on actual distribution of vaccines from BADC store, Primary Store to Lowest Distribution Points, including arrangement of delivery trucks, Cold Boxes with Ice Packs, ensuring that Cold Chain is maintained at all stages of distribution.
∎ Inventory status of MR vaccines at each Storage points on a monthly basis
∎ A quality report of MR vaccines stored at the central, LD and SP levels indicating any VVM issue, temperature excursions that might have occurred.
∎ Final report on findings, work carried out and recommendations.

Additional Requirements:
∎ A minimum of 10 years of relevant working experience in Vaccine and Logistics management of EPI programmes, supply chain planning process, technology and organization design, particularly in Effective Vaccine Management and supply chain planning performance management.
∎ Working experience in procurement planning, storage and distribution of EPI vaccines.
∎ Previous working experiences with vaccine management and operation with GOB high officials and United Nations Agency or WHO is an asset
∎ Fluency in English required. Knowledge of another UN Language is an added advantage
∎ Administrative Issues
∎ Consultant will be located at Dhaka and report to Immunization Specialist, BCO- Dhaka
∎ Consultant will get 240,000 BDT per month (consolidated) including travel and DSA; other cost communication equipment, PC etc. to be borne by the consultant
∎ Office place, working station will be in EPI, DGHS
∎ Computer and communication will be borne by the Consultant
∎ Stationary and other office equipment will be borne by the Consultant
∎ Travel cost and travel arrangement in the field, will be will be borne by the consultant

Salary:
∎ BDT 240,000.00 per month* consolidated for 6 months* inclusive all expenses
