Job Context:
∎ OVERALL OBJECTIVE OF THE JOB: The role of MEAL Manager is to support Handicap International Bangladesh programme to implement Planning Monitoring and Evaluation (PME) policy; support to project teams in developing and implementing M&E plans, provide capacity building related to monitoring, evaluation, learning and accountability, and contribute to the coherent and inclusive M&E system at programme level.
∎ Type of Contract: Fixed term
∎ Duration of the Contract: 1 Jan 2020-31 Dec 2020.
∎ Reports to: Technical Unit Coordinator.
Job Responsibilities:
∎ Responsibility 1: Establish M&E frameworks at project level
∎ Develop M&E frameworks for individual projects in cooperation with Project Managers, Programme Coordination and Technical Unit.
∎ Select, develop or update tools for disaggregated data collection corresponding to specific indicators in a logic framework/proposal; this includes but is not limited to qualitative and quantitative tools and tools enabling direct data collection by project’s participants.
∎ Provide support to project teams with rolling out project-based M&E frameworks.
∎ Provide support to partners in data collection in line with the project’s M&E framework.
∎ Regularly review quality of data collected by project teams.
∎ Ensure data collection processes respect ethics of data collection (e.g. respect for privacy); and policy requirements (e.g. protection of beneficiaries, seek permission for photos/videos).
∎ Ensure coherence of M&E approaches and tools used at country level and contribute to developing country level M&E system.
∎ Assist in proposals development, ensuring quality and coherence of M&E methodology with project design.
∎ Introduce innovate and advance M&E tools and systems e.g., real time database, disability friendly tools, visual representation of data findings, etc.
∎ Responsibility 2: Ensure appropriate archiving, analysis of data and reporting
∎ Ensure that project databases and M&E documentation are duly maintained by project staff, using appropriate formats validated by country/HQ levels;
∎ Provide support to project staff to meet regular reporting requirements throughout the life of the project;
∎ Support project staff in the analysis of collected data;
∎ Ensure project staff members are clear when to provide reporting on activity progress and when on progress in outputs/outcomes (result-oriented reporting);
∎ Review project/program reports to ensure that reports contain accurate, clear, and high-quality data, and ensure coherence of narrative and financial reporting.
∎ Responsibility 3: Ensure reflection, learning and knowledge-sharing, both internally and externally
∎ Support development of review and learning mechanisms in projects;
∎ Support development of accountability mechanisms, including but not limited to project-based feedback/complaint mechanisms;
∎ Coordinate project baseline assessments, mid-term reviews and final evaluations;
∎ Support development of lessons learnt and recommendations, and its’ realization;
∎ Support projects’ reviews; monthly, quarterly and annually;
∎ Contribute to presentations to external audiences such as donors and stakeholders;
∎ Ensure that innovative experience and lessons learnt are shared within HI staff;
∎ Support design of new proposals using lessons learnt and recommendations from previous activities.
∎ Responsibility 4: Capacity Development
∎ Assess the technical and operational team training needs as regards to M&E, and develop a capacity building strategy;
∎ Build the capacity of all relevant team members to develop and maintain an effective M&E system, including regular analysis of programme monitoring data.
∎ Responsibility 5: Coordination within HI team
∎ Promote the organisation's mandate, strengthening the organisation’s positive reputation;
∎ Ensure coordination with other departments and individual colleagues, sustaining an environment of mutual respect and positive collaboration.
∎ Work closely with Program Coordination, Technical Unit, Project Managers, Human Resources and Finance to ensure that M&E skills are incorporated into all program position descriptions and positions are budgeted for.
∎ Participate in internal and external events (e.g. team meetings, seminars, workshops, conferences);
∎ Conduct your responsibilities in line with HI policies and procedures.
∎ Perform regular field visits including visits of activities and consultations with field operations staff (field coordinator, project managers, etc.).
Additional Requirements:
∎ Age at least 20 years
∎ A person with proven experience and expertise developed through at least 5 years of working in the field of M&E and information management at senior management/coordination level in both national and international non-governmental organisations
∎ Extensive experience of developing and implementing M&E systems for non-governmental organisations, including the knowledge of tools aiming to collect quantitative and qualitative data as well as a variety of disaggregated information
∎ Strong analytical and organizational skills
∎ Strong knowledge on Research based impact evaluations such as Randomized Control Trails (RCT)
∎ Experience in managing big databases; experience with digital data collection and web-based and real time data management preferred
∎ Strong computer skills, including experience with Excel, PowerPoint, Publisher. Experience in SPSS, Access, SQL, and any other statistical packages an added advantage
∎ Experience in providing practical, results oriented capacity building to head office and field staff
∎ Experience in integrating new information and communication technologies in M&E systems
∎ High proficiency in English.
Salary: Tk. 110000 - 146000 (Monthly)
