Educational Requirements:
∎ Bachelor's degree preferably in Statistics, Social Sciences, Economics or equivalent

Job Responsibilities:
∎ The M&E Officer, is responsible for implementation of SHOUHARDO- III program M&E system at community level; integrating quantitative and qualitative approaches in the Program interventions at PNGO level.
∎ S/he will work with Field Supervisor, Field Facilitators and Volunteers to ensure clarity of M&E tools, build capacity in routine data collection process, and capacities to capture data/information in approved Routine Monitoring Tracking Sheet (RMTS).
∎ S/he will guide field facilitators to capture routine monitoring data in the e-M&E system.
∎ S/he should extend effective support to field staff to understand and operationalzed PM&E sessions, community Score card, Beneficiary Based Sample Survey (BBSS), resilience measurement at the PNGO. Under the guidance of TO-M&E
∎ She/he will conduct regular data quality assurance through systematic cross/ spot checking and triangulation of monitoring data at its primary and secondary sources in regular basis.
∎ S/he will responsible for regular data entry, data cleaning and preservation of soft and hard document in systematic manner.
∎ S/he will share M&E data outputs/findings through participating meetings at Upazilla Officers.
∎ The incumbent will assist TO-M&E for ad hoc, quarterly and annual M&E reporting.
∎ Working with Field Supervisor, Field Facilitators and Volunteers to ensure clarity and capacity in their roles, which include submission of reports as part of routine M&E data collection
∎ Regular data entry, and preservation of hard and soft documents as required
∎ Sample collection for data quality assessment in regular basis using tab/handheld device that are designed into a web based e-M&E system
∎ Guide field facilitator (FF) to capture routine monitoring data using tab in the e-M&E system
∎ At the field level working with FF and volunteer to ensure clarity and capacity in their roles, which include submission of reports as part of routine data collection
∎ Plan and oversee the implementation of PM&E across working villages
∎ Review FF performance/output after PM&E sessions are conducted to enhance learning and address operational and technical gaps
∎ Manage the Community Score Card (CSC) and Management Score Sheets (MSS) process at union level.
∎ Conduct panel data collection as designed for SHO III on selected sample beneficiary households
∎ Assist TO-M&E in Partner level M&E quarterly and annual result report preparation and GoB and other stakeholder reporting requirements.
∎ Provide reports (electronic and manual) for specific activities of responsibility.
∎ Verify data quality and consistency through field visit
∎ Prepare success story/case studies and other reports as appropriate
∎ Others as assigned by supervisor according to program priority

Additional Requirements:
∎ Age at most 40 years
∎ Both males and females are allowed to apply
∎ With combination of qualifications and practical experience in relevant field.
∎ Minimum 3 years professional practical/experience in the M&E field.
∎ Computer skill in MS Access and Excel is essential.
∎ Basic understanding on ICT in M&E
∎ Knowledge of participatory approach, institutional assessment, quantitative and qualitative techniques for various assessments and analysis.
∎ Ability to manage M&E database, including template design, data entry, cleaning, logical checks of monitoring data
∎ Willingness and strong commitment to travel in the remote field adapt hardship and work in a team.
∎ Willing to drive motorcycle and should have valid driving license.

Salary:
∎ Monthly gross salary BDT: 26,483/-
