∎ BACKGROUND OF GONOSHASTHAYA KENDRA AND THE PROJECT:
∎ Gonoshasthaya Kendra (GK) is a registered Public Charitable Trust, established in 1972 and one of the oldest non-governmental, non-profit, and national level organizations in Bangladesh and started with two visions (a) "the fate of the poor decides fate of the country, and (b) "development of the country depends on development of women."
∎ GK has been active in responding to all significant natural disasters in Bangladesh since 1972 through the mobilization of its own and foreign resources. GK provided food aid, lifesaving medicine and treatments in its operational Upazila during flood of 1987, 1988, 2000, Tornado: 1989, Cyclone and tidal surge: 1985 1991, 1994, Cyclone SIDR 2007, Cyclone AILA 2009 in its operational areas.
∎ GK has experienced partnership with several UN agencies, INGOs, such as UNDP, UNHCR, WFP, WHO, World Bank, European Union, UNHCR, Christian Aid, Action Aid, We Social Movement, French Support Committee, Save the Children, Plan Bangladesh, Medico International and many others.
∎ GK is managing 43 health centers in 19 districts, two hospitals of 250 beds, the largest dialysis center in Bangladesh where 100 people could be treated simultaneously. GK is running one University, Medical College, Dental College, Medical Technical School, Pharmaceutical Industry and a Vocational training school providing short, long and customized courses for distressed women. GK has awarded numerous national and international awards for its work on health and disaster response.
∎ GK is one of the first organizations started lifesaving health services to the crisis affected Rohingya and host communities in Cox`s Bazar and continuing its operations providing health, nutrition, IYCF, MHPSS and health education with establishing 17 health facilities in different Rohingya camps and associated host communities with funding support from MdM Japan, Malteser International, Germany, UNHCR and action medeor. GK has made direct impact to the lives of millions of crisis affected people with delivering quality primary health care and outreach services. Recently, GK has extended its operations to the Bhasanchar island and Kutubdia alongside the Rohingya Camps.
∎ GK is launching the Helping Survivors Heal (HSH) project, a three-year project supported by the United States Agency for International Development (USAID) and implemented by the Center for Victims of Torture (CVT). The overall goal of this project is to expand access to quality mental health and psychosocial support (MHPSS) services for survivors of torture and trauma adapted to the Rohingya community. In addition, the support services will expand to the community that works in the garment industry in Gazipur district. The project will achieve this through intensive capacity development support aimed at developing GK`s ability to provide such services while expanding the MHPSS workforce in Bangladesh. A complementary component of the HSH project is the establishment and maintenance of sustainable MEAL systems for MHPSS services within GK. The MEAL Manager will work with other GK staff and with external advisors from CVT to strengthen GK`s capacity to monitor, evaluate, and learn from its MHPSS services being implemented through a partner project in Cox`s Bazar. In addition, the MEAL Manager will be responsible for the MEL of the HSH project itself (monitoring and evaluating GK`s capacities as they are strengthened through this project).
Job Responsibilities:
∎ Strategic
∎ Participate in developing a detailed implementation plan based on the Institutional Strengthening Plan (ISP) of the HSH project.
∎ Ensure that the project has a MEAL framework in line with the HSH project strategy.
∎ Support programs that develop indicators and align with the objectives of the HSH project.
∎ Operational
∎ Develop and implement appropriate tools and methodologies for monitoring, evaluating, and learning from the HSH project.
∎ Develop and implement a MEL framework for MHPSS services in alignment with the HSH Institutional Strengthening Plan. This framework will describe sustainable systems for GK's MHPSS services within assigned projects.
∎ Collaborate with MHPSS staff and managers to identify core program evaluation questions, clarify intended program outcomes, and establish appropriate tracking and measurement approaches to addressing the evaluation questions.
∎ Assist in developing and implementing the results measurement system for the assigned programs.
∎ Support MHPSS staff in adhering to adequate procedures to securely and reliably collect and process confidential beneficiary information.
∎ Enter, clean, and maintain electronic records of beneficiary data relating to MHPSS services.
∎ Design and implement surveys of programs, including finalizing tools and methodologies.
∎ Ensure the quality of data through various methods, including spot checks and by conducting periodic verification of activities with checklists of various programs.
∎ Collaborate with MHPSS staff and managers to identify and resolve data or data systems-related issues.
∎ Analyze and interpret evaluation results using computer software. Accurately calculate frequencies, descriptive statistics, and generate figures or graphs.
∎ Identify and develop MEAL findings sharing mechanisms at the field level regularly.
∎ Prepare regular reports, presentations, and learning documents using MEAL data for both internal (GK) and external (funding agencies, other stakeholders) audiences.
∎ Ensure that a strong accountability system includes all three components of information sharing, participation, and complaints and feedback for program participants.
∎ Provide ongoing support to the project team in areas of accountability - information sharing and feedback/complaint mechanism.
∎ Facilitate the process of proper documentation, dissemination, and application of learning in project cycle management.
∎ Provide technical inputs (e.g., ToRs, proposals, methodology, data collection tools, draft report, etc.) to the project team to conduct rigorous program evaluation.
∎ Learning and Knowledge management
∎ Support continuous analysis of MEAL information in coordination with other units, and identify potential problems and inputs to improve overall programming and operations.
∎ Assist in regularly conducting reflection and learning sessions with the various programs and functions.
∎ Ensure the study reports (baseline, end line, final evaluations, etc.) are uploaded (arrange) HSH /CVT/ GK website (as applicable)
Additional Requirements:

∎ Minimum 3 years work experience in the relevant field.
∎ Fluency in written and spoken English and Bangla languages.
∎ Exceptional writing, communication and presentation skills.
∎ High competency level in quantitative and qualitative research and evaluation design, methods, and analysis. This will include:
∎ Survey design and questionnaire development
∎ Development and implementation of mobile-based technology for data collection (e.g., survey questionnaires)
∎ Designing, conducting, and analyzing data from FGDs (focus group discussions) and KIIs (key informant interviews)
∎ Writing case studies
∎ Data collection process development and quality control
∎ Data management and cleaning in spreadsheets, including Excel
∎ Quantitative data analysis, including basic descriptive statistics
∎ Ability to apply insights from monitoring and evaluation in order to improve project performance.
∎ Understanding of the principles and practices of data protection, especially sensitive health and mental health data.
∎ Computer skills in MS Word, Excel, PowerPoint,

Salary:
