Job Context:
∎ Purpose of the Assignment is to support and work for LGED to develop the Project Readiness Assistance (PRA) to prepare an agreed project design and Feasibility Study, inclusive of the preparation of a sizeable number of infrastructure sub-projects for the 4th Urban Governance and Infrastructure Improvement (Sector) Project.
Job Responsibilities:
∎ The duties and responsibilities of the Monitoring & Evaluation Specialist will include, but not limited to the following:
∎ i) Work with group under Project Management;
∎ ii) Evolve mechanism for monitoring of project activities, both at PMO as well as at Pourashavas (PIU) level;
∎ iii) Regularly obtain monitoring-related data from the field and make assessment to see to their conforming to the planned path and/or target;
∎ iv) Based on monitoring, suggest to the project management if any corrective measures need to be taken to effect corrections of the target/ deviations observed;
∎ v) Design surveys or experiments to collect periodic data/information from the field, inclusive of information/data (both primary and secondary) and carryout detailed analyses;
∎ vi) Prepare periodic reports on monitoring and evaluation on the project;
∎ vii) Perform in a strictly time bound manner in total adherence to the qualitative and quantitative requirements of the project vis a vis consulting assignment and ought to remain cautious so as to ensure that there is no unjustified time or cost over-run;
∎ Perform any other relevant duties as may be required by the management.
Additional Requirements:
∎ Minimum 12 years of total work experience in relevant field.
∎ Minimum 10 years experiences in project monitoring and evaluation. Work experience in the relevant areas under the country’s major development partners like ADB, World Bank, UNDP, IDB, DFID etc, along with proven track record will be an added experience.
∎ Experience in working with international organizations/agencies and LGED is highly preferred
Salary:
∎ Practical Action will pay a consolidated amount for the whole contract, including VAT, Tax to Individual Consultant(s) and associated field travel including food, accommodation, per diem and consultation meetings and workshops. The consulting Firm(s)/ Individual Consultant(s) will be paid 5% of the agreed amount upon signing contract and remaining 90% over 18 instalments through period upon completion of deliverables and rest 5% upon completion of the assignment / or as stated by the donor.
