Additional Requirements:

Experience: At least 03 years of experience in monitoring, evaluation, research, or quality assurance, preferably in WASH or development projects.

Skill, Knowledge and Competencies:

  • Strong knowledge of MERL methodologies, tools, and data analysis techniques.

  • Experience in designing and conducting field assessments and research.

  • Proficiency in using online survey and data collection tools (e.g., mWater, KoboToolbox, Google Forms) for quantitative and qualitative research.

  • Excellent analytical, writing, and presentation skills.

  • Proficiency in MS Office and data analysis software (e.g., Excel, SPSS, KoboToolbox).

  • Ability to work independently and collaboratively in field settings.

  • Willingness to travel regularly as per requirement.

  • Familiarity with the local language (Chattogram) would be considered an asset.



Responsibilities & Context:

Contract type: Long Term, Full time – 37.5 hours per week

Location: WaterAid Bangladesh, Utility Strengthening Project, Chattogram

About the role

The Monitoring, Evaluation, and Learning Officer will lead the MERL functions of the Utility Strengthening Project in Chattogram. This role is responsible for ensuring the quality and effectiveness of project interventions through systematic data collection, analysis, and documentation of evidence. The Officer will drive the learning agenda, support adaptive management, and contribute to strengthening accountability and impact measurement. The position requires strong analytical skills, field experience, and a commitment to promoting evidence-based decision-making.

In this role, you will:

  • Develop and implement monitoring frameworks aligned with project indicators.

  • Conduct regular field visits to assess progress, verify data, and ensure quality implementation.

  • Collect and analyse both quantitative and qualitative data to track performance and inform decision-making.

  • Ensure activities meet WaterAid’s quality standards, identifying gaps or risks and recommending corrective actions.

  • Support capacity building of field teams on MERL and quality assurance practices.

  • Prepare high-quality monitoring reports, learning summaries, and evaluation findings.

  • Contribute evidence-based inputs to project reviews and maintain organized records of data and documentation.

  • Work closely with technical and implementation teams to integrate MERL into project planning and delivery.

  • Liaise with CWASA and relevant stakeholders for joint monitoring and learning initiatives.

  • Represent WaterAid in relevant forums and learning platforms.

  • Lead small-scale research and assessments to generate evidence on project effectiveness and innovation.

  • Document lessons learned, good practices, and case studies for sharing internally and externally.

  • Support the development of learning products such as briefs, reports, and presentations.

  • The responsibilities outlined above may be subject to periodic review and revision in consultation with the line manager.
