WAVE Foundation is a civil society organization established in 1990, has been implementing multifaceted activities for the socio-economic development of the poor and marginalized as well as the establishment of universal human rights and good governance. Besides, the organization is conducting issue-based policy advocacy and campaigns. WAVE is driven by its motto `Together for Better lifeʼ towards the vision of establishing `A just and Prosperous societyʼ. WAVE has organized its activities into 6 programs: 1) Poverty Eradication and Livelihood Development 2) Community Financing and Entrepreneurship Development 3) Agri- Food System Transformation 4) Governance, Rights and Justice 5) Social Development and Youth Empowerment 6) Climate Justice and Renewable Energy Promotion.

WAVE Foundation is going to implement a project titled Strengthening institutional capacity for democratic reforms through gender responsive and inclusive participation in decision making in Bangladesh under the Democratic Reforms through Inclusive Participation in Bangladesh (DRIP) project implemented by UN Women in collaboration with UNDP and funded by the Swiss Agency for Development and Cooperation (SDC). This project aims to strengthen gender-responsive and inclusive democratic institutions in Bangladesh during a critical period of political reform. It focuses on enhancing the capacity of the Bangladesh Election Commission (BEC) to implement gender-mainstreamed electoral processes, develop the BEC Gender Strategy, and align with CEDAW General Recommendation 40. The initiative will provide targeted training and support through the Election Training Institute (ETI) and BRIDGE-certified facilitators, while institutionalizing feminist approaches within electoral education. This project leads by WAVE Foundation and partnership with Action Aid Bangladesh. Simultaneously, the project empowers civil society organizations and women-led platforms to advocate for inclusive governance and women's political leadership. It will support national strategy development, civic engagement, and locally driven awareness campaigns, along with a small grants program to strengthen grassroots activism. To address systemic barriers, the project also strengthens referral mechanisms to prevent Violence Against Women in Politics (VAWP), improve coordination between BEC and One-Stop Crisis Centres, and promote safe political participation. The 13-month implementation period across 8 districts and 16 Upazilas under Jamalpur, Patuakhali, Khulna, Bogra, Kurigram, Satkhira, Mymensingh, Cox’s Bazar districts. WAVE Foundation is seeking qualified candidate for the position of the ‘Monitoring, Reporting & Documentation Officer’ of this project in the working area of Khulna, Patuakhali, Mymensingh & Bogura.

 Key Responsibilities

The `Monitoring, Reporting & Documentation Officer’ is responsible for program design aligned with M&E framework. He/She setting-up output and outcome indicators, regular activity monitoring and provide feedback in achieving the project goal & objectives including staff development & financial management, conducting relevant training, workshop/seminars and reporting to the PC & Program Focal. His/her duties and responsibilities, which are essential but not limited to:

  •  Capacity to develope and implement a comprehensive Monitoring, Evaluation and Learning (MEL) framework for the project.

  • Coordinate baseline, midline and end-line assessments in the project areas;

  • Design and support deployment of data collection tools both quantitative and qualitative;

  • Ability to perform participatory appraisal sessions ensuring adequate disaggregation by gender, disability, marginalized groups and other relevant intersectional dimensions.

  • Ensure regular data collection from field activities, training sessions (ETI/BRIDGE), civic engagement interventions, small-grants recipients, referral mechanism strengthening, and awareness campaigns.

  • Experienced in Data collection/survey/impact story collection/field mobilization to measure effectiveness through pre and post evaluation intervention;

  • Demonstrated experience in designing and implementing Monitoring and evaluation activities—including baseline, endline, and participatory assessments quantitative and qualitative data collection, data analysis and report writing.

  • Skilled in data collection/survey/impact story collection/field mobilization to measure effectiveness through pre and post evaluation of intervention-capacity building of CSO and women-led organizations on gender-responsive governance and women's political leadership

  • Strong skills in both Bangla and English;

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint), and preferably in data management tools (e.g., SPSS, STATA, KoboTool box, Google Sheets) and dashboard systems.

  • Ability and willingness to travel extensively across project districts/upazilas.

  • Strong interpersonal, coordination and stakeholder engagement skills; ability to work with government counterparts, UN/donors, civil society, women’s Led Organizations, and grassroots actors.

  • Excellent organisational, analytical, and report-writing & documentation skills; capable of working under tight deadlines and managing multiple tasks.

  • Development various of IEC materials, Case story, lesson learn, Success story etc.

  • Any other tasks or duties assigned by the senior management of the WAVE Foundation.

    Compensation & Other Benefits

    • Monthly consolidated salary is BDT 50,000 with other admissible benefits as per the organization`s policy/project provision.

    • Salary and other admissible benefits (if any) are inclusive of all taxes as imposed by the government of Bangladesh. Taxes will be deducted at sources as per government rules.
