Master’s degree in social science/development studies/statistics.
Minimum 5 years of professional experience leading the development of meaningful theories of change and associated MEL and CLA strategies
Experience leading the development of MEL technical designs and data collection tools, mixed methods data collection efforts, data analysis, and the preparation of high-quality reports
Experience implementing USAID monitoring, evaluation, and learning initiatives preferred. Familiarity with USAID policy and guidance with respect to monitoring and evaluation preferred.
Strong qualitative and/or quantitative evaluation skills, with a demonstrated ability to synthesize complex data streams using appropriate analysis software
Ability to think strategically and integrate diverse information from varied sources; adept at identifying and framing problems, setting priorities, and making recommendations
Ability to bring a Diversity, Equity, and Inclusion (DEI) lens to all MEL designs, data collection and interventions, and bring a gender equality and social inclusion lens to all products
Excellent management, organization, communication (verbal and written) and problem-solving skills with the ability to prioritize assignments and meet required deadlines

Democracy International (DI) is seeking to hire a Monitoring, Evaluation & Learning (MEL) Specialist for the USAID funded Responsive Local Governance (RLG) Activity in Bangladesh, headquartered in Dhaka, operating in Rangpur. The goal of the Activity is catalyzing change within Bangladesh’s local governance system necessitates investment to strengthen Local Elected Government Institutions (LEGI) capacity, improve civil society and citizen participation in governance structures, and bolster multisectoral coordination for quality service delivery. The specific objective of this Activity is to develop LEGIs as an effective, responsive, inclusive, and accountable institution to address social issues and provide quality basic services to the most marginalized. This is a full-time position based in Dhaka. The ideal candidate will have responsibility to collaborate with the MEL Officer to design and implement the Activity MEL Plan. This position is only open to the citizens of Bangladesh.
Essential Job Duties:
Provide subject matter and technical expertise on all aspects of MEL and Collaborating, Learning, and Adapting (CLA) efforts for the CSA.
Create and maintain a comprehensive, USAID-compliant, project-wide MEL plan that supports implementation of CSA’s learning agenda.
Develop a robust performance indicator tracking system and data collection instruments and protocols.
Supervise data management, ensure data quality assurance, and both analyze and synthesize data.
Prepare high quality reports and technical resources (may include publishing or presenting significant work).
Design evidence, use strategies, and facilitate “learning from data” sessions across the project in collaboration with the Program Director, COP, and DI Home Office MEL Specialist.
Build and maintain high quality feedback loops that facilitate collaborative implementation and adaptive management across all facets of CSA’s work plan.
Interface/work with the designated USAID MEL POC(s) to advance lessons learned and best practices.
Support the informed selection of performance indicators, targets, and related performance indicator reference sheets.
Deliver technical support for valid, reliable, and complete data reporting across CSA’s workstreams and grant mechanisms.
Provide appropriate evidence and analyses of CSA’s data sources and lessons learned to support strategic project communications and storytelling.
Serve as a technical expert/professional resource for project staff by supporting their awareness and use of tools and tips that help to build their performance monitoring and data use skills.
Lead the data collection efforts for the baseline, quarterly and annual reports.
