Experience:
A Master`s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field.
Minimum of 5-7 years of experience in Monitoring and Evaluation, preferably within gender-focused or community empowerment projects.
Strong understanding of gender-sensitive M&E frameworks, including experience in developing gender-disaggregated data collection and analysis.
Proven ability to design M&E systems, develop indicators, and conduct qualitative and quantitative data collection and analysis.
Experience in reporting to donors, preparing high-quality reports, and managing complex data systems.
Strong communication, training, and capacity-building skills.
Proficiency in M&E software and tools such as SPSS, Excel, or other relevant platforms.

Job Summary:
The Monitoring, Evaluation & Learning (MEL) Officer will play a crucial role in ensuring that the "Gender Uplifting for Inclusive Development and Community Empowerment" project is effectively monitored, evaluated, and informed by learning. The MEL Officer will design and implement robust systems to track project progress, assess outcomes, and capture lessons learned to inform future programming. The role involves working closely with project teams and partners to ensure gender-sensitive and inclusive approaches are embedded in all MEL activities, contributing to the project`s success in advancing gender equality and community empowerment.
Key Responsibilities:
1. Monitoring and Evaluation
Develop and implement a comprehensive Monitoring and Evaluation (M&E) framework that aligns with project goals, donor requirements, and organizational policies.
Create and refine gender-sensitive indicators to track project progress, ensuring that all data collection reflects the project`s focus on gender equality and inclusive development.
Collect, analyze, and interpret both qualitative and quantitative data to monitor the performance of project activities and assess outcomes.
Conduct regular field visits to verify data accuracy, assess the quality of activities, and gather feedback from beneficiaries and stakeholders.
Ensure that all M&E processes are inclusive, participatory, and responsive to the needs of marginalized groups, including women and vulnerable populations.
2. Reporting and Documentation
Prepare high-quality, timely M&E reports that highlight project progress, key outcomes, and challenges, ensuring compliance with donor and organizational reporting standards.
Provide data-driven insights and recommendations for project adjustments to enhance effectiveness and impact.
Maintain an organized system of data management, ensuring that all M&E data is accurately recorded, stored, and easily accessible for reporting and analysis purposes.
Contribute to donor reporting by providing M&E inputs, including achievements, lessons learned, and impact stories.
3. Learning and Knowledge Sharing
Lead efforts to capture and document key lessons learned, best practices, and innovations emerging from the project, ensuring that they inform future programming.
Organize learning events, workshops, and reflection sessions with project staff, partners, and stakeholders to discuss findings, share experiences, and improve project strategies.
Support the dissemination of findings to relevant stakeholders, including consortium partners, donors, government agencies, and the community, promoting knowledge sharing.
Develop learning briefs, case studies, and success stories that showcase project achievements and promote visibility of gender inclusion and community empowerment initiatives.
4. Capacity Building
Provide technical support and training to project staff and partners on M&E tools, methodologies, and processes to enhance their capacity for data collection, analysis, and reporting.
Support local partners in building their capacity to monitor and evaluate gender-responsive and inclusive development activities, ensuring that they can contribute to project-level M&E.
Ensure continuous coaching and mentorship to project teams to improve their understanding of gender-sensitive M&E frameworks and practices.
5. Data Quality Assurance
Develop and implement data quality assurance mechanisms to ensure the accuracy, reliability, and validity of the data collected.
Conduct regular data quality assessments and audits to verify the accuracy and consistency of project reports and M&E findings.
Ensure that data collection processes are ethically sound, particularly when working with vulnerable populations, and adhere to confidentiality and safeguarding standards.
6. Adaptive Management
Utilize M&E data to support adaptive project management, ensuring that the project remains responsive to changes and challenges in the local context.
Work closely with the Project Manager to adjust project strategies and activities based on monitoring results and evaluation findings, ensuring continuous improvement.
Facilitate real-time learning by promoting the use of M&E findings to drive decision-making and improve project implementation.
Job Location: Naria, Shariatpur with frequent field visits to other project upazilas and grassroots project locations.
Monthly salary and allowances will be Tk 49,000 / -, in addition two (2) festival bonus in a year.
